WHEATON CITY COUNCIL PROCEEDINGS MONDAY, JANUARY 5, 2015 WHEATON CITY HALL, COUNCIL CHAMBERS, 303 W. WESLEY ST., WHEATON, IL 1. CALL TO ORDER AND ROLL CALL The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Michael J. Gresk. Upon roll call, the following were: Physically Present: Mayor Michael J. Gresk Councilman John Prendiville Councilman John Rutledge Councilman Thor Saline Councilman Todd Scalzo Councilman Phil Suess Absent: None City Staff Present: Donald B. Rose, City Manager Michael G. Dzugan, Assistant City Manager James Knippen, City Attorney Paul G. Redman, Director of Engineering James P. Kozik, Director of Planning & Economic Dev. John Duguay, Director of Human Resources William Schultz, Fire Chief Sharon Barrett-Hagen, City Clerk 2. PRESENTATIONS None. 3. CITIZENS TO BE HEARD None. 4. CONSENT AGENDA Councilman Suess moved and Councilman Saline that the following action be taken on the Consent Agenda items: 1. Approve the minutes of the December 8, 2014 Public Hearing and the December 15, 2014 regular Wheaton City Council Meeting, as submitted. 2. Approve Requests for Bond Waivers and Authorize the Issuance of Raffle Licenses to Madison Elementary School PTA, Washington Elementary School PTA and Wiesbrook PTA. PASS ORDINANCE NO. F-1842, AN ORDINANCE AMENDING ARTICLE II OF THE WHEATON CITY CODE (FIRE DEPARTMENT REORGANIZATION) Councilman Rutledge moved and Councilman Prendiville seconded that Ordinance No. F-1842, An Ordinance Amending Article II of the Wheaton City Code (Fire Department Reorganization), be passed. City Manager Rose stated this item appeared on the last Council meeting as a first reading. He indicated the ordinance would reorganize the City’s Fire Department by eliminating the three Fire Captain positions and provide for the appointment of three Assistant Fire Chiefs/Shift Commanders and one Assistant Fire Chief/Administration. City Manager Rose recommended approval of the ordinance as presented. PASS ORDINANCE NO. F-1843, AN ORDINANCE AUTHORIZING THE SIGNING OF AN ANNEXATION AGREEMENT – VACANT LOT LOCATED JUST NORTH OF 1970 NORTH GARY AVENUE – BERGO, INC. – REBECCA LINGO Councilman Saline moved and Councilman Scalzo seconded that Ordinance No. F-1843, An Ordinance Authorizing the Signing of an Annexation Agreement – Vacant Lot Located Just North of 1970 North Gary Avenue – Bergo, Inc. – Rebecca Lingo, be passed. City Manager Rose stated the City Council held a public hearing on this matter on December 8. He recommended approval of the ordinance as submitted. Councilman Rutledge stated he inspected the site and feels this will be a good improvement to the property. PASS ORDINANCE NO. F-1844, AN ORDINANCE ANNEXING A CERTAIN PROPERTY TO THE CITY OF WHEATON, ILLINOIS - VACANT LOT LOCATED JUST NORTH OF 1970 NORTH GARY AVENUE – BERGO, INC. – REBECCA LINGO Council Proceedings January 5, 2015 / Page 3 Councilman Scalzo moved and Councilman Prendiville seconded that Ordinance No. F-1844, An Ordinance Annexing a Certain Property to the City of Wheaton, Illinois - Vacant Lot Located Just North of 1970 North Gary Avenue – Bergo, Inc. – Rebecca Lingo, be passed. City Manager Rose stated this ordinance would annex the property that is the subject of the annexation agreement just approved. He recommended approval of the ordinance as presented. PASS ORDINANCE NO. F-1844, AN ORDINANCE AMENDING THE WHEATON ZONING MAP ON CERTAIN PROPERTY COMMONLY KNOWN AS A VACANT LOT LOCATED JUST NORTH OF 1970 NORTH GARY AVENUE – BERGO, INC. – REBECCA LINGO Councilman Prendiville moved and Councilman Saline seconded that Ordinance No. F-1844, An Ordinance Amending the Wheaton Zoning Map on Certain Property Commonly Known as a Vacant Lot Located Just North of 1970 North Gary Avenue – Bergo, Inc. – Rebecca Lingo, be passed. City Manager Rose stated this ordinance would rezone the property to the C-1 zoning and he recommended approval of the ordinance. APPROVE APPOINTMENTS TO CITY BOARDS/COMMISSIONS Mayor Gresk moved and Councilman Saline seconded that the appointment of Anthony Asta and Greg Halvorsen Schreck to the Fine & Cultural Arts Commission, each for a three year term, be approved. ADOPT RESOLUTION R-01-15, A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF WHEATON AND THE WHEATON FIREFIGHTERS UNION, I.A.F.F. LOCAL 3706 Councilman Prendiville moved and Councilman Suess seconded that Resolution R-01-15, A Resolution Authorizing the Execution of an Agreement Between the City of Wheaton and the Wheaton Firefighters Union, I.A.F.F. Local 3706, be adopted. City Manager Rose stated the proposed resolution would authorize execution of a new collective bargaining agreement with the firefighters union with an effective term of May 1, 2015 through April 30, 2018. He indicated Director of Human Resources Duguay set forth the terms of this contract in his cover memo and recommended approval of the resolution as presented. Councilman Scalzo stated he is happy to see the City and the union enter into an agreement before the term starts, rather than retroactively. COUNCIL COMMENT Councilman Rutledge praised the efforts of the Fire Department and other City Departments in dealing with a serious fire in the South District on New Year’s Eve. 12. APPROVAL OF WARRANT Councilman Suess moved and Councilman Prendiville seconded that Warrant No. 647 in the amount of $1,181,918.83 be approved.
