February 24, 2025 I. Call to Order The regular Wheaton City Council Meeting was called to order at 7:04 p.m. by Mayor Suess following the conclusion of a public hearing. The following were: Physically Present: Mayor Suess Councilman Barbier Councilwoman Bray-Parker Councilman Brown Councilman Clousing Councilwoman Robbins Councilman Weller Absent: None City Staff Present: Michael G. Dzugan, City Manager James Kozic, Director of Planning & Economic Development Joseph Tebrugge, Director of Engineering Holly Schulz, Director of Human Resources Erik Berg, Management Analyst Halie Cardinal, Public Relations Coordinator II. Approval of Planning Session Minutes - January 27, 2025 Minutes The Council approved the January 27, 2025 Planning Session minutes. III. Glen Ellyn/Wheaton Boundary Agreement City Manager Dzugan reviewed the Planning Boundary Agreement between the City of Wheaton (“City”) and the Village of Glen Ellyn (“Village”), previously presented at the June 12, 2023 Planning Session. The latest draft Boundary Agreement (“BA”) addresses the Scripture Press building owned by Wheaton College. Of the nine parcels that comprise the property, five are located within Wheaton and four are located within Glen Ellyn. Through the BA, Wheaton College is seeking the opportunity to consolidate all nine parcels under one municipal jurisdiction. The BA would require Glen Ellyn to de-annex one-third of the property and annex it to Wheaton. City Manager Dzugan stated that the staff of both the City and the Village have discussed the BA since the June 2023 meeting, particularly concerning flooding issues occurring in the Anthony Street drainage basin to which the property is adjacent. The Village commissioned a drainage study in June 2024 that provided three flood mitigation strategies, each of which required some amount of compensatory storage and/or detention whether development occurs on the property or not. City Manager Dzugan stated that both City and Village staff feel comfortable with the language in the latest draft. He noted that a major focus of Section 3 of the BA was maintaining Wheaton College’s Monday, Feb. 24 2025, CITY COUNCIL PLANNING SESSION MINUTES zoning rights while providing flexibility to accompany future development of the property. The Glen Ellyn Village Board will be reviewing the agreement in mid-March following review of the agreement by the Wheaton City Council. In response to a Council question, City Manager Dzugan stated a revision to the BA was that a developer for the Scripture Press property would be required to meet with Glen Ellyn to discuss flood mitigation strategies but also noted that the Village would be required to pay for any compensatory storage in excess of the DuPage County stormwater ordinance. In response to a Council question, Director of Engineering Tebrugge responded that while permit review would be conducted by the City of Wheaton for development occurring within its boundaries, the Village sought to ensure that, under this BA, any development complies with the DuPage County stormwater ordinance. Director of Engineering Tebrugge also stated that, in the case of this property, the City and County’s stormwater regulations would likely require a developer to provide compensatory detention. In response to a Council question, City Manager Dzugan responded that, under the draft BA, the Glen Ellyn Village Board could only express disapproval of a development if it was not in compliance with the DuPage County stormwater ordinance or was of a different zoning use other than residential in nature or institutional. Council directed staff to insert a time limit of ninety days for the Village to approve stormwater compliance and spoke favorably of the agreement overall. City Manager Dzugan and the City Council thanked Wheaton College for their patience. IV. Public Comment Jan Kay thanked the City for her award and commended the diligence and responsiveness of both the City Council and staff. V. City Council/City Staff Comments Councilman Barbier thanked the Wheaton Chamber of Commerce for hosting the State of the City address and the Communications Department for their efforts in setting up the Boards and Commissions brunch. Councilwoman Bray-Parker echoed Councilman Barbier’s appreciation for City staff. Mayor Suess reflected on the 166th anniversary of Wheaton’s incorporation as a town. VI.
