Call to Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:01 p.m. by City Clerk Andrea Rosedale. Upon roll call, the following were: Physically Present: Councilman Barbier Councilwoman Bray-Parker Councilman Brown Councilman Clousing Councilwoman Robbins Councilman Weller Absent: Mayor Suess City Staff Physically Present: Michael G. Dzugan, City Manager Dawn Didier, City Attorney Jim Kozik, Director of Planning & Economic Development Joseph Tebrugge, Director of Engineering Susan Bishel, Public Information Officer Andrea Rosedale, City Clerk City Staff Electronically Present: None 2. Appointment of Mayor Pro Tem Councilman Weller moved and Councilwoman Robbins seconded that Councilman Barbier be appointed to Mayor Pro Tem for the evening’s meeting. Roll Call Vote: Ayes: Councilman Weller Councilman Barbier Councilwoman Bray—Parker Councilman Brown Councilman Clousing Councilwoman Robbins Nays: None Absent: Mayor Suess Motion Carried Unanimously WHEATON CITY COUNCIL PROCEEDINGS Monday, March 3, 2025 3. Citizens to be Heard Keith Voogd, 609 Frazier Court, expressed opposition to the instaiiation of sidewaiks on Frazier Court. 4. Consent Agenda Councilwoman Robbins moved and Councilman Brown seconded that the foilowing action be taken on the Consent Agenda items: 1. Approve the Minutes of the Wheaton City Councii Reguiar Meeting — February 18, 2025, as submitted. 2. Approve the Minutes of the Wheaton City Council Public Hearing Meeting — February 24, 2025, as submitted. 3. Adopt Resolution R—2025~14, A Resolution Authorizing the Approval and Release of Closed Session Minutes. 4. Adopt Resolution R-2025-15, A Resolution Authorizing the Destruction of Audio or Video Recordings of Closed Session Meetings. S. Approval of an Application for a Class A Liquor License — Tequila Limon LLC d/b/a Tequila Limon — 230 W. Front Street. Roll Call Vote: Ayes: Councilwoman Robbins Councilman Weller Councilwoman Bray-Parker Councilman Brown Mayor Pro Tem Barbier Councilman Clousing Nays: None Absent: Mayor Suess Motion Carried Unanimously 5. Reappointment to City Commission Mayor Pro Tem Barbier moved and Councilwoman Bray—Parker seconded that Allison Torrence be reappointed to the Environmental improvement Commission for a term through March 3, 2028. Pass Ordinance 0-2025-10, An Ordinance Authorizing the Signing of an Annexation Agreement 1703 N. Stoddard Avenue — Kretz Councilman Weiler moved and Councilman Clousing seconded that 0-2025-10, An Ordinance Authorizing the Signing of an Annexation Agreement 1703 N. Stoddard Avenue — Kretz, be passed. Pass Ordinance 0-2025-11, An Ordinance Annexing a Certain Property to the City of Wheaton, Illinois 1703 N. Stoddard Ave - Kretz Councilwoman Robbins moved and Councilman Brown seconded that O-2025-11, An Ordinance Annexing a Certain Property to the City of Wheaton, lllinois 1703 N. Stoddard Ave — Kretz, be passed. Roll Call Vote: Ayes: Councilwoman Robbins Councilman Weller Councilwoman Bray-Parker Councilman Brown Mayor Pro Tem Barbier Councilman Clousing Nay$ None Absent: Mayor Suess Motion Carried Unanimously 8. Pass Ordinance 0-2025-12, An Ordinance Amending the Wheaton Zoning Map on Certain Property Commonly Known as 1703 N. Stoddard Avenue - Kretz Councilwoman Robbins moved and Councilman Weller seconded that 0-2025-12, An Ordinance Amending the Wheaton Zoning Map on Certain Property Commonly Known as 1703 N. Stoddard Avenue — Kretz, be passed. Roll Call Vote: WHEATON CITY COUNCIL PROCEEDINGS Monday, March 3, 2025 Ayes: Councilwoman Robbins Councilman Weller Councilwoman Bray~Parker Councilman Brown Mayor Pro Tem Barbier Councilman Clousing Nays: None Absent: Mayor Suess Motion Carried Unanimously 9. Council Comment Councilwoman Bray-Parker reported an upcoming Women’s History Month event in Wheaton, a collaboration between the DWA, DuPage Art League and Community Relations Commission, ”We are Women Art Exhibit,” featuring works of art from local women artists in the downtown area. She informed the public about the City’s National Social Work Month video available on social media. Councilman Barbier thanked the League of Women Voters of Wheaton for hosting the Community Unit School District 200 and Wheaton City Council Candidates forum, and the City's Communications department for filming it for online viewing. 10. Approval of Warrant Councilwoman Bray-Parker moved and Councilman Brown seconded that Warrant N0. 891 in the amount of $1,498,216.90, be approved. Roll Call Vote: Ayes: Councilwoman Bray—Parker Councilman Brown Mayor Pro Tem Barbier Councilman Clousing Councilwoman Robbins Councilman Weller Nays: None Absent: Mayor Suess Motion Carried Unanimously 11.
