FOREIGN FIRE TAX BOARD MEETING December 13th, 2017 CALLED TO ORDER: 0736 Board Members Present: Chief Schultz, Lt. Cochran, Lt. Hunecke, FF Ruck, FF. Igara(phone in), FF Tabb (0738) Others Present: AC Vassios, Lt. Siemsen, AC Lake Old Minutes: (0740) Minutes were reviewed from the September meeting. Lt. Hunecke made a motion to approve old minutes and FF Ruck seconded the motion. The motion passed unanimously. (0741) Treasurers Report: (0741) FF Ruck presented the treasurers report for September, October, and November. Lt. Hunecke made a motion to approve and Lt. Cochran seconded. The motion passed unanimously. (0743) Public Comment: (0746) No public comment. Agenda Additions: (0746) Lt. Hunecke outlines additions to the agenda. The additions are as follows in no particular order: Elevator rescue kit, Replacement monitors, Fitness reimbursement amendment (Kurth). Old Business: (0747) No old business New Business: (0747) Amended fitness reimbursement- FF Kurth proposed an amendment to his fitness reimbursement plan to include reimbursement for the cost of a personal trainer not to exceed the current amount allotted per person. Lt. Hunecke made a motion and FF Ruck seconded. (0751) The motion passed unanimously. (0753) Door Storm- Lt. Hunecke proposed the purchase of a new Door Storm tool to be used as a backup. Purchase is not to exceed $1600. Proposal made on behalf of Lt. Felker. Lt. Hunecke made a motion and Lt. Cochran seconded. (0755) The motion passed unanimously. (0755) SCBA Masks- Lt. Hunecke presented a proposal to purchase 8 new SCBA masks, on behalf of FF Cox. Chief Schultz requested the item be tabled to review the possibility of the department funding the purchase. (0756) Reimbursement Policy- (0757) Lt. Kitahata requests to amend current reimbursement policy to increase the amount from $500 to $600 per year. Lt. Cochran made a motion and FF Ruck seconded. Additional motion made to validate the information. Motion carries. (0803) Elevator Rescue Kit- (0803) Lt. Weiss proposed an elevator rescue kit. A discussion was had regarding the need for this in our community verses the MABAS division. Board recommended that this item be brought before the MABAS division for purchase. Replacement Monitors- FF Ruck proposed the purchase of new Monitors to replace the ten year old Monitors at the stations. Cost not to exceed $4,200 for all three stations. FF Ruck made a motion and Lt. Cochran seconded. Discussion was had regarding the need vs. expense. Motion failed. (0808) Station projects and Funding- (0825) Chief Schultz proposed a request for station funding allocation for future station living quarters updates. Discussion: Stations are outdated and in need of repair. Alternate funding sources are needed outside of the City budget to complete the projects. Support is being sought from the Foreign Fire Tax Board to take an active role in project funding. Discussed placing a line item in the annual Foreign Fire Tax budget to earmark funding. Lt. Cochran made a motion and FF Tabb seconded. Motion reads as follows: That the Foreign Fire Tax Board create a “Station Improvement” account within the Foreign Fire Tax Budget and Allocate funds as follows: 1) $50,000 from current fund balance 2) 40% of annual 2% tax disbursement in years 2018 and 2019.
