Board of Fire & Police Commissioners Regular Meeting Minutes November 9, 2016 Call to Order and Roll Call At 5:20 p.m. the regular meeting of the Board of Fire and Police Commissioners was called to order by Chair Cannova. The meeting was held in the Gamon Room at Wheaton City Hall, 303 W. Wesley St., Wheaton, Illinois. Upon roll call, the following were present: Chair Penni Cannova, Commissioner Edward Dulaney, Commissioner Kevin Illia and Commissioner Anne Wanzenberg. Commissioner Thomas Schreiber was absent. Also present were Chief Schultz, Director of Human Resources Schulz, and Executive Assistant Qualkenbush. Public Comment None Approval of Minutes Commissioner Dulaney moved and Commissioner Illia seconded to approve the minutes of the September 21, 2016 regular meeting. The motion carried unanimously. Closed Session - Review Closed Session Minutes 5ILCS 120/2(c)(21) At 5:21 p.m., Commissioner Illia moved and Commissioner Wanzenberg seconded to adjourn to closed session to review Closed Session Minutes. Roll Call Vote: Ayes: Commission Illia Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously The Board returned to open session 5:32 p.m. Chair Cannova moved and Commissioner Illia seconded to retain the restriction on the Closed Session Minutes and keep them closed. Roll Call Vote: Ayes: Chair Cannova Commissioner Dulaney Commissioner Illia Commissioner Wanzenberg Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously Commissioner Wanzenberg moved and Chair Cannova seconded to destroy all Closed Session minutes older than 18 months. Roll Call Vote: Ayes: Commissioner Wanzenberg  Board of Fire & Police Commissioners November 9, 2016 Page 2 Chair Cannova Commissioner Dulaney Commissioner Illia Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously Closed Session - Firefighter Candidate Interviews [5ILCS 120/2(c)(1)] At 5:45 p.m., Commissioner Wazenberg moved and Commissioner Dulaney seconded to adjourn to Closed Session for Firefighter Candidate Interviews, and to consider information concerning the employment and appointment of specific candidates. Roll Call Vote: Ayes: Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Commissioner Illia Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously The Board returned to open session 9:42 p.m. Action on Closed Session Item Chair Cannova moved and Commissioner Illia seconded to place candidate Brian Fennell, candidate Joseph Stasell and candidate Jason Street on a final eligibility list and authorize Director of Human Resources Schulz to extend a conditional offer of employment and appointment when positions are to be filled, and conditioned upon successful completion of the next phase of the testing process, with the hire date to be determined by Chief Schultz.
