MEETING MINUTES
REGULAR MEETING
May 11, 2017
The regular meeting of the Wheaton Housing Commission was held in the Gamon Room, Wheaton City Hall, at
303 W. Wesley Street, Wheaton, Illinois. The meeting was called to order at 7:10 p.m. on Thursday, May 11,
2017 by Housing Commission Chair, Tom Hudock.

Public Comment: None.
Approval of Minutes: Commissioner Gilbertson moved and Commissioner Rybinski seconded a motion to
approve the minutes of the April 13, 2017 meeting as written. Motion carried unanimously.

New Business:
● Mrs. Kristin Hartsaw from the DuPage Federation of Human Services gave a presentation titled “New
Challenges, New Opportunities, Who Are The New Neighbors? This presentation highlighted the
increase of low income residents in DuPage County and how DuPage has more low income residents
today than the total of 88 other counties in Illinois. Low income is defined as a family of 4 with income
less than $48,600 with the poverty level being $24,300 for a family of 4. From the 2015 census, there
are currently 65,000 people residing in DuPage at the Poverty Level and 170,000 people in the low-
income level.
Along with the increase in low income residents in DuPage, it is estimated that the senior population
will grow from 133,018 residents in 2015 to an estimated 223,164 residents by 2030. This increase in
senior residents will impact the demand for senior services and the need for more affordable housing
alternatives. Senior care and the ability for seniors to afford a reasonable life style will grow as a

concern. Currently, it is estimated that seniors who rent, spend 60% of their income on their rental
expense.
● Commissioner Hudock stated that the Commission greatly appreciated the presentation by Mrs.
Hartsaw and found it to be very informative. The Commission will be looking forward to hear from the
Federation on specific details affecting the City of Wheaton in the fall.
● The Commissioners’ discussed the new development of the Loretta Covenant property and given that
its focus is senior residents, the Commission questioned will the City Council require that 10% of the
new residents be directed to be categorized as affordable housing for seniors?
● Mrs. Qualkenbush submitted an updated list of 2017/2018 Wheaton Housing Assistance Applications
with a late candidate #46 submitted for approval. Commissioner Johnson moved that applicant #46 be
approved and Commissioner Rybinski seconded the motion. The motion was voted and carried
unanimously.
● A discussion was had over the slate of Officers proposed at the April meeting. Commissioner
Gilbertson moved that the following slate of Officers be proposed for 2017/2018 program year:
Commission Chair – Commissioner Hudock
Commission Vice Chair – Commissioner Johnson
Commission Secretary – Commissioner Petti
Commissioner Rybinski seconded the motion. The motion was voted and approved unanimously.
● Commissioner Hudock welcomed Commissioner Limp to the Housing Commission and stated how we
look forward to his contributions to the Commission in the future.
● Commissioner Hudock recognized the contributions made by Commissioner Iseman over the 6 years
that she has served and how her contributions were greatly appreciated. Her activity on the
Commission will greatly be missed and we wish her the best for her and her family in the future.
Discussion of Next Meeting Agenda:
● Commissioner Hudock suggested that the Commissioners investigate issues of senior housing over the
summer that they would like to explore in greater detail in the fall.
Adjournment:
Commissioner Rybinski moved to adjourn the meeting at 8:45 p.m. and Commissioner Gilbertson seconded
the motion and it carried unanimously.
