Presentations Mayor Suess presented Certificates of Excellence to the following 2025 National Merit Finalists: Jack Mathis (Wheaton Warrenville South High School); and Jack Nelson and Jacob Valentino (Wheaton North High School). Finalists Reagan Crosthwaite and Maddie Romaine (Wheaton North High School) were not present. Community Relations Chair Erica Nelson introduced the members of the Community Relations Commission and thanked them for their coordination and execution of the Good Citizens Awards event. Chair Nelson reviewed the purpose statements of the Community Relations Commission. Commission member Shauna Thorson, along with Commission member Andrea Clayton and Mayor Suess, — presented the 2025 Good Citizens Awards to the following recipients: Student Category Hunter R. Approve the Minutes ofthe Wheaton City Council Regular Meeting — May 5, 2025, as submitted. 2. Approve Application for a Class M Liquor License —The Cottage Geneva, LLC d/b/a The Cottage Wheaton — 131 W. Wesley Street. 3. Approve Application for a Class R Liquor License — RGOH DB Wheaton, LLC d/b/a Drybar Wheaton — 2044 S. Naperville Road. 4. Approve Application for a Class B Liquor License — Mook Mik, lnc. d/b/a Simply Thai Bistro — 563 W. Liberty Drive. 5. Adopt Resolution R—2025—33 A Resolution Authorizing the Purchase of Vehicle Upfitting Equipment from Fleet Safety Supply for a Total Amount Not to Exceed $51,857.93. 6. Adopt Resolution R-2025—34, A Resolution Approving the Final Plat of Consolidation for the Faywell Consolidation. 7. Adopt Resolution R-2025-35, A Resolution Approving a Plat of Easement Grant (The Faywell). Pass Ordinance 0-2025-24, An Ordinance Amending the Wheaton Zoning Ordinance Articles ii — Definitions, V — Administration and Enforcement and XXII — Off-Street Parking and Loading Councilman Weller moved and Councilman Clousing seconded that 0—2025—24, An Ordinance Amending the Wheaton Zoning Ordinance Articles ll — Definitions, V — Administration and Enforcement and XXll — Off—Street Parking and Loading, be passed. WHEATON CITY COUNCIL PROCEEDINGS Monday, May 19, 2025 City Manager Dzugan statedthe Zoning Board unanimously recommended approvatof the ordinance to amend the text of certain sections of the Zoning Ordinance including adding definitions for elementary and high schools, permitting a variation to reduce the number of parking spaces required, and increasing maximum lot coverage for elementary and high schools. Pass Ordinance 0-2025-25, An Ordinance Amending Chapter 2 Article VI ”Personnei”, Division 1 ”Generally", Section 2-481 ”Personnel Manual Adopted" Councilwoman Bray-Parker moved and Councilman Brown seconded that 0—2025—25, An Ordinance ”Administration”, ”Personnel”, ”Generally”, Amending Chapter 2 Article Vi Division 1 Section 2-481 "Personnel Manual Adopted", be passed. City Manager Dzugan stated the ordinance updates the City Code to reference the Employee Manual dated June 1, 2025, which will replace all previous versions. He noted Legal and Human Resources staff updated the document to comply with state and federal laws and clarify current practices. Pass Ordinance 0-2025-26, An Ordinance Amending the Calendar Year 2024 Budget Contained in Ordinance No. 0-2023-51 Councilman Brown moved and Councilman Clousing seconded that 0-2025-26, An Ordinance Amending the Calendar Year 2024 Budget Contained in Ordinance No. 0—2023-51, be passed. WHEATON CITY COUNCIL PROCEEDINGS Monday, May 19, 2025 City Manager Dzugan highlighted that the Finance Director's memo outlines amendments for 2024 based on year-end accounting. He added the ordinance approves expenditures exceeding the 2024 budget, with atl affected funds having reserves to cover the extra costs. In response to Councilman Brown, City Manager Dzugan confirmed the budget amendment is in-line with budget amendments in prioryears. Adopt Resolution R-2025-36, A Resolution Authorizing Execution of a Master License Agreement for Fiber Optic lnstallation Between the City of Wheaton and Ezee Fiber Texas, LLC d/b/a Ezee Fiber Councilman Weller moved and Councilwoman Bray-Parker seconded that R-2025-36, A Resolution Authorizing Execution of a Master License Agreement for Fiber Optic lnstallation Between the City of Wheaton and Ezee FiberTexas, LLC d/b/a Ezee Fiber, be adopted. City Manager Dzugan stated the Master License Agreement allows Ezee Fiber to install a fiber optic network in the City using City owned rights of way. He reported the services would be available to residential customers, offering a welcomed alternative. He stated the term is 5-years with possible renewals and confirmed no fees apply since Ezee Fiber is classified as a telecommunications retailer and therefore payments are made to the state and then paid to the City by the state. Director Tebrugge responded to Councilman Clousing by stating that no plans for installation have been received, and only an application has been submitted at this time. Motion Carried Unanimously WHEATON CITY COUNCIL PROCEEDINGS Monday, May 19, 2025 Councilwoman Brice recused herself from the meeting at 7:32pm due to a conflict of interest. 9. Postpone Consideration to Receive Planning & Zoning Board Report Re: ZA #25-13/ Multiple Variations/ Franklin Middle School/ District 200 and An Ordinance Granting Front Yard Setback and Parking Variations to Allow the Construction and Use of an 8,400-SF Addition, on a Certain Piece of Property Commonly Known as Franklin Middle School — 211 E. Frankiin Street - District 200 Counciiman Brown moved and Councilwoman Robbins seconded that Planning & Zoning Board Report Re: ZA #25-13/ Muitipie Variations/ Frankiin Middle School/ District 200 and An Ordinance Granting Front Yard Setback and Parking Variations to Allow the Construction and Use of an 8,400—SF Addition, on a Certain Piece of Property Commonly Known as Franklin Middle School — 211 E. Franklin Street — District 200, be postponed until Monday, June 2, 2025. City Manager Dzugan stated staff recommended the City Council postpone consideration of this matter until June 2, as the applicant is requesting additional time to work through a shared parking agreement. Adopt Resolution R-2025-37, A Resolution Authorizing the Purchase of One (1) 2024 Ram 3500 Truck from Altec Industries, Inc. Through the Sourcewell Purchasing Cooperative for a Total Amount Not to Exceed $92,914 Councilwoman Bray~Parker moved and Councilman Weller seconded that R-2025-37, A Resolution Authorizing the Purchase of One (1) 2024 Ram 3500 Truck from Altec industries, lnc. Through the Sourcewell Purchasing Cooperative for a Total Amount Not to Exceed $92,914, be adopted. City Manager Dzugan stated the replacement of the truck is a good example of how staff evaluates each vehicle for replacement even though it reached the useful life. He reported the vehicle had an 8-year useful life, yet has 14 years on it. Adopt Resolution R-2025-38, A Resolution Authorizing the Execution of Agreement No. 533 with Globe Construction, Inc. for Concrete Flatwork and Miscellaneous Concrete Work for a Total Amount Not to Exceed $265,000 Councilwoman Robbins moved and Councilman Clousing seconded that R-2025—38, A Resolution Authorizing the Execution of Agreement No. 533 with Globe Construction, lnc. for Concrete Flatwork and Miscellaneous Concrete Work for a Total Amount Not to Exceed $265,000, be adopted. City Manager Dzugan stated seven bids were received from companies for concrete work related to the annual sidewalk replacement program and miscellaneous concrete work such as curbs and gutters. He noted the low bid was low on all unit prices and the plan is to spend up to the budgeted amount of $250,000. Adopt Resolution R-2025-39, A Resolution Authorizing the Execution of Agreement No. 534 with Valdes Architecture & Engineering for Engineering Services for the Albright Lift Station Pump Conversion and Blacksmith Lift Station Wetwell Replacement Projects for a Total Amount Not to Exceed $135,000 and a 10% Contingency Councilman Clousing moved and Councilman Brown seconded that R—2025-39, A Resolution Authorizing the Execution of Agreement No. 534 with Valdes Architecture & Engineering for Engineering Services for the Albright Lift Station Pump Conversion and Blacksmith Lift Station Wetwell Replacement Projects for a Total Amount Not to Exceed $135,000 and a 10% Contingency, be adopted. City Manager Dzugan stated three responses for proposals for design and construction oversight engineering services were received to convert the Albright Lift Station from a vacuum pump to a submersible, and for the Blacksmith Lift Station, a new wetwell and valve vault with submersible pumps. He stated the total project cost for design and construction is $550,000 which will occur in 2026. Adopt Resolution R-2025-40, A Resolution Authorizing the Execution of Agreement No. 535 with Studio GC, Inc. to Provide Architectural Services for the Wheaton Police Station Renovation Project for a Total Amount Not to Exceed $293,525 and a 10% Contingency ‘ Councilwoman Robbins moved and Councilman Clousing seconded that R-2025-40, A Resolution Authorizing the Execution of Agreement No. 535 with Studio GC, Inc. to Provide Architectural Services for the Wheaton Police Station Renovation Project for a Total Amount Not to Exceed $293,525 and a 10% Contingency, be adopted. City Manager Dzugan reflected upon the April 14 Planning Session, when the City Council identified the need for architectural services to address exterior and interior deficiencies at the Police Station. He reported Studio GC has a positive history with the City and has investigated the station's exterior problems and other City remodeling projects. He highlighted the scope of work includes various improvement options for evaluation based on cost/benefit analysis. City Manager Dzugan stated in response to Councilwoman Bray—Parkerthat the analysis would start immediately, aiming to reach the design and development phase by November. He noted the goal is to decide on a direction for construction drawings, which are expected to take three to four months, with hopes of going out to bid by March 2026. Council Comment Councilman Brown expressed disappointment in the number of boutique store fronts seeking liquor licenses in the City. Mayor Suess invites everyone to the Memorial Day Parade starting at 10am at Memorial Park and ending at Wheaton Cemetery on Monday, May 26, 2025.
