WHEATON HOUSING COMMISSION MEETING MINUTES REGULAR MEETING October 14, 2016 The regular meeting of the Wheaton Housing Commission was held in the Gamon Room, Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. The meeting was called to order at 7:08 p.m. on Thursday, November 10, 2016 by Housing Commission Chair, Tom Hudock. Present: Absent: Jeannie Iseman Thomas Hudock Mike Rybinski Chris Ellerman Andrea Petti William Gilbertson Stuart Johnson Jan Kay Chris Ellerman Robert Willock Raj Salgia Joe Kreidl - City of Wheaton Special Guests: Bob Barger, resident of Wheaton. McKenna Otto, Jaden Trometer, Eve Light, and Elizabeth LaBue, 11th grade students at Wheaton North High School. Public Comment: None. Approval of Minutes: Commissioner Kay moved and Commissioner Johnson seconded a motion to approve the minutes of the October 14, 2016 meeting. Motion carried unanimously. Communications: ● 2016/2017 Wheaton Housing Assistance Summary - UPDATED ● 2017-2018 Housing Assistance Interview Form ● 2017-2018 Housing Assistance Application Form ● City of Wheaton Housing Commission Policies and Procedures Manual ● Wheaton Housing Commission October 2016 minutes Old Business: ● none. New Business: ● Commissioner Willock motioned to approve the updated version of the City of Wheaton Housing Commission Policies and Procedures Manual. Commissioner Salgia seconded, and motion was carried unanimously. 1  ● The Wheaton Housing Assistance Application has been updated as of last month’s discussion, per the updated version provided by L. Qualkenbush. Commissioner Kay motioned to approve the updated version of the 2017-2018 Wheaton Housing Assistance Application. Commissioner Iseman seconded the motion, and the motion was carried unanimously. ● The Wheaton Housing Assistance Interview Form has been updated per the commission’s discussion last month. Commissioner Johnson noted the incorrect income cap listed on the form. This new cap was approved in last month’s meeting. The following change should be made: ○ The income cap under Program Qualifications should read “$23,800” from “$23,500”. Based on the corrected income cap, the commission motioned to approve the Wheaton Housing Assistance Interview Form (with the updated income cap), Commissioner Salgia motioned to approve the document, and Commissioner Iseman seconded. The motion was carried unanimously. ● The updated 2016/2017 Wheaton Housing Assistance Summary was discussed. Two clients passed away, and the current balance is at $7,910. ● The commission will need to put together a budget request by next month. Last year, Commissioner Chair Hudock requested a 9% increase ($9,000) to the city manager, which was approved for the 2016- 2017 year. Going forward, Commissioner Hudock would like to hear thoughts on what the commission should ask for the 2017-2018 year budget, if any. He mentioned that property taxes and medical expenses are likely going to increase. Also, he revisited the distinction of subsidies between homeowners and renters. Commissioner Iseman motioned to approve the budget letter to request for a 0% increase for 2017-2018, at a $140,000 budget. Commissioner Petti seconded, and the commission was carried unanimously. ● Commissioner Harding resigned as of last month, effective November 2016, and Commissioner Salgia will be resign officially in January 2017. The commission will need to find two replacements by January 2017. Commissioner Hudock will look through the list this month. Discussion of Next Meeting Agenda: ● The commission will review the document detailing Interview Tips for Housing Commission Members. ● The commission will discuss the proportionate cost of rentership versus ownership in December. Commissioner Petti will begin this research on best practices of this. Adjournment: Commissioner Iseman motioned to adjourn the meeting at 8:55 p.m. and Commissioner Salgia seconded the motion and it carried unanimously. 2
