Board of Fire & Police Commissioners Special Meeting Minutes December 15, 2015 Call to Order and Roll Call At 5:30 p.m. a special meeting of the Board of Fire and Police Commissioners was called to order by Director of Human Resources Duguay. The meeting was held in the Gamon Room, Wheaton City Hall, 303 W. Wesley St., Wheaton, Illinois. Upon roll call, the following were present: Commissioner Edward Dulaney, Commissioner Kevin Illia, and Commissioner Anne Wanzenberg. Also present were Police Chief Volpe and Director of Human Resources Duguay. Commissioner Dulaney moved, seconded by Commissioner Illia, to appoint Commissioner Wanzenberg as Chair Pro Tem for the evening’s meeting. Roll Call Vote: Ayes: Commissioner Dulaney Commissioner Illia Commissioner Wanzenberg Nays: None Absent: Chair Cannova Commissioner Schreiber Motion Carried Unanimously Closed Session – Review of Police Officer Candidate Background Reports and Interviews for Possible Employment [5 ILCS 120/2(c)(1)] At 5:35 p.m., Commissioner Illia moved, seconded by Commissioner Dulaney, to adjourn to Closed Session for Police Officer Candidate Interviews, and to consider information concerning the employment and appointment of specific candidates. Roll Call Vote: Ayes: Commissioner Illia Chair Pro Tem Wanzenberg Commissioner Dulaney Nays: None Absent: Chair Cannova Commissioner Schreiber Motion Carried Unanimously The Board returned to Open Session at 7:35 p.m. Action on Closed Session Item Commissioner Illia moved, seconded by Chair Pro Tem Wanzenberg, to extend the conditional offer of employment and appointment to Gregory Hayward, conditioned upon successful completion of the next phase of the testing process, with the hire date to be determined by the Chief of Police. Roll Call Vote: Ayes: Chair Pro Tem Wanzenberg Commissioner Dulaney Commissioner Illia Nays: None Absent: Chair Cannova Commissioner Schreiber Motion Carried Unanimously Closed Session – Review Closed Session Minutes [5ILCS 120/2(c)(21)] At 7:50 p.m., Commissioner Illia moved, seconded by Commissioner Dulaney, to adjourn to closed session for the review of closed session meeting minutes [5ILCS 120/2(c)(21)]. Roll Call Vote: Ayes: Commissioner Illia Chair Pro Tem Wanzenberg Commissioner Dulaney Nays: None Absent: Chair Cannova Commissioner Schreiber Motion Carried Unanimously At 8:00 p.m. the Board returned to open session. Commissioner Dulaney moved, seconded by Commissioner Illia, to retain the restriction on the Closed Session Minutes and keep them closed. Roll Call Vote: Ayes: Commissioner Dulaney Commissioner Illia Chair Pro tem Wanzenberg Nays: None Absent: Chair Cannova Commissioner Schreiber Motion Carried Unanimously Adjournment Commissioner Illia moved and Commissioner Dulaney seconded to adjourn the meeting at 8:10 p.m. The motion carried unanimously.
