CatltoOrderandRollCall The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were: Physically Present: MayorSuess Councilman Clousing Councilwoman Robbins Councilman Weller Councilwoman Bray-Parker Councilman Brown Absent: Councilman Barbier City Staff Physically Present: Michael Dzugan, City Manager John Duguay, Assistant City Manager Dawn Didier, City Attorney Robert Brill, Fire Chief Thomas Corrigan, Director of Building and Code James Kozik, Director of Planning and Economic Development HollySchulz, Director of Human Resources Joseph Tebrugge, Director of Engineering Susan Bishel, Public Information Officer Andrea Rosedale, CityClerk City Staff Electronically Present: Nathan Plunkett, Street Superintendent Sam Webb, Fleet Superintendent 2. Presentations Mayor Suess presided over the swearing-in ceremony of Assistant Fire Chief Timothy Sellers preceded by remarks from Fire Chief Brill. Environmental Improvement Chair Ted Witte announced Sustainability Award winners Jim and Cathy Truesdale, Bill Nieman and Rita Nathanson, Yusuf Hussain, Andrew's Garden and The Prairie School of DuPage. Certificates recognizing each winner were distributed by Mayor Suess. 3. Citizens to be Heard Angela Stephenson, 860 W. hlawthorne Blvd., spoke in opposition to a parking lot expansion at Cosley Zoo. She referenced visitor logs and feels they lack key information to make informed decisions related to L parking. She offered economic alternatives to a parking lot on the south side of Gary Ave. WHEATON CITY COUNCIL PROCEEDINGS Monday, November 20, 2023 /" Ronald Almiron, 455 W. Front St., #207, expressed support for a traffic signal on Roosevelt Rd. at the intersection of Target and St. Francis hligh School's east entrance. He feels the new Vasa Fitness will bring more traffic and expressed concern regarding the potential for accidents. He urged the City Council to consider a traffic signal at the intersection of Page Street and Roosevelt Road. Senator Seth Lewis, informed the City Council he has requested 1.25 million dollars in the lllinois state budget for the 2024 - 2025 budgetary year and hopes the funding is approved to make fiscal decisions easier to approve a traffic signal at the intersection of St. Francis High School and Target. He detailed the Council will have the opportunity to accept or reject the funding for the installation of a traffic signal. Mary Lee, 1310 N. Carlton, spoke in opposition to a parking lot expansion at Cosley Zoo. She stated residents continue to receive no response from the Park District Board. She presented parking data obtained from a FOIA request. Bart Murphy, 1979 Hampton Dr., expressed support and asked for the Council's support for a traffic signal at Roosevelt Rd. at the intersection ofTarget and St. Francis hligh School's east entrance. He expressed safety concerns for residents of Marian Park and students at St. Francis High School. Peter Dillenburg, 2126 W. Roosevelt Rd., expressed support of a traffic signal at Roosevelt Rd. at the intersection ofTarget and St. Francis High School. He expressed safety concern for residents of Marian Park and asked for the Council's support to keep Wheaton safe. Carol Sikorski, 2126 W. Roosevelt Rd., expressed support of a traffic signal at Roosevelt Rd. at the intersection ofTarget and St. Francis High School. She expressed concerns related to senior residents of Marian Park who require more time to cross a busy street. She asked Council to consider a light protected cross walk. Reverend Anders Nelson, 121 N. Cross St., Unit 546, Assistant Pastor at St. Paul Lutheran Church, represented membersofthe DuPage United Group and thanked Senator Lewisforthe requested funding to install a traffic signal at Target and St. Francis High School at Roosevelt Road. He asked the City Council to consider adding the traffic signal to an upcoming Council agenda for the sake of neighbors seeking a safe passage crossing Roosevelt Rd. Phil Kerr, 2180 W. Roosevelt Road, President ofSt. Francis High School, shared St. Francis High School's Blue Ribbon Award. hle expressed support of a traffic signal at Roosevelt Rd. at the intersection ofTarget and St. Francis hligh School. He expressed safety concerns for students and Marian Park residents crossing the road and students and residents turning left. He asked for Council to add the consideration of a traffic signal to a future agenda for consideration. John Paulitz, Wheaton resident, expressed safety concerns related to Roosevelt Rd. and St. Francis students crossing the intersection of St. Francis High School and Target. Joe Menolascino, parent of St. Francis student, and retired traffic Sergeant of the Village of Lombard, expressed supportforthe installation ofa traffic signal on Roosevelt Rd. atthe intersection ofTarget and St. Francis High School. \. WHEATON CITY COUNCIL PROCEEDINGS Monday, November 20, 2023 Dr. Laura Lemke, Geneva Resident, expressed safety concerns related to children crossing Roosevelt Rd. at St. Francis High School and Target. Mayor Suess stated that approximately 200 emails had been received in the past week relating to a traffic signal on Roosevelt Rd. at the intersection near Target and St. Francis High School. hle expressed appreciation to Senator Lewis for his comments and stated that in the future, the traffic signal will be on an upcoming Planning Session meeting agenda to allow the staff and Council to do a deep dive into the many pieces to consider. 4. Consent Agenda Councilman Weller moved and Councilwoman Robbins seconded that the following action be taken on the Consent Agenda items: 1. Approve the minutes of Regular Meeting - November 6, 2023, as submitted. 2. Approve Resolution R-2023-99, A Resolution Approving Final Plat of GMX Thortons Wheaton Subdivision. Approve Appointments to City Commission Mayor Suess moved and Councilman Weller seconded that Michael Hill and Syed Hussain be appointed to the Historic Commission for three-year terms through November 20, 2026. Pass Ordinance 0-2023-46, An Ordinance Amending Portions of City of Wheaton Employee Rules and Regulations Councilwoman Bray-Parker moved and Councilman Brown seconded that 0-2023-46, An Ordinance Amending Portions of City of Wheaton Employee Rules and Regulations, be passed. City Manager Dzugan stated the Human Resources Director recommended changes to the Employee Rules and Regulations to keep current with recent legislation relating to the Paid Leave for All Workers Act which will take effect on January 1st in lllinois. hle detailed organizations which already have a policy in place providing paid time off benefits which meet these requirements are not required to modify their policies. Pass Ordinance 0-2023-47, An Ordinance Regarding the City of Wheaton's Paid Leave Policies and the lllinois Paid Leave for All Workers Act Councilman Clousing moved and Councilwoman Robbins seconded that 0-2023-47, An Ordinance Regarding the City of Wheaton's Paid Leave Policies and the lllinois Paid Leave for All Workers Act, be passed. City Manager Dzugan stated the proposed ordinance opts the City out ofthe requirements imposed by the lllinois Paid Leave for All Workers Act. hle detailed as a home rule municipality the City can exempt itselffrom the act provided certain exemption standards are met. Roosevelt Road Councilman Brown moved and Councilwoman Robbins seconded that 0-2023-48, An Ordinance Denying a Request for Rezoning with a Special Use Permit for a Planned Unit Development and Variation -100 W. Roosevelt Road, be passed. City Manager Dzugan stated the Council directed the City Attorney at the November 6, 2023 City Council Meeting to prepare an Ordinance denying a Special Use Permit for 100 W. Roosevelt Road. Council Comment Councilwoman Bray-Parker wished Glennette Tilley-Turner a happy 90t birthday and stated her birthday celebration was being held tonight at the DuPage County Historical Museum. Councilwoman Robbins invited residents to attend the Adams Park Lighting, Christmas Parade and Tree Lighting on Friday, November 24, 2023. She announced new businesses in Downtown Wheaton including Edge Financial, Lori Mesa Antiques and Fine Jewelry and Punch Barbershop. She wished the community a happyThanksgiving. Mayor Suess recognized new businesses Edge Financial and Lori Mesa Antiques and Fine Jewelry for purchasing and renovating the buildings which house their businesses which he states is a key to success in Wheaton. Mayor Suess wished the community a happy Thanksgiving and invited all to attend the Adams Park Lighting, Christmas Parade and Tree Lighting on Friday, November 24,2023. Mayor Suess introduced visitor, Matthew Pracko, nephew of Councilwoman Robbins, and student from Lewis University. Mr. Pracko stated he is in attendance for his state and local government class. 15. Approval of Warrant Councilwoman Bray-Parker moved and Councilwoman Robbins seconded that Warrant No. 860 in the amount of $2,165,639.27 be approved.
