BOARD OF FIRE & POLICE COMMISSIONERS REGULAR MEETING MINUTES March 11, 2015 Call to Order and Roll Call At 5:15 p.m. the regular meeting of the Board of Fire and Police Commissioners was called to order by Chair Cannova. The meeting was held in the Gamon Room, Wheaton City Hall, 303 W. Wesley St., Wheaton, Illinois. Upon roll call, the following were present: Chair Penni Cannova, Commissioner Kevin Illia, Commissioner Thomas Schreiber, and Commissioner Anne Wanzenberg. Also present were Police Chief Field, Division Commander Volpe and Director of Human Resources Duguay. Public Comment None. Approval of Payments Commissioner Schreiber moved and Commissioner Wanzenberg seconded to approve payments in the amount of $1,170.00. The motion carried unanimously. Approval of Minutes Commissioner Wanzenberg moved and Commissioner Illia seconded to approve the minutes of the January 7, 2015 and January 8, 2015 meeting. The motion carried unanimously. Old Business A. Police Commander Promotional Process The Board received individual requests from two officers who do not have the minimum service time required to participate in the promotional process. Both officers asked the Board to waive the service time minimum requirement for them, and allow them to participate in this process. The Commissioners examined the service time requirement for possible waiver. The Commissioners appreciated their initiative and recognized that participation would provide training; but determined it was important to stay with the rules and regulations for this process. They asked Director Duguay to send a letter on their behalf denying the requests. Commissioner Wanzenberg moved and Commissioner Schreiber seconded to deny the two individual requests for waiver of the minimum service time requirement. Closed Session – Review of Police Officer Candidate Background Reports and Interviews [5 ILCS 120/2(c)(1)] At 5:35 p.m., Commissioner Wanzenberg moved, seconded by Commissioner Schreiber, to adjourn to Closed Session for Police Officer Candidate Interviews, and to consider information concerning the employment and appointment of specific candidates. Action on Closed Session Item Commissioner Schreiber moved, seconded by Commissioner Illia, to extend the conditional offer of employment and appointment to Candidate Shane Pysh and Candidate Sonesacksith Siripanya, conditioned upon successful completion of the next phase of the testing process, with the hire date to be determined by the Chief of Police.
