Minutes of the City of Wheaton Historic Commission January 19, 2016 Meeting Held at City Hall, Wheaton, Illinois Attendance- Present: Barbara Dutton (Vice Chair), Nancy Flannery (Chair), Maureen Fogerty, Tom Kay, Steph McGrath (Secretary), Frank Principe. Absent: Emelie Engling, Greg Morrison. Meeting called to order at 7:06 pm. Minutes of the December 15, 2015 meeting approved following a motion made by Tom, seconded by Frank, and passed unanimously. -Public Comment None Old Business Preservation Week -Lecture The talk on Marcellus Jones is scheduled for May 17th. Emelie has arranged for the room reservation at the Wheaton Public Library. The city will videotape it. -Gardens project A photographer has taken some winter garden photos that could be used with others to make a poster to be given out free at a related event during Preservation Week. A meeting has been scheduled by Commissioners Barbara and Maureen with the staff at DCHM and the WPD. They will arrange a separate meeting with the horticulturalist at Cantigny to discuss this project. -Golf talk Nancy informed the Commission that Bob Jacobsen has volunteered to give a talk on the Foulis family and golf in Wheaton during Preservation Week. Several other aspects of golf and potential speakers were discussed. -Wheaton Register of Historic Places Nomination Form A revised application had been posted online. It was reviewed and some changes suggested. Nancy will implement the changes and email to all Commissioners for review. WPL will house the paper copies of the landmark files. They will be available by request for in-library use and kept in locked drawers. Since the application forms have personal emails and phone numbers, the Commission needs to check whether those can legally be blacked out, or if they are a part of the public record by virtue of submission. The possibility of creating a cover sheet with the property address, PIN, nomination categories and synopsis was discussed. -Historic Site Marker Nancy informed the Commission about a new company for construction of the aluminum plate label surface that works with the company we currently use to install the sign and bollard. She will get a price estimate from them. The issue of the railroad text and three images was discussed. A larger plate might be needed for the downtown railroad label which could be mounted as one, or divided in two and mounted back to back in an upside down V, still on one bollard. The type size used on the Masonic plate was 30 pt for the first paragraph and 22.75 pt for the remainder of the text. According to Nameplate, the font size for the railroad text with the current word count and 3 images would have to be 20 pt. Type size and design need to be reviewed. Possible placement of the bollard was discussed, ideally at the current station. Steph will send out previously approved draft text for review. Placement of the Original Ten Blocks bollards was discussed; the one at Hale isn’t well placed for visibility. If the French Market gets a permanent location maybe the sign could be moved there. -City Council Meeting Maureen reported on her presentation at the City Council meeting where the fate of the historic landmark Drummond house was discussed. -DCHM The DuPage County Historical Museum accepted the cold war era materials for review as possible donations. Their temporary hiatus on new acquisitions is over. New Business -Financial Report If a garden poster is created, costs should be encumbered before May. Other possible expenses discussed were a larger 1906 Captive Air Ship View like at Chase Bank on Wesley, or one from original at DCHM. A copy of the 1882 Bird’s Eye View of Wheaton is needed at WPL, but depends on DCHM allowing copying. -New Commissioner Commission still has one opening. Possibilities of someone with an architectural background were discussed. Commissioner Comments -Frank visited Wheaton Center looking for archives, but they didn’t maintain records related to the construction of the development.
