Call to Order and Roll Call The regular Wheaton City Council Meeting called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were: Physically Present: Mayor Suess Councilman Clousing Councilwoman Robbins Councilman Weller Councilman Barbier Councilwoman Bray—Parker Councilman Brown Absent: None City Staff Physically Present: Michael Dzugan, City Manager Dawn Didier, City Attorney Robert Brill, Fire Chief Jim Kozik, Director of Planning & Economic Development Holly Schulz, Director of Human Resources Joseph Tebrugge, Director of Engineering Susan Bishel, Public information Officer Andrea Rosedale, City Clerk City Staff Electronically Present: Pat Keegan, Director of Information Technology 2. Citizens to be Heard Eric Ferguson, Wheaton resident, expressed traffic concerns at the intersection of Washington Street and Harrison Avenue, reporting recent traffic incidences. City Manager Dzugan reported the City plans to look at the intersection again. He noted two traffic studies had been previously done. 3. Consent Agenda Councilman Barbier moved and Councilwoman Bray-Parker seconded that the following action be taken on the Consent Agenda items: 1. Approve the minutes of Wheaton City Council Regular Meeting — November 4, 2024, as submitted. 2. Adopt Resolution R—2024-95, A Resolution Authorizing the Disposal of Certain Surplus Property (iT). WHEATON CITY COUNCIL PROCEEDINGS Monday, November 18, 2024 3. Adopt Resolution R-2024—96, A Resolution Authorizing the Execution of Agreement No. 505 with / Allegiant Fire Protection, LLC, for Routine Preventative Maintenance of City Fire Alarms and Sprinklers, Annual inspections of Fire Doors and as Needed On-Call Repairs for a Two-Year Term and a Total Amount Not to Exceed $55,390 and a 5% Contingency. Pass Ordinance 0-2024-31, An Ordinance Granting a Rezoning and a Special Use Permit for a Planned Unit Development, with Exceptions, to Allow the Conversion of the Two Existing Office Buildings into Rental Apartments at 100 W. Roosevelt Road — Islander LLC Councilman Brown moved and Councilman Weller seconded that 0-2024-31, An Ordinance Granting a Rezoning and a Special Use Permit for a Planned Unit Development, with Exceptions, to Allow the Conversion of the Two Existing Office Buildings into Rental Apartments at 100 W. Roosevelt Road — Islander LLC, be passed. City Manager Dzugan reflected upon the November 4, 2024 City Council meeting where the City Attorney was directed to prepare an ordinance to approve a rezoning and special use for a planned unit development to include certain exceptions to the Zoning Ordinance for the property at 100 W. Roosevelt Rd. He reported the permit allows for the adaptive reuse of an existing office building to be converted, from an office to residential use. Adopt Resolution R-2024-97, A Resolution Authorizing the Execution of an Intergovernmental Agreement and Approving By-Laws for the West Suburban Fire/Rescue Alliance Councilman Barbier moved and Councilwoman Robbins seconded that R-2024—97, A Resolution Authorizing the Execution of an Intergovernmental Agreement and Approving By-Laws for the West Suburban Fire/Rescue Alliance, be adopted. WHEATON CITY COUNCIL PROCEEDINGS Monday, November 18, 2024 City Manager Dzugan stated the West Suburban Fire/Rescue Alliance, created in 2012, is a cooperative arrangement between certain fire departments to standardize training and operations. He reported the addition of two fire departments, Hanover Park and Glenside, require the amendment of the IGA and by-laws. He stated the following item amends the equipment and personnel sharing IGA. Counciiwoman Bray—Parker expressed her support of the coiiaborative relationship between the communities. In response to Mayor Suess, Fire Chief Brill confirmed the IGA amendment is to add the two new municipalities. City Attorney Didier confirmed some additional unsubstantial changes to the agreement requested by Hanover Park. Adopt Resolution R-2024-98, A Resolution Authorizing the Execution of a West Suburban Fire/Rescue Alliance Intergovernmental Agreement for Equipment/Personnel Sharing Councilwoman Bray-Parker moved and Councilman Weller seconded that R—2024—98, A Resolution Authorizing the Execution of a West Suburban Fire/Rescue Alliance Intergovernmental Agreement for Equipment/Personnel Sharing, be adopted. Adopt Resolution R-2024-99, A Resolution Authorizing the Execution of Agreement No. 503 with McDonagh Demolition for the Demolition of the Structure at 480 S. County Farm Road, Wheaton for a Total Amount Not to Exceed $44,600 WHEATON CITY COUNCIL PROCEEDINGS Monday, November l8, 2024 Councilwoman Robbins moved and Councilman Brown seconded that R—2024-99, A Resolution Authorizing the Execution of Agreement No. 503 with McDonagh Demolition for the Demolition of the Structure at 480 S. County Farm Road, Wheaton for a Total Amount Not to Exceed $44,600, be adopted. City Manager Dzugan stated the City Attorney asks for consideration of a resolution to approve a demolition contract to demoiish property at 480 South County Farm Road. He detaiied the City has been in circuit court over the condition of the property, with the court granting the City the right to demolish and regrade it. He detailed the owner’s contact came in to obtain a permit on Friday, however, the City still requests authority in the event of the owner not following through. in response to Councilman Barbier, City Attorney Didier stated if the City proceeds with the demolition, a lien would be placed upon the property to recover the costs from the owner when the property is sold. Pass Ordinance 0-2024-32, An Ordinance Authorizing the Execution of a Real Estate Contract for the Purchase of Certain Property for Public Purposes by the City of Wheaton (West Lake of the Streams Subdivision, P.l.N. 05-19-400-025) Councilwoman Robbins moved and Councilman Weller seconded that 0—2024—32, An Ordinance Authorizing the Execution ofa Real Estate Contract for the Purchase of Certain Property for Public Purposes by the City ofWheaton (West Lake of the Streams Subdivision, P.l.N. 05-19—400-025), be passed. City Manager Dzugan stated the Ordinance is an additional step towards the City’s efforts to rechannel the Streams Lakes. He reported an easement has also been received for the future work on another property, and noted the City is working to gain ownership of other parcels. He detailed the engineering is scheduled preliminary in the City’s Capital improvement Plan for 2026 with construction in 2027. Adopt Resolution R-2024-100, A Resolution Authorizing Amendment #2 to Agreement No. 117 with Metro Paramedic Services, Inc. for Paramedic Services and EMS Billing and Collection Services for a Two-Year Term and a Total Amount Not to Exceed $5,247,657.48 Councilman Brown moved and Councilwoman Bray—Parker seconded that R—2024—100, A Resolution Authorizing Amendment #2 to Agreement No. 117 with Metro Paramedic Services, inc. for Paramedic Services and EMS Biiiing and Collection Services for a Two-Year Term and a Totai Amount Not to Exceed $5,247,657.48, be adopted. City Manager Dzugan reflected upon the October 28 Pianning Session when the City Councii discussed a contract extension with the current EMS provider. He reported the benefits of the extension inciude retention of experienced personnel and avoids unnecessary turnover and familiarity with the City’s EMS system.
