At 7:00 p.m., the Swearing—in of Elected Officials began. Mayor Philip J. Suess administered the oaths of
office to Counciiwoman Leah Brice, Counciiman Scott Brown, Councilwoman Lynn Robbins, and
Counciiman Scott Weller.
1. Cali to Order and Roll Call
The reguiar Wheaton City Councii Meeting was caiied to order at 7:06 p.m. by Mayor Phiiip J. Suess. Upon
roll call, the foliowing were:

2. Presentations
Mayor Suess read and presented a proclamation to Artistic Director Evan Bruno of Anima Glen Ellyn
”Anima”
Children‘s Chorus, following their performance of in honor of the Chorus’s 60th anniversary.
Artistic Director Bruno expressed his gratitude to the Mayor and City Council for their recognition ofAnima
Glen Ellyn Children’s Chorus and allowing the students to perform.
Mayor Suess read and presented a proclamation to Gail DaVall, President of the Wheaton Garden Club,
in honor of the Club’s 100th anniversary. President DaVall thanked the Mayor and City Council for their
recognition of the Wheaton Garden Club.
Mayor Suess read and presented a proclamation to Syed Hussain, Vice Chair of the Wheaton Historic
Commission in honor of Wheaton Historic Preservation Month.

Mayor Suess read and presented a proclamation to Allison Orr, Executive Director of the Downtown
Wheaton Association. Executive Director Orr acknowiedged tent sponsor Innovator ETFs for their
generous support in continuing the tradition and recognized the contribution of the nine participating
restaurants offering a diverse range of cuisines. She announced that the tents w0uld be open through
October 5th and extended an invitation to all to participate.
3. Citizens to be Heard
Stephen Arango, Commander, American Legion Cantigny Post 556, reported their organization would like
to work with the City to reach out to veterans in Wheaton. He reported the post has 169 members which
are mostly Wheaton citizens and stated their organization strives to help veterans get recognition and
assist them with various issues.
4. Consent Agenda
Councilwoman Robbins moved and Councilman Weller seconded that the following action be taken on
the Consent Agenda items:
1. Approve the Minutes of the Wheaton City Council Regular Meeting — April 21, 2025, as
submitted.
2. Adopt Resolution R—2025-31, A Resolution Approving the Final Plat of Subdivision for Denson’s
North Path Resubdivision.

Mayor Suess moved and Councilman Clousing seconded that Charles Hartman and Michael Savegnago be
reappointed to the Board of Trustees Firefighters’ Pension Fund and Randall King be reappointed to the
Fine and Cultural Arts Commission for terms through May 5, 2028.

6. Receive Planning & Zoning Board Report Re: ZA #25-11 / Text Amendment / Articles 2, 5, and 22
Counciiman Brown moved and Councilwoman Bray-Parker seconded that Pianning & Zoning Board Report
Re: ZA #25—11 / Text Amendment / Articles 2, 5, and 22, be received.
City Manager Dzugan reported that the Ptanning and Zoning Board unanimousty recommended the
proposed amendments to the zoning ordinance. He stated the amendments pertain to adding
definitions for elementary and high schools in certain sections of the Zoning Ordinance, permitting
variations to reduce the required number of parking spaces, and increasing maximum lot coverage
for elementary and high schools. He noted the final consideration of these amendments is
scheduled for the May 19 City Council meeting.

7. Adopt Resolution R-2025-32, A Resolution Authorizing Execution of a Service Agreement for Food
and Beverage Concessionaire Services at the Metra Train Station (402 W. Front St.) Between the City of
Wheaton and Java Connection of Wheaton, Inc.
Councilwoman Robbins moved and Councilman Clousing seconded that R-2025—32, A Resolution
Authorizing Execution of a Service Agreement for Food and Beverage Concessionaire Services at the Metra
Train Station (402 W. Front St.) Between the City of Wheaton and Java Connection of Wheaton, lnc., be
adopted.
City Manager Dzugan reported that staff solicited proposals for food and beverage service vendors
at the Wheaton downtown train station. He confirmed that one proposal was received from the
current vendor, Java Connection, which has been operating since 2006.
Councilman Weller expressed excitement for the existing tenants to return and reported positive
feedback has been received from residents.

8. Councii Comment
Councilwoman Bray—Parkerwelcomed Councilwoman Brice and congratulated Councilman Brown,
Councilwoman Robbins, and Councilman Weller on their reelection. Shethanked the Environmental
improvement Commission for organizingthe successful Prairie Path Cleanup and Native Plant Sale
celebrating Earth Day. She noted that Wednesday, May 7th is National Bike and Roll to School Day
and expressed gratitude to the Bicyclist and Pedestrian Commission and volunteers. She highlighted
the importance of signing up for Wheaton informs for City updates and alerts, and wished teachers
from pre-Kthrough College a happy Teacher Appreciation Week.
Councilman Weller extended his congratulations to the recently sworn-in councilmembers and
wished all mothers, particularly his own mother, mother-in—law, and wife, a happy Mother’s Day. He
expressed gratitude fortheir sacrifice, love, and support.
Councilwoman Robbins acknowledged the newly sworn-in councilmembers on their successful
elections and extended Mother's Day wishes to all mothers. She also announced her role as a judge
at the upcoming Downtown Wheaton Mac ‘n Cheese Festival on Saturday.
Councilman Clousing extended his congratulations to the newly sworn-in councilmembers and
expressed enthusiasm regarding the return of the Hale Street tents.
Mayor Suess welcomed Councilwoman Brice and the returning councilmembers, appreciating their
dedication to Wheaton.
9. Approval of Warrant
Councilwoman Bray—Parker moved and Councilwoman Robbins seconded that Warrant No. 895 in the
amount of $1,074,245.85, be approved.
