MEETING MINUTES
REGULAR MEETING
January 11, 2018
I. Call to Order and Roll Call:
The regular meeting of the Wheaton Housing Commission was held in the Gamon Room,
Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. Housing Commission Chair, Bob
Barger, called the meeting to order at 7:02 pm, on Thursday, January 10, 2018.

II. Public Comment: None.
III. Approval of Minutes:
Correction: Mike Rybinski was not present.
Commissioner Gilbertson moved, and Commissioner Johnson seconded, a motion to
accept the minutes of the November 9, 2017 meeting, as corrected. The motion was
unanimously approved by a voice vote.

V. Old Business:
a. 2017/2018 Housing Assistance Program Summary
Commissioner Kay stated resident #8 may have died recently. Lindsay to confirm.
b. Maximum Annual Income Chart
Commissioner Gilbertson moved, and Commissioner Rybinski seconded, a motion to
accept the 2017/2018 Maximum Annual Income Chart. The motion was unanimously
approved by a voice vote.
c. Hope Fair Housing Center Guest Lecturer
Mr. Todd Fuller, of the Hope Fair Housing Center, was not available to address the
Commission this evening. Commissioner Limp will coordinate a future date, to be
determined.
VI. New Business:
a. Proposed Meeting Schedule for 2018-2019
A meeting should be added to the Commission’s Regular Meeting Schedule, to
accommodate preparation work needed to be accomplished prior to the City’s new
fiscal year start date. Commissioner Rybinski moved, and Commissioner Johnson
seconded, a motion to add the September 13, 2018 meeting. The motion was
unanimously approved by a voice vote.
b. Water Bill Insert Marketing Flyer (Lorraine Road Marketing)
Commissioner Limp will hang the marketing flyers at the apartment buildings near
Lorraine and Roosevelt Roads. Commissioner Barger will hang them at the nearby
laundromat and convenient store, as well as at the Senior Center in downtown
Wheaton.
The SALT (Senior and Law Enforcement Together) Newsletter’s submittal deadline has
already passed for the upcoming issue. Commissioner Gilbertson will contact SALT to
learn of their submittal process and deadlines.
c. Bus Shelters
Joe spoke to Jim Kozik, City Planner, as he has attended past meetings with METRA
regarding bus routes, ridership as well as shelters, provided below are his comments:
There was a proposal to provide bus shelters, but concerns were raised by City
Council about advertisements on those shelters, METRA did not want to comply
with City sign regulations and the proposal was dropped.
Bus routes that pass-through Wheaton have always had very low ridership,
would you like current counts?
d. Housing Commission Website Draft
Commissioners Barger presented a proposed draft of the Housing Commission’s new
webpage, which will be located on the City of Wheaton’s website, for the Commission’s
review. The purpose of the webpage is to consolidate known resources in one place, for
the convenience of the residents of the City of Wheaton. The content will include
information related to the Housing Commission, its mission, and minutes from previous
meetings. It will also include public information regarding the Fair Housing Act, which
includes discrimination, and how to file a complaint, in an easy to read format, including
short videos. Links to housing-related resources for financial assistance, tax deferrals
and exemptions, and loans from the Federal, State, and local governments will be listed,
with links to the originator’s website. Resources for housing related aid from local non-
profit organizations will also be listed, also with links. Housing-related information
which is regulated by the City of Wheaton, such as pertinent items from the Municipal
Code, and may be found elsewhere on the City’s website, will be listed and have an
imbedded link to that particular document.
Commissioner Barger will incorporate comments made during the meeting and present
a revised draft at the next meeting.
VII. Commissioner Comments & Discussions
a. Resignation of Commissioner
Commissioner Barger announced that Chris Ellerman has submitted his resignation,
effective immediately, due to work commitments extending through the end of August.
He stated in his letter that he liked being on this commission all these years and may
wish to return to this commission, if his schedule allows it in the future.
VIII. Discuss Items for Future Meetings
A. Airbnb
Are there Airbnb homes in Wheaton? Are they allowed per Zoning?
B. Lindsay to mail out packets related to the City of Naperville renters and landlord’s
rights ordinance, their recently revised municipal housing code and any other
housing related information that would be helpful to the Commission to the
Commission, prior to the next meeting. Commissioner Barger will provide the
material to be included in the packet.
C. Inquire about businesses and organizations that work with low-income residents:
transport companies, and Health & Human Services.
D. Film a Q & A discussion related to the housing assistance program with the mayor,
and broadcast on the City of Wheaton’s Public Access television station, Channel 10.
Coordinate with Erin Thrower, Communication Director. Moved by Commissioner
Gilbertson, and 2nd by Commissioner Kay.
i. Housing videos – various topics; consider working on these after
webpage is set-up and running.
E. Invite CHAD to come talk to the Commission in January. Can they rent a home or
apartment for less than $1000, per month? Commissioner Limp to contact them.
F. DuPage County Senior Services –
Find out the scope of services provided and who qualifies
IX. Adjournment:
A motion was made by Commissioner Rybinski and seconded by Commissioner
Gilbertson, to adjourn the meeting at 8:37 pm. The motion was unanimously
approved by a voice vote.
Next regular meeting of this commission will be held on Thursday, February 8, 2018.
