WHEATON HOUSING COMMISSION MEETING MINUTES REGULAR MEETING February 12, 2015 The regular meeting of the Wheaton Housing Commission was held in the Employee Lunchroom, Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. The meeting was called to order at 7:05 p.m. on Thursday, February 12, 2015 by Housing Commission Chair, Tom Hudock. Present: William Gilbertson Absent: Chris Ellerman Andrea Petti Nancy Harding Thomas Hudock Robert Willock Jeannie Iseman Stuart Johnson Jan Kay Mike Rybinski Raj Salgia Joe Kreidl - City of Wheaton Public Comment: Ms. Liz Lyon of Elevate Energy – presented information on Energy Impact Illinois, a program to increase awareness in energy savings and conservation. This presentation was arranged by Commissioner Salgia. Also attending the presentation was Mr. Jeff Gahars and Ms. Carrie Horak representing SCARCE Outreach Dupage and energy conservations and savings service. The presentation lasted 30 minutes and discussed various energy savings programs available to Wheaton Residents. A summary of the presentation will be sent to the City for additional distribution and availability. Approval of Minutes: Commissioner Johnson moved and Commissioner Gilbertson seconded a motion to approve the minutes of the December 11, 2014 meeting. Motion carried unanimously. Communications: None Housing Assistance Program: - Lindsay Qualkenbush, Executive Assistant, City of Wheaton prepared and distributed copies of the Dupage County Senior Services Resource Guide for Commissioners to have with them during their upcoming interviews. Old Business - Commissioner Petti gave an update on the “Well Being Check Program” for Wheaton seniors citizens suggested by a student who attended the October 2014 meeting. Commissioner Petti discussed this program with the Wheaton High Schools and the schools did express some interest in developing such a program. Commissioner Petti will follow-up on how the high 1 schools would develop and facilitate such a program. The Commission was clear that this would not be a city supported or initiated program. New Business - A review of the revised draft of the Policies and Procedures Manual was continued. Commissioner Hudock drafted a memo to City Manager, Don Rose requesting the discussed changes be incorporated in the subject manual. City Manager Rose responded requesting additional information clarifying the need for this change request. Commissioner Hudock requested additional support information for the request, from all the Commissioners and will then summarize those comments into his response to City Manager Rose. Once this part of the process is complete, the final draft of the Policies and Procedure Manual will be reviewed and approved for submission to the City Council for approval. Commissioner Iseman discussed a documentary that she had viewed on PBS, that related to the new level of poverty with regard to Dupage County and specifically Wheaton. The link below can be used to view the video. http://www.pbs.org/newshour/bb/business-july-dec11-poverty_12-30/ These are the situations that the Housing Commission needs to stay informed of and investigate further details to present information and actions that may be appropriate for the Wheaton City Council to act upon. Discussion of Next Meeting Agenda - Assuming the Commission receives positive feedback from the City Manager on the amendment to Section 2-413 of the City Code, the final draft of the Policies and Procedure Manual will be reviewed and approved for submission to the City Council for approval. - Commissioner Petti will provide information from her discussions with Ms. Angel Raso of Wheaton North High School and Wheaton Warrenville South High School regarding the feasibility of a Senior Well-Being Check Program to be developed and facilitated by the two high schools. - The Housing Commission will discuss the value of the Energy Audit presentation and if of its benefit to Wheaton seniors how it would be distributed. Adjournment Commissioner Rybinski motioned to adjourn the meeting at 8:50pm; Commissioner Gilbertson seconded the motion and it carried unanimously. 2
