Special Meeting Minutes
August 10, 2016
Call to Order and Roll Call
At 5:34 p.m. the special meeting of the Board of Fire and Police Commissioners was called to order by
Chair Cannova. The meeting was held in the Gamon Room, Wheaton City Hall, 303 W. Wesley St.,
Wheaton, Illinois. Upon roll call, the following were present: Chair Penni Cannova, Commissioner
Edward Dulaney, Commissioner Kevin Illia, Commissioner Thomas Schreiber, and Commissioner Anne
Wanzenberg. Also present were Fire Chief Schultz, Deputy Chief Murphy, Director of Human Resources
Schulz, and Human Resources Generalist Barfield.
Approval of Final Fire Lieutenant Promotion Eligibility List
Chair Cannova stated the Preliminary Fire Lieutenant Promotion List was approved by the Board
on May 12, 2016. As no one is eligible for Military Preference Points, the final list is in the same
order as the preliminary list. The final list will be valid for 2 years, or until August 10, 2018
Commissioner Illia moved, seconded by Commissioner Schreiber, to approve the Final Fire
Lieutenant Promotion list.

End of Probation – Officer S. Siripanya
Commissioner Wanzenberg moved and Commissioner Illia seconded to accept the written
recommendation of Police Chief Volpe and appoint Officer Siripanya to full-time non-probationary
status.

Approval of Police Officer Interim Eligibility List
Chair Cannova thanked Commissioner Illia for attending the August 6, 2016 police officer orientation and
testing at Wheaton North High School. She stated that 188 submitted applications for this police officer

testing, 136 were eligible applicants, 103 attended the orientation, 86 passed the physical ability test, and
72 passed the written test. The 72 are listed in order of their written test score on the Police Officer
Interim Eligibility List presented.
Commissioner Wanzenberg moved and Commissioner Dulaney seconded to approve the Police Officer
Interim Eligibility List.

Commissioner Illia said that everyone did a great job on August 6th, and the entire process was very
professional. He thanked the volunteers from the Police Dept. who conducted the physical ability tests,
and was pleased that a diverse group of applicants attended.
Closed Session – Interviews of Police Officer Candidates [5ILCS 120/2(c)(1)]
At 5:40 p.m., Commissioner Schreiber moved and Commissioner Illia seconded to adjourn to Closed
Session for Police Officer Candidate Interviews, and to consider information concerning the employment
and appointment of specific candidates.

The Board returned to open session at 8:25 p.m.
Action on Closed Session Item
Commissioner Wanzenberg moved and Commissioner Illia seconded to discontinue further testing on the
candidates who were being considered, and remove them from further hiring consideration.

Commissioner Dulaney moved and Commissioner Schreiber seconded to adjourn the special meeting at
8:30 p.m. The motion carried unanimously.
