REGULAR MEETING August 8, 2019 I. Call to Order and Roll Call​: The regular meeting of the Wheaton Housing Commission was held in the Gammon Room, Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. Housing Commission Vice Chair, Stu Johnson, called the meeting to order at 7:05 pm on Thursday, August 8, 2019. Election of Commission Secretary i. Vice Chair Stu Johnson moved and Commissioner Gilbertson seconded, a motion to approve Kristine Eisenmann as the Secretary of the Commission. ​The motion was unanimously approved by a voice vote. HOUSING COMMISSION MEETING MINUTES August 13, 2019 III. Public Comment a. Members of the newly formed “Clean Wheaton Group” introduced themselves and their group to the commission in an effort to establish a relationship in promoting clean energy for Wheaton b. Clean Wheaton is affiliated with the DuPage Clean Energy Coalition c. Clean Wheaton group recommended to the Commission that solar energy should be examined as a means of reducing utility costs with discussion about various programs available to offset the costs of the panels. Commissioner Johnson thanked the group for their presentation and recommended the group reach out to Commission Chair Barger to conduct a solar panel presentation. IV. Approval of Minutes: Commissioner Johnson moved, and Commissioner Gilberston seconded, a motion to accept the minutes of the May 9, 2019 meeting. ​The motion was unanimously approved by a voice vote. V. Correspondence: a. 2018/2019 Housing assistance program summary No people have been added or subtracted from the list since our last meeting. We are still $720 under our approved budget for CY 2019. VI. Old Business: a. Roosevelt Road Redevelopment- Housing No further discussion as Commissioner Barger was not present b. Affordable Housing- Impact DuPage: No further discussion as Commissioner Barger was not present c. Inclusionary Housing Ordinance: Commissioner Horton presented the Commission with a summary of the research that he has been doing on the topic of Inclusionary Housing throughout the country. As these policies are now becoming controversial and being challenged legally, Commissioner Horton has proposed to the group that: “The Commission prepares and forwards a policy memo describing the problem, the criteria used to evaluate the issue, the existing programs 2 HOUSING COMMISSION MEETING MINUTES August 13, 2019 and how these programs could (or are) being used in Wheaton. This would include programs that address the problem from multiple angles, addressing developers, renters and home purchasers, as well as the advantages and disadvantages of the programs and which programs the Commission prefers.” Also suggested was a “Coordinated approach to the multiple programs, including potentially an awareness or education campaign”. Following the discussion, the Commission reached consensus that it endorsed Commissioner Horton’s approach. VII. New Business: a. Approval of CY2020 Income Cap & Monthly Stipend Amounts and Proposed Budget for 2020 There was discussion regarding the options proposed to adjust the Income Cap. Two options included raising stipend to 215% of the latest HHS Poverty Level, leading to a 4.1% increase ​OR​ using the latest SSA COLA resulting in a 2.7% increase. Commissioner Johnson moved to increase the income cap to 215% of the latest HHS Poverty Level with the new income level being $26,850. Commissioner Gilbertson seconded the motion. The motion was unanimously approved by a voice vote. The Commission also discussed a budget increase of $3,000 to $123,000 (2.5%). This will increase the benefit to homeowners and renters to $5 per month totaling $215 to homeowners and $195 for renters. Commissioner Kay moved to request an increase in the budget to $123,000. Motion seconded by Commissioner Johnson. ​The motion was unanimously approved by voice vote. b. Housing Assistance Guidelines in Water Bills The Commission reached consensus that Housing Guidelines be included in an upcoming water bill. Since we do not have it in the budget to print and stuff an insert, this would be a simple note printed on the bill. 3 HOUSING COMMISSION MEETING MINUTES August 13, 2019 c. Review/Approval of Housing Commission Homeowner/Renter Interview Questions Commissioner Johnson will rearrange the questions into a better format than what was presented and submit to Commissioner Barger. VIII. Adjournment: A motion to adjourn was made by Commissioner Johnson and seconded by Commissioner Gilbertson. ​The motion was unanimously approved by a voice vote at 8:25 pm. The next regular meeting of this commission will be held on Thursday, September 12th. 4
