1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:01 p.m . by Mayor Philip J. Suess . Upon roll call,

2. Citizens to be Heard
Mr. Joe Matuch, 218 S. Wa shington Street, thanked the City of Whea ton for completion of All ey X betwee n Willow
and Liberty . Mr . Matuch highlighted the alley no longer retains standin g water following rainfall and it ha s a much
improved appearance.
3. Consent Agenda
Councilman Barbi er moved and Councilwoman Robbins seco nded that the following action be taken on the
Consent Agenda items:
1. Approve the minutes of the Wh eato n City Council M eet ing - December 5, 2022, as submitted.
2. Pass Ordinance 0 -2022 -56, An Ordinance Amending the Official Moto r Vehicle and Traffic Schedules
(Ch apter 70} for the City of Wh eaton.

4. Pass Ordinance 0-2022-57, An Ordinance Adopting the City of Wheaton Calendar Year 2023 Budget
Councilwoman Bray-Parker moved and Councilman Brown seconded that 0-2022-57, An Ordinance Adopting the
City of Wheaton Calendar Year 2023 Budget, be passed .
City Manager Dzugan thanked Director Lehnhardt and the Finance Department for their hard work and noted the
$121MM budget provides quality services to the City's residents .

the Fiscal Year Beginning January 1, 2023 and Ending December 31, 2023 for the City of Wheaton, Illinois
Councilman Brown moved and Councilman Barbier seconded that 0-2022-58, An Ordinance Levying Taxes for
General and Special Corporate Purposes for the Fiscal Year Beginning January 1, 2023 and Ending December 31,
2023 for the City of Wheaton, Illinois, be passed .
City Manager Dzugan stated the 2022 property ta x levy includes $15 .3MM for general purpo ses and $3.3MM in
pension obligation debt.

City Manager Dzugan highlighted Special Service Area Number Three maintains the open spaces of the Stream s
Subdivision.

City Manager Dzugan stated the levy includes $275K for the 2023 Budget of the Downtown Wheaton Association .

11. Approve Reappointments to City Board and Commission
Mayor Suess moved and Councilwoman Robbins seconded that Allison Orr be appointed to the Downtown
Design and Review Board for a three-year term.

12. Pass Ordinance O-2022-XX, An Ordinance Authorizing Execution of a First Amendment to a Certain
Annexation Agreement Dated October 3, 2016 (2SW630 Waldorth Court) - Howard
Councilman Brown moved and Councilwoman Bray-Parker seconded that O-2022-XX, An Ordinance Authorizing
Execution of a First Amendment to a Certain Annexation Agreement Dated October 3, 2016 (25W630 Waldorth
Court) - Howard, be passed.
City Manager Dzugan stated a public hearing was held on November 28, 2022 for an amendment to an annexation
agreement for 1501 Waldorth Court. He detailed the amendment requests a front yard set back of 30 versus 40.4
feet from the east adjacent to Orchard Road, and a rear yard setback of 20 feet in lieu of the required 25 feed
from the west property line. He highlighted the proposed ordinance requires five votes to be passed.
Mr. Gary Van Prooyen, property owner of 1501 Waldorth Court, thanked City Council members for consideration
of the amendment to the annexation agreement . He detailed his intent to retire in the proposed home and stated
the modifications are necessary to allow for a neighborhood enhancing, single floor living space, which will provide
an improved layout scenario for surrounding neighbors.

13. Council Comment
Councilwoman Fitch reflected upon the Wheaton North Concert she attended at Wheaton College's Edman
Chapel. She encouraged the community to review the schedules of both high schools' upcoming events which are
open to the public.
Councilwoman Robbins wished everyone safe and happy holidays.
Councilman Brown reflected upon his attendance at the Wheaton Warrenville South versus Wheaton North
basketball game in which South defeated North with a two-point win . He wished everyone celebrating Hanukkah
a Happy Hanukkah .
Mayor Suess thanked the City Council, City staff, and the members of the City boards and commi ssions for their
efforts in 2022. He wished everyone a Merry Christmas and a Happy Holidays .
14. Approval of Warrant
Councilwoman Fitch moved and Councilman Barbier seconded that Warrant No . 838 in the amount of $992,645.84
be approved .
