COMMISSION ON AGING MEETING MINUTES WHEATON CITY HALL, 303 W WESLEY STREET, WH EATON, ILLINOIS 60187 Thursday, November 13, 2025 7:00pm Wheaton City HaH l. Call to Order: The regular meeting of the Commission on Aging was called to order at 7:00 pm. Present: Absent: Scott Alvis Abdul Shakoor Anthony DiLeonardi Asma Hashmi Russ Stock Suzanne Mennecke ll. Appointment of Chair Pro Tem Motion to appoint Anthony DiLeonardi as Chair Pro Tem by Russ Stock. Seconded by Scott Alvis. Approved by unanimous voice vote. lll. Presentations ”Buffy” Higgins-Beard — Supervisor. Miiton Township - Elizabeth She gave overview of Miiton Township and the various services offered. Ail of Wheaton is in Miiton Township, has 120K residents, 1.73% of our taxes go to Miiton. Some services provided: Monthly grant for those who don't qualify for SS or DHS programs; Emergency Assistance (to heip pay rent/mortgage & utiiities); LIHEAP (they heip administer and fill out appiications); Food Pantry (no tax dollars used for food donations; open Tues—Thurs 9am-12pm); CERT training opportunities; Senior Programs (monthly Bingo events and other social activities, she will share more info), also rent out gently used medical equipment (to use free of charge); Transportation Services (RTA passes, Ride DuPage, offer temp handicap placards); Vehicle Sticker Renewal (S5 service fee); Assessor (to fairly and accurately assess real estate taxes); Highway department (repair highways, severe weather events, etc.); Cemeteries authority (protect/preserve and care for 3 Civil War-era cemeteries and promote interest in study of local history; Special Programs (mosquito abatement, special police patrol, free notary, voter registration); 708 Mental Health Board (mental health, intellectual & developmental disabilities, substance abuse), they also offer grants to organizations within Milton Township that pertain to those areas; SALT (Seniors & Law Enforcement Together) (stay safe from scams and know what’s happening with local Police Department @ monthly meetings) brings seniors, law enforcement, & local agencies together; Veterans Recognition (appreciate Veterans, create honors wall, host several events to help veterans in need; Youth Scholarships (children interested in extracurricular activities that exceeds their budget, offer help paying - based on income eligibility IV. Public Comment None COMMISSION ON AGING MEETING MINUTES November l3, 2025 Approval of Minutes Motion to approve the Minutes by Russ Stock. Seconded by Scott Alvis. Minutes approved by unanimous voice vote. VI. Correspondence None VII. Old Business Election of Officers — Chair — Scott Alvis VP — Anthony DiLeonardi Secretary - Asma Hashmi Motion made by: Suzanne Mennecke, Motion 2nd by: Russ Stock; Approved by unanimous voice vote. VIII. New Business 2025 Application Review — completed Commissioner Interview Assignments Review — completed Policies and Procedures Review/Update — Motion made by Russ Stock: to amend aging commission policy to decline any new applicants who own any other real estate property (commercial or residential); Motion 2nd by Suzanne Mennecke; All Ayes — this will require 2027 application to be edited to include this. in regards to new amended policy — decline applicant Next meeting in December will be cancelled and will meet again in Jan. 8, 2026. Motion made by Suzanne Mennecke, Motion 2nd by Russ Stock; All Ayes Need to get board replenished, need to get more seniors to sign up. Jan. 2026 meeting agenda items: Discuss S4K to increase marketing for senior assistance program. 1/3 page Ad insert in water bill 9/2026. Milton Township Supervisor - Buffy also mentioned they would do something more in their newsletter, but this needs to be confirmed and when this will be mailed out with 2027 application info. Adjournment Russ Stock motioned to adjourn the meeting. Scott Alvis seconded. Motion passed by unanimous voice vote. Meeting adjourned at 8:25pm.
