1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:01 p.m . by Mayor Philip J. Suess. Upon roll call,

2. Presentation
Mayor Suess presided over a Firefighter Swearing-In Ceremony for Kevin Howell and Ethan Schullo followed by
remarks from Interim Fire Chief Vassios .
3. Citizens to be Heard
Ms. Ponmalar Velayutham, 305 E. Indiana Street, expressed safety and traffic concerns regarding street parking
on the north side of Ind ia na Street near the intersection of Indiana Street and Naperville Road . Ms . Velayutham
reported the Bauer Dentistry and Orthodontics staff has been parking daily at this location since their remodel.
She stated residents are unable to travel safely westbound on Indiana to Naperville Road and it is a challenge for
waste removal services to navigate between cars.
4. Consent Agenda
Councilman Barbier moved and Councilwoman Bray-Parker seconded that the following action be taken on the
Consent Agenda items :
1. Approve the minutes of the Wheaton City Council Meeting - November 7, 2022, as submitted .

5. Pass Ordinance 0-2022-53, An Ordinance Amending Chapter 22, "Building and Building Regulations",
Article V, "Electrical Codes", Section 22-51, "Amendments", Subsection (f) of the Wheaton City Code Residential
Exterior Lighting - Dark Sky Compliant Light Fixtures
Councilman Weller moved and Councilman Barbier seconded that 0-2022-53, An Ordinance Amending Chapter
22, "Building and Building Regulations", Article V, "Electrical Codes", Section 22-51, "Amendments", Subsection
(f) of the Wheaton City Code Residential Exterior Lighting - Dark Sky Compliant Light Fixtures, be passed.
City Manager Dzugan stated residential structures constructed after the date of Ordinance approval will require
IDA and/or Dark Sky compliance .

Pedestrian Commission for a three-year term.

7. Adopt Resolution R-2022-92, A Resolution Authorizing the Execution of Agreement No. 338 with Kenig,
Lindgren, O'Hara, Aboona, Inc. (KLOA) for Professional Engineering Services to Perform a Traffic Study at East
Loop Road Between Jahns Drive and Route 56 for a Total Amount Not to Exceed $14,960
Councilwoman Bray-Parker moved and Councilman Weller seconded that R-2022-92, A Resolution Authorizing the
Execution of Agreement No . 338 with Kenig, Lindgren, O'Hara, Aboona, Inc. (KLOA) for Professional Engineering
Services to Perform a Traffic Study at East Loop Road Between Jahns Drive and Route 56 for a Total Amount Not
to Exceed $14,960, be adopted.
City Manager Dzugan stated a condition of the Ordinance which approved the amendment to the Special Use for
a PUD to allow construction of a car wash at the Cozy Mel's site was the completion of an independent traffic
study to evaluate options to minimize ingress and egress traffic concerns at the property's current intersection
with East Loop Road . He confirmed the cost will be divided equally between the City and the applicant. He noted
only one response was received from KLOA, the same firm that did the initial traffic report for the applicant. He
stated that although KLOA is the same firm that performed the initial analysis, staff is comfortable the study will
be performed objectively.
Mr. Lawrence Wise, Platinum Car Wash owner, expressed concern regarding Kenig, Lindgren, O'Hara, Aboona ,
Inc. (KLOA) performing the traffic study objectively since they performed the initial study.
Councilman Barbier asked Director of Engineering Tebrugge for elaboration on the differences between the
proposed study and the previous study. Director Tebrugge stated the entire corridor will be looked at in the
proposed study as opposed to simply the intersection of the site with East Loop Road. He confirmed different
sen ior level staff will evaluate all possible improvements independently from the previous study.
Councilwoman Robbins inquired how much time would be involved to rebid the project. Director Tebrugge stated
it would take a couple of weeks to rebid the project, however the responses from those who didn't bid were
overloaded work schedules.
City Manager Dzugan noted the traffic study would be of value to any use at the proposed site .
Councilwoman Robbins expressed the importance of having the proper data and information to make an informed
decision regardless of the type of use.
In response to Councilwoman Bray-Parker, Director Tebrugge stated the typical process is to evaluate during peak
traffic times using video cameras at every intersection along East Loop Road tabulating traffic counts and offering
any recommended improvements to decrease the amount of cuing at the intersection with high traffic flow mainly
due to the fast-food restaurant .
Councilman Barbier confirmed one entry and exit point as opposed to multiple entry and exit points to make one
appear more favorable than another allows for clearer results.
Director Tebrugge stated in 1993 the same study was close to hitting a warrant for a traffic signal at Jahns Drive
and East Loop Road . He highlighted the importance of reanalyzing the entire stretch of East Loop Road due to the
stretch being used as a cut through due to less traffic signals from Butterfield Road to Naperville Road .

In response to Mayor Suess, Director Tebrugge confirmed the scope of this study is different than the scope from
the original application and confirmed it will be reviewed independently from the previous study.

8. Adopt Resolution R-2022-93, A Resolution Authorizing the Execution of Agreement No. 339 with Great
Lakes Water Resources Group, Inc. for the Inspection and Repairs to Well No. 9 for a Total Amount Not to Exceed
$33,665
Councilwoman Robbins moved and Councilman Weller seconded that R-2022-93, A Resolution Authorizing the
Execution of Agreement No. 339 with Great Lakes Water Resources Group, Inc. for the Inspection and Repairs to
Well No . 9 for a Total Amount Not to Exceed $33,665, be adopted .
City Manager Dzugan reported three bids were received for inspection and repair of Well No. 9, which would be
used in the event of an interruption to our current water supply from the Water Commission . He stated the well
is one of six maintained by the City for this purpose and reported staff would like to plan a study in the future to
determine if it is necessary to continue the maintenance of the wells.
Water Superintendent McMillen stated in response to Mayor Suess that the City is required by the Water
Commission to maintain a certain amount of water storage, however, he is unsure if there is a requirement to
maintain a backup source.

9. Council Comment
Councilwoman Bray-Parker highlighted American Education Week which began in 1921 due to the concern of
veterans returning from war exhibiting a high rate of illiteracy. She expressed gratitude for the individuals that
work in the community's schools.

Councilwoman Robbins reflected upon her attendance at Wheaton College Gospel Choir's 35 t h Anniversary
Celebration and expressed her congratulations to the Gospel Choir and Director Tanya Egler.
Mayor Suess wished the community a Happy Thanksgiving and invited all to attend the 4:30 p.m . Nights of Lights
in Adams Park, 6:00 p.m. Christmas Parade in Downtown Wheaton, and the 7:00 p.m. Christmas Tree Lighting
Ceremony at the new Pavilion on Friday, November 25 t h , 2022 .
10. Approval of Warrant
Councilman Barbier moved and Councilwoman Bray-Parker seconded that Warrant No . 836 in the amount of
$3,166,255 .67 be approved.
