1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess.
Upon roll call, the following were:

2. Presentations
Mayor Suess presided over a Police promotion/swearing-in ceremony for Sergeant Brian Gabryel’s
promotion to Lieutenant and Officer Roberto Miroballi’s promotion to Sergeant following remarks by
Chief Murphy.
Mayor Suess read a proclamation celebrating the 100th anniversary of the Little Popcorn Store. Ms.
Donna Wakefield thanked the Mayor and City Council for the recognition and stated they were kicking
off their anniversary today which is National Popcorn Day.

4. Consent Agenda
Councilwoman Robbins moved and Councilman Rutledge seconded that the following action be taken
on the Consent Agenda items:

1. Approve the minutes of the January 4, 2021 regular Wheaton City Council meeting as
submitted.
2. Approve bond waiver and authorize issuance of raffle license to Lincoln Elementary School.

5. Approve Appointment to City Boards/Commissions
Mayor Suess moved and Councilwoman Fitch seconded that Laura Peccarelli be appointed to the
Community Relations Commission for a three-year term.

6. Pass Ordinance O-2021-02, An Ordinance Amending City of Wheaton Ordinance Nos. E-3422, E-
3607, E-3636, E-3641 and E-4146 Authorizing an Amendment to a Special Use Permit for a Planned
Unit Development – Rice Lake Square Shopping Center – Parcel 7 – Blue Bird Day
Councilman Rutledge moved and Councilman Zaruba seconded that O-2021-02, An Ordinance Amending
City of Wheaton Ordinance Nos. E-3422, E-3607, E-3636, E-3641 and E-4146 Authorizing an Amendment
to a Special Use Permit for a Planned Unit Development – Rice Lake Square Shopping Center – Parcel 7 –
Blue Bird Day, be passed.
City Manager Dzugan stated the proposed ordinance would amend the existing PUD for Rice Lake
Square shopping center to allow Blue Bird Day to operate from the space previously occupied by Loyola
Medical. He stated the use by Blue Bird is considered a nursery school use and permitted under the C-5
zoning district. City Manager Dzugan also stated this amendment is by definition considered a major

change to the PUD but can be considered without a public hearing upon finding the changes will be in
substantial conformity with the original PUD.

7. Adopt Resolution R-2021-04, A Resolution for the Adoption of a Complete Streets Policy
Councilwoman Bray-Parker moved and Councilman Barbier seconded that Resolution R-2021-04, A
Resolution for the Adoption of a Complete Streets Policy, be adopted.
City Manager Dzugan advised that several months ago during discussions about the City’s ability to
receive grant funding for Gary Avenue, staff recommended the adoption of a Complete Streets Policy to
increase chances for grant funding and to provide general direction for staff while reviewing
transportation projects. He stated the overall goal of the policy is to improve review for all modes of
travel within the City.
Councilman Barbier stated he was happy to see this policy and the performance measures.
Councilwoman Bray-Parker stated it was encouraging to see this policy. She questioned if the Bicycle
Advisory Commission was consulted. City Manager Dzugan advised Assistant City Manager Duguay will
meet with the Commission to coordinate their comments with staff on development and review of
annual transportation projects.
Councilwoman Fitch feels the City is already doing some of the things set out in the policy, but feels it is
important to state it in a policy.

8. Council Comment
Councilwoman Bray-Parker noted that Monday was Martin Luther King Day and wanted to take a
moment to acknowledge the work and spirit of Martin Luther King. She stated one of his beliefs was that
life’s most urgent question is “what are you doing for others?”
9. Approval of Warrant
Councilman Rutledge moved and Councilwoman Fitch seconded that Warrant No. 792 in the amount of
$1,608,429.03, be approved.
