The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon
roll call, the following were:

2. Presentation
Mayor Suess read and presented a Proclamation to Cathy Coleman of the Environmental Improvement
Commission proclaiming Earth Year 2023 in Wheaton. Ms. Coleman thanked the Mayor and City Council
and highlighted the Recycling Extravaganza's success last weekend. She reminded citizens of upcoming
Environmental Improvement Commission events including Arbor Day, Native Plant Sale and the Prairie
PathClean Up.
3. Citizensto be Heard
Mr. Stephen Fixler, 1102 E. Willow Ave., invited the Council and Citizens to attend the DuPage Veterans
Foundation 2023 Fundraiser benefiting Honor Flight Chicago. Mr. Fixler stated the event on May 6, 2023
at 11 a.m. to 3 p.m. will be hosted at the DuPage County Fairgrounds and will feature music, a silent
auction, memorabilia, pinning ceremony and lunch from Hawthorn Barbeque and Addante's.
Ms. Shawna Martell, 303 Brookside Cr., expressed concern regarding the Mayor's comments concerning
a Wheaton resident at the March 6, 2023 City Council meeting.
L Ms. Olivia Doering, 1937 Brentwood Lane East, asked City Council to consider an ordinance or permit to
allow chicken and hen-keeping in the City. Ms. Doering attended the meeting with two other residents in

support of chickens as well as her neighbor, Molly, who attended electronically and spoke in support of
hen-keeping in Wheaton. r
4. Consent Agenda
Councilman Barbier moved and Councilwoman Robbins seconded that the following action be taken on
the Consent Agenda items:
1. Approve the minutes of the Wheaton City Council Regular Meeting - March 20, 2023, as
submitted.
2. Adopt Resolution R-2023-24, A Resolution Accepting the As-Constructed Underground and
Above Ground Public Improvements for Summit Street Subdivision.
3. Approve Bond Waiver and Issuance of Raffle License to Jefferson Early Childhood Center PTA.

be reappointed to the Bicyclist and Pedestrian Commission for 3-year terms through April 3, 2026.

6. Adopt Resolution R-2023-25, A Resolution for the Improvement Under the lllinois Highway Code
(2023 Road, Sewer, and Water Rehabilitation Program)

Councilwoman Robbins moved and Councilman Brown seconded that R-2023-26, A Resolution for the
Improvement Underthe lllinois Highway Code (2023 Road, Sewer, and Water Rehabilitation Program), be
adopted.
City Manager Dzugan stated the resolution authorizes use of Motor Fuel Tax revenues received from the
State to fund a portion ofthe City's annual Road, Sewer and Water Rehabilitation Program. He confirmed
Council approved a contract for the program at $3.7M at the last Council meeting. He detailed the Motor
Fuel Tax is based upon a capital distribution from the State of lllinois. He highlighted the 2023 budget
estimates a Motor Fuel Tax Revenue amount of $2.3M which is approximately $1M less than the past few
years due to the conclusion of the Rebuild lllinois Program which the City received $3.5M from over the
pastthreeyears.

7. Adopt Resolution R-2023-26, A Resolution Authorizing the Purchase of Structural Support Beams
for the Creekside Bridge Replacement Project from Valmont, Inc. Through Its Authorized Dealer TWG
Infrastructure Solutions for a Total Amount Not to Exceed $174,183
Councilwoman Fitch moved and Councilman Barbierseconded that R-2023-26, A Resolution Authorizing
the Purchase ofStructural Support Beams for the Creekside Bridge Replacement Project from Valmont,
Inc. Through Its Authorized Dealer TWG Infrastructure Solutions for a Total Amount Not to Exceed
$174,183, be adopted.
City Manager Dzugan stated the memorandum from the Senior Project Engineer details the City's
approach andjustification forearly purchaseofmaterial dueto long leadtimesand the uniquenessofthe
support structure which will eliminate the support piles which have led to past blockages.

8. Council Comment
Councilman Barbier reminded citizens to vote on April 4, 2023.
Councilwoman Bray-Parker reflected upon her attendance at the well-attended Recycling Extravaganza
hosted by the Environmental Improvement Commission on Saturday, April 1 and highlighted the number
of items recycled was amazing. She reminded citizens of the upcoming Electronics drop off on Saturday,
April 8, 2023.
Councilman Brown reminded citizens that the iconic French Market begins on Saturday, April 8, 2023. hle
encouraged citizens to participate and be supportive and not divisive of all participants on election day.
Councilwoman Robbins encouraged citizens to vote at tomorrow's election and wished good luck to all
candidates. She reflected upon the lowa Hawkeye women's basketball final four participation in their first
ever final four championship game.
9. Approval of Warrant
Councilwoman Fitch moved and Councilman Barbier seconded that Warrant No. 845 in the amount of
$1,446,071.45, be approved.
