WHEATON CITY COUNCIL PROCEEDINGS MONDAY, MARCH 7, 2016 WHEATON CITY HALL, COUNCIL CHAMBERS, 303 W. WESLEY ST., WHEATON, IL 1. CALL TO ORDER AND ROLL CALL The regular Wheaton City Council Meeting was called to order at 7:005 p.m. by City Clerk Sharon Barrett- Hagen. Upon roll call, the following were: Physically Present: Councilwoman Suzanne Fitch Councilman John Prendiville Councilman John Rutledge Councilman Thor Saline Councilman Todd Scalzo Councilman Phil Suess Absent: Mayor Michael J. APPOINTMENT OF MAYOR PRO TEM Councilman Saline moved and Councilman Rutledge seconded that Councilman Suess be appointed Mayor Pro Tem for this evening’s meeting. REPORT OF THE CITY MANAGER/CITY ATTORNEY City Manager Rose turned the floor over to Fire Chief Bill Schultz. Chief Schultz announced that the Wheaton Fire Department and Paramedics have been selected by Central DuPage Hospital as the first EMS department to participate in a pilot program called “Third Eye Telemedicine.” He indicated the City’s paramedics will be equipped with tablets that they can use to communicate with a neurologist for stroke patients which will allow the paramedics to begin treatment immediately. In addition, Chief Schultz announced the start of the Department’s Fire Citizen Academy, held on Tuesday evenings April 5 through May 17 from 6:30 – 9:30 p.m. This academy will be open to anyone in the community who would like to obtain in-depth information about the Fire Department. CONSENT AGENDA Councilman Scalzo moved and Councilman Prendiville seconded that the following action be taken on the Consent Agenda items: 1. Approve the Minutes of the February 16, 2016 regular Wheaton City Council Meeting, as submitted. 2. Approve Request for Bond Waiver and Milton Township Location Requirement and Authorize Issuance of Raffle License to Midwest Dachshund Rescue. 3. Adopt Resolution R-09-16, A Resolution Authorizing the Disposal of Certain Surplus Property (Public Works). 4. Approve Requests and Authorize the Issuance of Special Event Permits to Lowell Elementary School – Lowell School 5K Family Fun Run, Church World Services – Wheaton-Glen Ellyn Crop Walk and First Trust Portfolios – 25th Anniversary. 5. Receive the Procurement Officer’s Recommendation and Award Bid for Construction Services: for Guardrails on Aurora Way between Foothill and Mayo and at the Intersection of Childs St. and Knollwood Dr. to Misfits Construction in the amount of $79,085. 6. Adopt Resolution R-10-16, A Resolution Authorizing the Disposal of Certain Surplus Property (I.T.) 7. Pass Ordinance No. F-1920, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Article III – Decrease in Class B Liquor License/The Verdict – 600 S. County Farm Road. 8. Approve Request for Bond Waiver and Authorize Issuance of Raffle License to Wheaton North Band Parent Organization. PASS ORDINANCE NO. F-1920, AN ORDINANCE AMENDING CHAPTER 2 (ADMINISTRATION), ARTICLE V (BOARDS, COMMISSIONS AND COMMITTEES) OF THE WHEATON CITY CODE (ENVIRONMENTAL IMPROVEMENT COMMISSION) Councilwoman Fitch moved and Councilman Rutledge seconded that Ordinance No. F-1920, An Ordinance Amending Chapter 2 (Administration), Article V (Boards, Commissions and Committees) of the Wheaton City Code (Environmental Improvement Commission), be passed. City Manager Rose stated this item appeared on the February 16 Council Agenda for a first reading. He stated the ordinance increases the membership of the Environmental Improvement Commission from 12 to 14 members and recommended approval of the ordinance as submitted. APPROVE APPOINTMENT TO CITY BOARDS/COMMISSIONS Mayor Pro Tem Suess moved and Councilman Scalzo seconded that Allison Torrence be appointed to the Environmental Improvement Commission for a three year term. APPROVE 2016/17 DOWNTOWN WHEATON ASSOCIATION BUDGET Councilman Saline moved and Councilman Scalzo seconded to receive the staff report on the 2016/17 Downtown Wheaton Association Budget. City Manager Rose stated the City reviewed two budget alternatives at their Planning Session on February 22, 2016. One budget constitutes a base budget and the second alternative includes $40,000 in supplemental funding for the Downtown Wheaton Association, similar to what was done in 2015. City Manager Rose requested the Council’s review and approval one of the budget alternatives. Councilman Prendiville moved and Councilman Saline seconded to approve a budget for the Downtown Wheaton Association which includes $40,000 in additional funding from the City of Wheaton. Ms. Paula Barrington, Executive Director, Downtown Wheaton Association (DWA) announced that she and other members of the Association were present to respond to any questions. Councilwoman Fitch believes the DWA does good work, but she does not feel the City should be funding their magazine and will vote no on the additional funding. Councilman Prendiville believes the DWA does a great amount of good for the City and feels they should be supported. Councilman Suess expressed concern that the DWA has requested additional funding from the City for each of the past three years. He also stated he is concerned with providing tax dollars that could be used for road, sewer and water projects to a private organization. Councilman Suess appreciates the value of the DWA, but feels advertising revenue should be used to fund the magazine rather than City tax dollars. Councilman Scalzo stated he raised the issue of what was being done for businesses on the south side at the Planning Session and the DWA agreed at that time more needs to be done. Jim Mathieson, 211 S. Wheaton Avenue, explained the additional $40,000 would not be funding the magazine; it would be enhancing existing DWA programs so less of that money would go toward the magazine. He also indicated costs would be offset by advertising revenue. Mr. Mathieson agrees the DWA needs to do more for businesses on the south side and stated the DWA has reached out many times to those businesses. Councilman Scalzo thanked the DWA for their focus on the south side. He feels the magazine is an extension of the DWA’s marketing efforts and does not see a quantitative difference between the magazine and what the DWA is already doing. Councilman Scalzo has heard many comments from residents about their desire for a vibrant downtown area and in order for that to happen, he feels the City needs to financially support the DWA. Councilman Rutledge stated that while he is uncomfortable spending taxpayer dollars on this, he would like the issue of the DWA budget to be resolved. Councilwoman Fitch can see a difference between economic development compared to advertising. The DWA does general advertising for its events, but its other type of advertising is for specific restaurants and shops. She asked that the DWA be more specific as to the path they are following if they return in the future to request additional funds rather than just say they need more money. Council Proceedings March 7, 2016 / Page 5 Councilman Suess feels private money which would offset City dollars, as well as revenue received from members, should be part of this discussion. Ms. Barrington stated that private funding is received throughout the year through membership dues and event sponsorship, as well as advertising revenue. RECEIVE THE PROCUREMENT OFFICER’S RECOMMENDATION AND APPROVE THE PURCHASE OF 14 POLICE DASHBOARD VIDEO SYSTEM REPLACEMENTS FROM DATA911 IN THE AMOUNT OF $56,475. Councilman Rutledge moved and Councilwoman Fitch seconded that the Procurement Officer’s Recommendation be received and that the Purchase of 14 Police Dashboard Video System Replacements from Data911 in the Amount of $56,475 be approved. City Manager Rose stated the Procurement Officer’s recommendation, based upon input from the Police and I.T. Departments, is to waive the bidding process and purchase the 14 units from Data911 in the amount of $56,475. He recommended approval of the proposed purchase. In response to Councilman Rutledge, I.T. Director Michaelis stated that while the City has 23 police vehicles, they are planning to install the videos in the 14 vehicles used for traffic enforcement. Councilman Scalzo questioned if the videos could be shown in Court. I.T. Director Michaelis stated the videos will be exportable to a standard format that can be viewed on a regular DVD player. In response to Councilman Suess, I.T. Director Michaelis stated installation would begin within 30 days and may take up to 90 days to complete. FIRST READING OF AN ORDINANCE AMENDING APPENDIX B (FEE SCHEDULE), SECTION B-9 (FIRE DEPARTMENT FEES) OF THE WHEATON CITY CODE Council Proceedings March 7, 2016 / Page 6 City Manager Rose stated the Council discussed increases in fees for paramedic services at a recent Planning Session and the proposed ordinance was prepared based on those discussions. He stated this item appears on the Agenda for a first reading and will be formally considered at the March 21, 2016 Council meeting. 11. RECEIVE THE PROCUREMENT OFFICER’S RECOMMENDATION AND APPROVE A CONTRACT WITH THOMAS ENGINEERING GROUP IN THE AMOUNT OF $118,139 FOR DESIGN ENGINEERING SERVICES FOR A SURFACE TRANSPORTATION PROGRAM ON GARY AVENUE, NORTH MAIN STREET AND ORCHARD ROAD Councilman Prendiville moved and Councilwoman Fitch seconded that the Procurement Officer’s Recommendation be received and that a Contract with Thomas Engineering Group for Design Engineering Services for a Surface Transportation Program on Gary Avenue, North Main Street and Orchard Road in the Amount of $118,139, be approved. City Manager Rose stated the Procurement Officer has recommended a contract with Thomas Engineering Group for design engineering services for a surface transportation program on Gary Avenue, North Main Street and Orchard Road. He stated the City has been selected to receive Federal funding for a portion of the pavement repair work through the DuPage Mayors & Managers Conference. He recommended approval of the contract with Thomas Engineering Services in the amount of $118,139 for this work. COUNCIL COMMENT Councilman Prendiville welcomed Charlie Sikenany, Jack Prendiville and Alex Edwards, students of Wheaton North High School’s AP Government Class, to the meeting. Councilman Suess announced that budget workshops will be held Saturday, March 12, Monday, March 14 and Saturday, March 19. He encouraged residents interested in the budget process to attend the meetings. 13. APPROVAL OF WARRANT Councilman Scalzo moved and Councilman Rutledge seconded that Warrant No. 675 in the amount of $1,744,545.24 be approved.
