Board of Fire & Police Commissioners Regular Meeting Minutes September 9, 2015 Call to Order and Roll Call At 5:04 p.m. the regular meeting of the Board of Fire and Police Commissioners was called to order by Chair Cannova. The meeting was held in the Gamon Room, Wheaton City Hall, 303 W. Wesley St., Wheaton, Illinois. Upon roll call, the following were present: Chair Penni Cannova, Commissioner Edward Dulaney, Commissioner Kevin Illia, and Commissioner Anne Wanzenberg. Also present were Police Chief Field, Division Commander Volpe, Fire Chief Schultz, Assistant Fire Chief Vassios, and Director of Human Resources Duguay. Public Comment None Approval of Minutes Commissioner Illia moved, seconded by Commissioner Dulaney, to approve the minutes of the May 13, 2015 regular meeting. The motion carried unanimously. Commissioner Illia moved, seconded by Commissioner Wanzenberg, to approve the minutes of the June 17, 2015 special meeting. The motion carried unanimously. Commissioner Wanzenberg moved, seconded by Commissioner Illia, to approve the minutes of the July 15, 2015 special meeting. The motion carried unanimously. Approval of Payments Commissioner Wanzenberg moved, seconded by Commissioner Illia, to approve the payments for the period of March 1, 2015 through August 31, 2015 in the amount of $21,110.93. The motion carried unanimously. Fire Department Approval of Firefighter Initial Eligibility List Chief Schultz stated the application process was successful and over 169 applications for firefighter were received. He stated 125 of those applicants showed up for the orientation and written test held at Monroe Middle School on Saturday, August 29, 2015. The 109 who passed the written test are listed in order of written test score on the Firefighter Initial Eligibility List. Director of Human Resources Duguay stated the list will be posted on the City’s website and candidates on that list have 10 days to submit claims to the Board’s office (Human Resources) for Preference Points. Commissioner Dulaney moved, seconded by Commissioner Illia, to approve the Firefighter Initial Eligibility List as presented. Roll Call Vote: Ayes: Commissioner Dulaney Commissioner Illia Commissioner Wanzenberg Chair Cannova Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously  Board of Fire & Police Commissioners Meeting Minutes – September 9, 2015 Page 2 Chief Schultz thanked Commissioner Illia for attending the orientation Police Department Approval of Police Officer Interim Eligibility List Chief Field stated that the orientation, physical ability test, and written test were held on August 1, 2015 at Wheaton-Warrenville South High School. Of the 88 applications received, 55 attended and participated in the testing: 46 passed the physical ability test and 33 passed the written test. Commissioner Wanzenberg moved, seconded by Commissioner Illia, to approve the Police Officer Interim Eligibility List, as presented. Roll Call Vote: Ayes: Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Commissioner Illia Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously End of Probation – Officer Belcaster and Officer Witten Chief Field informed the Board that both officers performed extremely well and have completed their training. He recommended they be removed from probationary status. Commissioner Illia moved, seconded by Commissioner Dulaney, to approve the non-probationary appointment of Officer Ben Belcaster. The motion carried unanimously. Commissioner Wanzenberg moved, seconded by Commissioner Illia, to approve the non-probationary appointment of Officer Kayte Witten. The motion carried unanimously. Closed Session – Review of Police Officer Candidate Background Reports and Interviews for Possible Employment [5 ILCS 120/2(c)(1)] At 5:35 p.m., Commissioner Illia moved, seconded by Commissioner Wanzenberg, to adjourn to Closed Session for Police Officer Candidate Interviews, and to consider information concerning the employment and appointment of specific candidates. Adjournment Commissioner Illia moved and Commissioner Dulaney seconded to adjourn the meeting at 7:45 p.m. The motion carried unanimously.
