WHEATON HOUSING COMMISSION
MEETING MINUTES
REGULAR MEETING
April 13, 2017
The regular meeting of the Wheaton Housing Commission was held in the Gamon Room, Wheaton City Hall, at
303 W. Wesley Street, Wheaton, Illinois. The meeting was called to order at 7:05 p.m. on Thursday, April 13,
2017 by Housing Commission Chair, Tom Hudock.

Special Guests: David and Danna Horton. David is a potential Commissioner candidate.
Public Comment: None.
Approval of Minutes: Mr Kreidl noted a correction to the minutes as the Budget meeting was on April 13th
and not March 13 as noted. Commissioner Kay moved and Commissioner Gilbertson seconded a motion to
approve the minutes of the March 9, 2016 meeting as corrected. Motion carried unanimously.

Old Business:
● Commissioner Hudock discussed the need to follow the proper procedure in replying to emails sent out
from the Commission. Commissioners are not to “reply all” if responding as it is a violation of the
Open Meetings Act.
● Mrs. Qualkenbush advised Commissioners that it is not appropriate for any Commissioner to suggest
alternative medications to clients that may be considered as alternatives to their current prescriptions.

New Business:
● Commissioner Hudock opened discussions on the proposed 2017/2018 Housing Assistance Program
Summary. Commissioner Barger moved that the summary be approved as presented. Commissioner
Rybinski seconded the motion. It was voted and approved unanimously.
● Commissioner Hudock opened discussions with regard to the monthly stipends for renters and
homeowner’s for the 2017/2018 program year. Commissioner Johnson moved that the stipend
amounts remain unchanged for the 2017/2018 program year. Commissioner Gilberston seconded the
motion. It was voted and approved unanimously.
● Commissioners discussed that they feel eligible seniors are not being reached with regard to the
Housing Assistance Program given that many of them do not have computers and access to the City of
Wheaton newsletter since it is no longer mailed out. The Commission asked that Mr Kreidl please
contact the city Finance Department to again add a note on the top of the City Water Bill informing
residents of the Housing Assistance Program. The Commissioners also agreed that a separate Housing
Assistance Program Flyer be printed and inserted into the next City Water Bill. The Commission
understands that there will be a charge for this service; however, they feel the insert was valuable in
informing the senior population three years ago when it was mailed and would like to have it printed
and inserted again. The Commissioners also asked if Mr Kreidl would have the Housing Assistance
Program information again published in the City News Letter.
● Commissioner Kay mentioned that she will be looking into the Ride DuPage program to see if we
should learn more about the program and inform our clients of it availability.
● Commissioner Barger has updated a list of Senior Human Services and Resources for the
Commissioners to distribute to the Housing Assistance applicants during their visits. Commissioner
Barger will be sending the update out to all Commissioners.
● Commissioner Hudock stated that the upcoming May meeting will be the last meeting until October.
At the May meeting there will be the election of Officers for the 2017/2018 program year. A
discussion was had over interest in being Officers on the Commission. The following slate of Officers
was proposed for 2017/2018 program year:
Commission Chair – Commissioner Hudock
Commission Vice Chair – Commissioner Johnson
Commission Secretary – Commissioner Petti
Discussion of Next Meeting Agenda:
● Commissioner Ellerman stated that there will be a presentation by the DuPage Federation of Human
Services on the increasing demand for low income housing in DuPage County at the May meeting.
Adjournment:
Commissioner Rybinski motioned to adjourn the meeting at 8:25 p.m. and Commissioner Johnson seconded
the motion and it carried unanimously.
