ENVIRONMENTAL IMPROVEMENT COMMISSION MEETING MINUTES
WHEATON CITY HALL, 303 W WESLEY STREET, WHEATON, ILLINOIS 60187

I. Call to Order: Chairman Ted Witte called the meeting to order at 7:30.
Present were Cathy Coleman, Nancy Flynn, Brian Malone, Kay McKeen, David Popham, Stephen
Siemer, Jim Wozniak, and Bob Young. Absent were Susan Bachraty, Tony Pope, Allison Torrence, and
Seema Wadia.
II. Approval of Minutes:
Bob moved that the minutes from the May meeting be approved. Nancy seconded. The minutes
were approved by unanimous voice vote.
III. Budget Report:
Bob reported that we have an available balance of $-426.35.
IV. Public Comment: none
V. Reports:
1. Annual Recycling Extravaganza: Kay reported that she is still waiting for the information from two
vendors. The 2024 Extravaganza will be held at the DuPage County Fairgrounds on April 19. Three
shredding trucks have been reserved. Since it is the second Saturday, it wilt be combined with the
monthly electronics event. Eworks will collect electronics and textiles there, and we will be able to
collect scrap metal. The only items from the usual monthly collection which we won't be able to
accept are cooking oil and fluorescent bulbs.
2. Adopt a Highway: Nancy reported that EIC will meet to clean on July 15 at 8 am at Chick-fil-A.
Nancy contacted the Milton Townshjp Democrats, and they are not sure when or ifthey can
continue to participate.
3. Native Plant Sale: Final Results: Cost: $23,795.37 (Midwest Groundcover $9,833.89; Possibility
Place $13,961.48) Sales: $23,682.20 (Credit $21,464.50=$21,926-$461.50 fees; Cash $26; Checks
$1,457; Sold by SCARCE $735)
4. Electronics Recycling (June 10): Bob, Jim Truesdale, Thuy Le, two Schaumburg High School
students, and the crew from Eworks handled a steady flow ofcars. There were only a few items
dumped, and a large amount ofscrap metal was collected.
VI. Upcoming Projects:
1. Electronics Recycling (July 8): Bob, Steve, and Tony will be there. (August 12): Bob,Tony, and
David will be there.
VII. Unfinished Business:
1. Leaf Btower Noise Issue: tabled
2. Business Composting: tabled
3. No Mow Mothers Day/May: tabled
4. Sustainability Award: Cathy will send a letter, the document explaining criteria and nomination
process, and a sample award to Andrea Rosedale to be included in the city councit packets. We

added criteria for choosing winners as the most innovative, the one that affects the most people,
or the one that invotved the most work and hours.
5. Light Pollution—Energysavings: tabled
6. Single use plastic bags—Fact finding: Steve brought the Batavia ordinance which was recently
adopted. He felt they had avoided many ofthe pitfalls he had read about. Members wilt read it,
and we will discuss it in August.
7. Bio-swates/Rain Gardens/Composting—PublicAwareness: tabled
8. Erosion Control Blankets: tabled
9. Ballasted Plastic Bag Advertising: Kay reported that they posted about this issue on the SCARCE
Facebook page and received 80 comments from people who don't understand why this is
altowed.
10. Scented Dryer Sheets and Pollinators: tabled
11. Drug Take Back Day: Kay contacted the police department, who provided a location for State Rep
Seth Lewis to hold the event. There was a steady stream of vehicles with a rough estimate of over
500 cars, and 269 pounds of medicine was disposed of properly. Kay also reported that there is
funding from the state for the collection of sharps and Epi-pens.
VIII. New Business:
1. Funding for EIC Events: none needed
IX. Adjournment:
Bob moved that the meeting be adjourned. Steve seconded. The meeting was adjourned at 8:35.
The next regular EIC meeting is scheduled for August 22, 2023, at 7:30 P.M.
