Adjournment During the Public Comment portion of the agenda, the presiding officer shall recognize any person requesting to be heard on any of the planning session agenda items only. Persons speaking during Public Comment shall not speak longer than three (3) minutes and shall be permitted to speak only once. Visitors must remain quiet and not engage in behavior that interferes with the Planning Session. The presiding officer may, or upon a majority vote of the council, request any visitor who violates any provision of this paragraph to leave the council chambers, and such visitor shall thereupon leave. Any person providing public comment shall address the presiding officer only and shall not proceed with remarks until recognized. When recognized, the person shall state his or her name and address. Cross floor discussions are prohibited. Wesley Street, Wheaton, Illinois. Those attending the Planning Session included Mayor Gresk, Councilwoman Fitch, Councilman Prendiville, Councilman Rutledge, Councilman Saline, Councilman Scalzo, and Councilman Suess. Also in attendance was Assistant City Manager Dzugan. The Planning Session began at 7:00 p.m. and concluded at 8:49 p.m. The following items were discussed: I. Approval of September 14, 2015 Planning Session Minutes The City Council approved the September 14, 2015 Planning Session minutes. II. City Council/Staff Comments There were no comments. III. Closed Session – Personnel - Appointment, 5 ILCS 120/2 (c) (1) Councilman Rutledge moved and Councilman Saline seconded that the Wheaton City Council adjourn to closed session at 7:05 p.m. for the purpose of Personnel - Appointment, 5 ILCS 120/2 (c) (1) . Arrowhead Golf Club, 26W151 Butterfield Road, Wheaton, Illinois. Those attending the Goal Setting Session included Councilwoman Fitch, Councilman Prendiville, Councilman Rutledge, Councilman Saline, Councilman Scalzo, and Councilman Suess. Also in attendance were City Mager Rose and Assistant City Manager Dzugan. The session began at 6:00 p.m. and concluded at 9:05 p.m. The following items were discussed: I. Strategic Planning/Goal Setting Mr. Craig Rapp led a discussion on strategic planning/goal setting for the City Council. Mr. Rapp and the City Council contiied discussion of three strategic priorities: financial stability, quality infrastructureand efficient and effective services. The City Council defined each of the strategic priorities iscussed key intended results for each of the three strategi.Q priorities. Mr. R andtaff will finalize the strategic priority definitions, intended results, and actio’ s forfiiture review and approval by the City Council. III. City Council Comme /Staff Comments None. IV.
