1. Call to Order and Roll Call
The regular Wheaton City Council Meeting called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the
following were:

2. Presentation
Mayor Suess read and presented a proclamation in recognition of World Polio Day 2024 to the Rotary Club of
Wheaton A.M. and the Rotary Club of Wheaton, followed by remarks from Rotary Club of Wheaton member, Bill
McGurr.

4. Consent Agenda
Councilman Barbier moved and Councilwoman Bray—Parker seconded that the following action be taken on the
Consent Agenda items:
1. Approve the minutes of Wheaton City Council Regular Meeting — October 7, 2024, as submitted.
2. Adopt Resolution R—2024-89, A Resolution Approving the Martin Estate Plat of Consolidation.

5. Approve Liquor License, Application for a Class U Liquor License — Dolly's Lounge, LLC d/b/a Dolly’s — 110
E. Wesley Street
Councilman Weller moved and Councilwoman Bray—Parker seconded that Liquor License Application for a Class U
Liquor License — Dolly’s Lounge, LLC d/b/a Dolly's — 110 E. Wesley Street, be approved.
City Manager Dzugan stated the Liquor Control Commission unanimously recommended the approval of a Class
U Liquor License for a craft cocktail lounge.
Councilman Brown expressed disapproval of the Class U license classification. He stated the license does not align
with the spirit of Wheaton and communicates to businesses that a liquor license is necessary to survive in
Downtown Wheaton.

6. Adopt Resolution R-2024-90, A Resolution Authorizing the Execution of Agreement No. 496 with
Advanced Landscaping, LLC for Tree Pruning Services for a Three-Year Term, a Total Amount Not to Exceed
$150,598.75 and a 5% Contingency
Councilwoman Robbins moved and Councilman Weller seconded that R-2024-90, A Resolution Authorizing the
Execution of Agreement No. 496 with Advanced Landscaping, LLC for Tree Pruning Services for a Three-Year Term,
a Total Amount Not to Exceed $150,598.75 and a 5% Contingency, be adopted.
City Manager Dzugan stated four bids were received to assist in-house efforts to meet the goal of a 7—year pruning
cycle for mature trees and 3-year cycle for younger trees.

In response to Councilwoman Bray-Parker, Forestry Superintendent Ackerlund reported 2,800 trees are pruned
annually by staff, and approximately 700 are done by contractors followed by daily staff inspections t0 ensure
high quaiity standards are met.

7. Adopt Resolution R-2024-91, A Resolution Authorizing the Purchase of Water Service Materials to be
Purchased on an As Needed Basis at the Unit Prices Set Forth in the Bid Submittals Provided by Ziebell Water
Service Products, lnc., Mid-American Water, and Core and Main for a Total Amount Not to Exceed $201,000
Councilman Weller moved and Councilman Clousing seconded that R-2024—91, A Resolution Authorizing the
Purchase of Water Service Materials to be Purchased on an As Needed Basis at the Unit Prices Set Forth in the Bid
Submittals Provided by Ziebell Water Service Products, lnc., Mid-American Water, and Core and Main for a Total
Amount Not to Exceed $201,000, be adopted.
City Manager Dzugan stated 3 bids were received for 160—line items ranging from water mains to pipe fittings to
maintain the City’s water system. He detailed the award was made to the bidder with the lowest price for
individual line items.

8. Adopt Resolution R-2024-92, A Resolution Authorizing the Purchase of Four (4) Replacement Cardiac
Monitor / Defibrillators from Stryker Corporation for a Total Amount Not to Exceed $194,435.60
Councilwoman Robbins moved and Councilman Brown seconded that R-2024-92, A Resolution Authorizing the
Purchase of Four (4) Replacement Cardiac Monitor/ Defibrillators from Stryker Corporation for a Total Amount
Not to Exceed $194,435.60, be adopted.

City Manager Dzugan stated 4 cardiac monitor / defibrillator units have reached the end—of-Hfe cycle and staff
recommended remaining with the current manufacturer of the retiring units for standardization purposes. He
reported funds have been reserved for repiacement in the equipment repiacement schedule and detailed staff
would include the units in a year—end budget amendment for Council consideration before the end of the fiscal
year.
in response to Mayor Suess, Fire Chief Brill stated that the 4th unit is for the City’s 4th ambulance that is kept as a
reserve and for specialty details. He detailed the older units are replaced together for training, continuity and
consistency.

9. Pass Ordinance 0-2024-28, An Ordinance Authorizing the Execution of a Lease Between the County of
DuPage and the City of Wheaton for the City’s Use of County Property for Depositing Snow
Councilman Barbier moved and Councilwoman Bray—Parker seconded that 0—2024—28, An Ordinance Authorizing
the Execution of a Lease Between the County of DuPage and the City of Wheaton for the City’s Use of County
Property for Depositing Snow, be passed.
City Manager Dzugan stated staff worked with the County to develop a lease to formalize an arrangement the City
had with the Fair Association for the City’s right to use County property for snow storage. He detailed the snow
stored comes from downtown streets and various city owned parking lots.
Councilman Barbier expressed approval of the 1—year written notice specific to termination ofthe lease.

10. Adopt Resolution R-2024-93, A Resolution Authorizing the Execution of an Intergovernmental Agreement
Between the County of DuPage and the City of Wheaton Relating to Regulatory Control Over the DuPage County
Governmental Campus in Wheaton
Councilman Brown moved and Councilman Clousing seconded that R—2024-93, A Resolution Authorizing the
Execution of an intergovernmentai Agreement Between the County of DuPage and the City of Wheaton Relating
to Regulatory Control Overthe DuPage County Governmental Campus in Wheaton, be adopted.
City Manager Dzugan reflected upon the August 26th Planning Session where Council directed staff to submit a
draft of an Intergovernmental Agreement (IGA) with the County granting certain regulatory control over the
campus for final consideration by the County. He reported County approval on October 8, 2024. He noted the IGA
benefits both governmental entities gaining several efficiencies for City and County residents. He stated the next
steps include a City Council public hearing for consideration of an amendment to the City Zoning Ordinance to
create a new DuPage County Governmental District.
itasca resident Karen Rugg expressed concerns regarding DuPage County transparency and the future of the
Fairground property.
in response to Mayor Suess, City Manager Dzugan confirmed the draft agreement requires the City Council’s
approval of applications for special use. He confirmed applications that do not meet standards, may be denied by
the City Council.

11. First Reading of Ordinance, An Ordinance Amending the Code of Ordinances of the City of Wheaton
Chapter 22 (Buildings and Building Regulations), Article XII (Fences and Flagpoles)
City Manager Dzugan stated the ordinance amends the City’s fence ordinance relating to corner lots and the height
of a fence in what is defined as the interior front yard. He stated the change permits a maximum 4-foot fence
from 3-foot.
In response to Councilman Clousing, City Manager Dzugan confirmed the amendment alleviates concerns
reported from resident, Mr. Goss at the September 3, 2024, City Council meeting.
12. Council Comment
Councilman Weller congratulated the Wheaton Warrenville South High School Boys GolfTeam, coached by Coach
Selleck, which placed 4th in the 3A State Championship. He reported Callan Fahey and Charlie Gilligan earned 9m
and 6th place, and Michael Johansen earned a top 15 finish overall.

Councilman Clousing congratulated the Wheaton WarrenviHe South High School Girls Tennis Team which won the
conference and sectionals. He reported the team moves on to play at the 2A State Tournament this weekend.
13. Approval of Warrant
Councilman Barbier moved and Counciiwoman Bray—Parker seconded that Warrant No. 882 in the amount of
$3,195,394.16 be approved.
