WHEATON CITY COUNCIL PROCEEDINGS TUESDAY, JULY 5, 2016 WHEATON CITY HALL, COUNCIL CHAMBERS, 303 W. WESLEY ST., WHEATON, IL 1. CALL TO ORDER AND ROLL CALL The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Michael J. Gresk. Upon roll call, the following were: Physically Present: Mayor Michael J. Gresk Councilman John Prendiville Councilman John Rutledge Councilman Thor Saline Councilman Todd Scalzo Councilman Phil Suess Absent: Councilwoman Suzanne Fitch City Staff Present: Michael G. Schulz, Director of Human Resources Sharon Barrett-Hagen, City Clerk 2. PRESENTATIONS Mayor Gresk presided over a swearing-in ceremony for new police officer Christopher Kelly. 3. CITIZENS TO BE HEARD Mr. Bill Fowee, 804 Gamon Road, stated he currently uses a container for his yard waste and stated he would like to be able to continue using it. Mr. Kevin Illia, 400 W. Seminary Avenue, commended staff on a great report on the solid waste collection program. He hopes staff will look into hidden costs that may be in the contract. Mr. Illia stated he would like the contract to include a mutually agreed upon opt out clause. Ms. Nancy Flynn, 2014 Cromwell Drive, complimented staff for their impressive work on the new garbage program. She feels the RFID (radio frequency identification) is a very progressive plan and, as a resident, appreciates it. 4. CONSENT AGENDA Councilman Suess moved and Councilman Prendiville seconded that the following action be taken on the Consent Agenda items: 1. Approve the Minutes of the June 20, 2016 regular Wheaton City Council Meeting and the June 27, 2016 City Council Public Hearing, as submitted. 2. Adopt Resolution R-31-16, A Resolution Authorizing the Disposal of Certain Surplus Property. 3. Approve Requests and Authorize the Issuance of a Special Event Permits to Downtown Wheaton Association – DWA Summer Sidewalk Sale and 2nd Annual Bike Wheaton Festival. 4. Receive the Procurement Officer’s Recommendation and Award Bid to Wright Automotive for a 2017 Ford Explorer, a 2017 Ford Fusion Hybrid and a 2016 Ford Taurus in the Amount of $67,219. Council Proceedings July 5, 2016 / Page 2 5. Receive Procurement Officer’s Recommendation and Authorize Bid Award to Various Vendors for Water Division Materials in the Amount of $143,093. RECEIVE THE RESIDENTIAL SOLID WASTE COLLECTION AND DISPOSAL SERVICE REPORT City Manager Dzugan stated the Council has received a report from Assistant City Manager Duguay and Special Project Assistant Thomas Schubert regarding the City’s solid waste collection program. Special Project Assistant Schubert reviewed the responses from the Request for Proposal, results from the resident survey and presented a power point presentation outlining various aspects of the collection programs. He explained the City’s three goals for the new collection program: pay as you throw (PAYT), automation collection and food scrap collection. Special Project Assistant Schubert summarized the two program options: Program 1, which is modeled on the City’s current sticker-based program, or Program 2, which would use radio frequency identification (RFID) technology in which residents would pay a separate tipping fee for garbage and recycling collection, as well as an option for as food-scrap collection. Special Project Assistant Schubert indicated it is staff’s recommendation to contract with Lakeshore Recycling Systems and proceed with Program 2A, the program best meeting the City’s three goals and the most cost effective proposal for a variety of households. He stated that the while the current sticker program has no direct charge for recycling, costs for recycling are embedded in the sticker fees for garbage collection. Special Project Assistant Schubert stated Program 2A is a more pure form of paying for what you throw. Councilman Suess moved and Councilman Rutledge seconded that the Residential Solid Waste Collection and Disposal Service Report be received. Roll Call Vote: Ayes: Councilman Suess Councilman Prendiville Councilman Rutledge Mayor Gresk Councilman Saline Councilman Scalzo Nays: None Absent: Councilwoman Fitch Motion Carried Unanimously Councilman Prendiville thanked staff for the time spent on this issue and questioned if the identification chips could be affixed to existing garbage or recycling carts. Assistant City Manager Duguay replied that may be possible to affix them to the existing recycling carts and that would be part of the discussions going forward. Council Proceedings July 5, 2016 / Page 3 Councilman Scalzo thanked staff for an excellent presentation. He stated he supports staff’s recommendation to go with Program 2A as it would be the most equitable option for Wheaton residents. Councilman Scalzo stated an educational program for residents will be required, which should include the fact that residents are currently paying for recycling as an embedded fee in the current sticker cost. In response to Councilman Suess, Special Project Assistant Schubert stated excess trash could be collected with a sticker. Councilman Suess questioned the audit process. Assistant City Manager Duguay explained that the RFID chip will be linked via GPS to individual addresses which will sent out an error message if that information does not match. He also indicated that if a cart is tipped twice to dislodge items, the resident will be billed one tipping fee. Councilman Suess stated the tipping program presented would be less expensive for residents than the current sticker program. Mr. Robert Pfister, Advanced Disposal, feels the Council has not given enough consideration to the high percentage of satisfaction for their service residents expressed in the community survey, the customer service they provide, the additional projects they do for the City at no charge, such as the pumpkin collection. He stated Advanced Disposal’s fees for bulk items, white goods and e-waste is less than what has been proposed by Lakeshore. Mr. Pfister also expressed concerns that the RFID program is essentially an untested program and he feels there will be high percentage of misreads. He asked the City to reconsider the entirety of the proposals submitted. Ms. Pat Willis, 303 S. Vernon Avenue, expressed concerns about the reliability of the new technology, would like the sticker program to continue for yard waste, questioned how billing would be handled and stated she does not feel current costs are too high. Assistant City Manager Duguay confirmed yard waste would continue to be collected via a sticker program and the cost for the sticker, which could be used for garbage, recycling or yard waste, would be $2.75, less than the cost of a current sticker at $3.62. Mr. Josh Connell, Lakeshore Recycling Systems, stated RFID is used in many industries but is new in the waste collection industry as most communities do not have a pay-as-you-throw program. He indicated they have had the RFID system on their trucks for two years and indicated if the system does not get a read from tipping, the resident will not be charged. In response to Mayor Gresk, Mr. Connell indicated an account would be set up for residents that they can access and monitor. Mr. Charles Schlau, 512 N. Carlton Avenue, questioned who owns the recycling carts. Special Project Assistant Schubert stated that the existing blue recycling carts will become the property of the City after September 30 with no additional cost to the homeowner or City. Mr. Jason Youngberg, 466 Sunnybrook Lane, stated he was concerned about the size of the carts and what would happen to his left over stickers. He also said he was concerned about the accuracy of the RFID program and how misreads would be resolved. Assistant City Manager Duguay stated residents would have four size options for garbage carts and three size options for recycling carts. Mr. Connell stated the ID would be read when the carts were in the air at a radius of 1 ½ feet, which will reduce the number of misreads. He also stated that if the system indicates more than one tipping, the resident will only be charged for one. City Manager Dzugan indicated the City anticipates that residents will be able to use their existing stickers for a certain length of time and the City will be offering an exchange program for existing stickers. In response to Councilman Suess, Mr. Connell stated Lakeshore will provide new carts or consider retrofitting existing recycling carts with the RFID chip. Council Proceedings July 5, 2016 / Page 4 Mr. Kevin Carlson, 580 Wilshire Avenue, stated he has concerns about the collection of additional materials, such as bulk items, white goods, construction debris and tree branches and questioned if stickers could be used for those items. He also questioned how billing would be handled. Assistant City Manager Duguay stated bulk items would require five stickers and that tree branches would be handled the same as they currently are. Mr. Connell stated they will have varying payment options available for residents, such as check, credit card or a pre-paid account. In response to Councilman Saline, Mr. Connell stated residents would determine the amount on pre-paid accounts. He emphasized that Lakeshore will be flexible with regard billing and payment options. City Manager Dzugan stated many of these details will be worked out when the contract is finalized as these details were not addressed in the Request for Proposal process. He stated he hopes to have the contract back for Council’s consideration at the July 18 or August 1 City Council meeting. In response to Mayor Gresk, Mr. Connell stated residents who use only stickers for yard waste will be flagged in the system as a sticker, volume-based customer. In response to Councilman Suess, Mr. Connell stated they anticipate that smaller e-waste items can be bundled and the number of stickers will be set forth in the contract. City Manager Dzugan asked for authorization from the Council to proceed with finalizing a contract with Lakeshore. Councilman Scalzo moved and Councilman Prendiville seconded to authorize staff to proceed with finalizing a potential contract for the Program 2A option with Lakeshore Recycling Systems. COUNCIL COMMENT Mayor Gresk appreciated the great turnout for the 4th of July parade. 7. APPROVAL OF WARRANT Councilman Suess moved and Councilman Saline seconded that Warrant No. 683 in the amount of $1,088,638.23 be approved.
