Regular Meeting
Thursday, November 12, 2020
7:00 PM
In accordance with Governor Pritzker’s Executive Order, the regular meeting was held via Zoom with
the public allowed to attend the meeting virtually.
I. Call to Order
The regular meeting of the Wheaton Housing Commission was held via Zoom Meeting due to
Governor Pritzker’s Executive Order. In the absence of Chair Kristine Eisenmann, who was ill,
Housing Commission Vice Chair, Stu Johnson, called the meeting to order at 7:01 pm on
Thursday, November 12, 2020.

II. Public Comment
None
III. Approval of Minutes
Commissioner Kay moved, and Commissioner Gilbertson seconded, a motion to accept the minutes
of the August 13, 2020 and October 8, 2020 meetings. The motion was unanimously approved
by a voice vote.

2020 Housing Assistance Summary
2021 Application Summary
- greater number than usual have dropped out (moving, deceased), but made up for in new
applications
- several recipients have expressed thanks for calls from the city during the COVID-19 pandemic
V. Old Business
Status of CY2021 applications
- only actual income is considered for applications (i.e., interest from savings, dividends from
investments, but not the value of such accounts)
- reminder that interview summaries are due Friday, November 20
Objectives for 2020-21
- because of the absence of Commission Chair Eisenmann, this discussion was tabled until the
next meeting
HOUSING COMMISSION MEETING MINUTES
November 12, 2020
- Commissioner Gilbertson asked about any further work on Affordable Housing. Commission
Vice-Chair Johnson indicated that since several initiatives were initiated by former Commission
Chair Barger before he resigned to move to Florida, we will need to hear from Commission Chair
Eisenmann regarding the status of any of those initiatives.
- Commissioner Kay noted reports that one in six renters are behind in their rent during the
pandemic
VI. New Business
Election of officers for CY2020/2021
- while the city’s fiscal year has shifted to a calendar year basis, the election of officers remains as
before, with elections held in May or the next available meeting. Because the Housing
Commission does not meet every month, the election of officers would therefore move from
May (previously our last meeting of the year) to August or September (the first meeting of the
new year). This was noted for future years. Commissioners Eisenmann and Johnson have
agreed to continue in their roles as Chair and Vice Chair. Commissioner Gilbertson moved and
Commissioner Horton seconded the approval of these officers. The motion was unanimously
approved by a voice vote. The position of a permanent Secretary remains unfiled.
VII. Adjournment
The meeting was adjourned at 7:21 pm
The next regular meeting of this commission will be held on Thursday, December 10, 2020
