Board of Fire & Police Commissioners Regular Meeting Minutes September 21, 2016 Call to Order and Roll Call At 5:37 p.m. the regular meeting of the Board of Fire and Police Commissioners was called to order by Chair Cannova. The meeting was held in the Gamon Room at Wheaton City Hall, 303 W. Wesley St., Wheaton, Illinois. Upon roll call, the following were present: Chair Penni Cannova, Commissioner Edward Dulaney, and Commissioner Anne Wanzenberg. Commissioner Kevin Illia and Commissioner Thomas Schreiber were absent. Also present were Deputy Chief Murphy, Lieutenant Miller, Director of Human Resources Schulz, and Executive Assistant Qualkenbush. Public Comment None Approval of Minutes Commissioner Dulaney moved and Commissioner Wanzenberg seconded to approve the minutes of the September 19, 2016 regular meeting. The motion carried unanimously. End of Probation – Police Officers Parchem and Sheahan Commissioner Wanzenberg moved and Commissioner Dulaney seconded to accept the written recommendation of Police Chief Volpe and appoint Police Officers Parchem and Sheahan to full-time non-probationary status. Roll Call Vote: Ayes: Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Nays: None Absent: Commissioner Illia Commissioner Schreiber Motion Carried Unanimously Closed Session –Police Officer Candidate Interviews [5ILCS 120/2(c)(1)] At 5:38 p.m., Chair Cannova moved and Commissioner Wazenberg seconded to adjourn to Closed Session for Police Officer Candidate Interviews, and to consider information concerning the employment and appointment of specific candidates. Roll Call Vote: Ayes: Chair Cannova Commissioner Dulaney Commissioner Wanzenberg Nays: None Absent: Commissioner Illia Commissioner Schreiber Motion Carried Unanimously The Board returned to open session 8:44 p.m.  Board of Fire & Police Commissioners September 21, 2016 Page 2 Action on Closed Session Item Commissioner Wanzenberg moved and Commissioner Dulaney seconded to place candidate Hailey Evans, candidate Vetaliy Lord, candidate Nico Diaz, candidate Nicholas Henke, and candidate Daniel Rodriguez on a final eligibility list and authorize Director of Human Resources Schulz to extend a conditional offer of employment and appointment when positions are to be filled, and conditioned upon successful completion of the next phase of the testing process, with the hire date to be determined by the Chief of Police. Roll Call Vote: Ayes: Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Nays: None Absent: Commissioner Illia Commissioner Schreiber Motion Carried Unanimously Commissioner Wanzenberg moved and Commissioner Dulaney seconded to remove candidate Wes Hoye, William McIntyre, candidate Thomas Hoster, candidate Patrick O’Connor, candidate Jessica Sexton, candidate Luis Jimenez, candidate Erik Long and Raymond Barry from further hiring consideration. Roll Call Vote: Ayes: Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Nays: None Absent: Commissioner Illia Commissioner Schreiber Motion Carried Unanimously Adjournment Commissioner Dulaney moved and Commissioner Wanzenberg seconded to adjourn the regular meeting at 8:50 p.m. The motion carried unanimously.
