Minutes of the City of Wheaton Historic Commission
April 19, 2016 Meeting
Held at City Hall, Wheaton, Illinois
Attendance - Present: Barbara Dutton (Vice Chair), Emelie Engling, Nancy Flannery (Chair), Maureen
Fogerty, Tom Kay, Steph McGrath (Secretary), Greg Morrison, Frank Principe.
Meeting called to order at 7:04 pm. Minutes of the March 15, 2016 meeting approved following a motion
by Greg, seconded by Maureen, and passed unanimously.

Old Business
Planning for Preservation Week
-The letter to landmark property owners has been sent out. The commission discussed the idea of creating
a Historic Commission letterhead for future use, listing members. The suggestion of business cards for
commissioners was revisited. Emelie mentioned that the City used to provide membership cards for
people serving on a commission.
-Nancy announced that the Foulis brothers golf talk has been rescheduled due to an unavoidable conflict.
The new date is Saturday, June 11th at 10:00 am in the Wheaton Cemetery.
-Maureen and Barbara gave a Wheaton Parks/former estate gardens lecture update. They are in the
process of creating a power point presentation. Cantigny will be providing flowers for the tables. They
are still trying to connect with people who were involved with historic gardens in town over the years.
The commission reviewed potential costs of posters and refreshments.
-Greg presented the Pride in Preservation yard sign distribution lists which were then reviewed. Greg
mentioned that the lists are divided up differently this year due to more landmarks and the number of
commissioners available. Commissioners can use the paper version of the map and list or be emailed a
link for the file to be used on their mobile device.
-A new location for the commission’s 25th Anniversary event location is needed. Suggestions included
the Jarvis Hunt house at Loretto Center, the Theosophical Society, Memorial Park and the 1896
Courthouse/Courthouse Annex.
-Event PR was reviewed.
Wheaton Register of Historic Places Nomination Form
-The 3/15/16 revised version voted on; Tom moved and Emelie seconded the motion. All changes were
accepted.
New Commissioner
-Nancy informed the commission that a candidate for the vacant position will attend May meeting.
Historic Site Marker
-Steph gave an update on the railroad historic site marker. She has asked for two new designs and to
clarify concerns about the larger size.
New Business
Financial Report
-DCHM replied about scanning 1906 Captive Air Ship View of Wheaton but a question arose regarding
which version would be scanned. Nancy will check into it.
DPC Statement of Economic Interest
-Nancy reminded the Commissioners to file their DPC SEI.
Northern Illinois Historic league
-Nancy reported that the Commission is now a member of the Northern Illinois Historic League and is
listed online at http://www.ni-hl.org/Counties/dupage.html
Commissioner Comments
-Nancy expressed concern that the Marcellus Jones House is on the market and the commission has no
policy and/or agreement with the current owner (or future) regarding bollard sign, and what the status of
the historic marker would be if property were to be substantially altered.
-Emelie told of upcoming WPL concerts.
-Frank reported on his latest local history explorations.
-Steph attended an estate sale at one of the commission’s landmarked properties and heard that the
owner’s preference is to sell to someone who will maintain the structure.
-Maureen met with her council representative to review her local history concerns.
Adjournment
Greg moved, Tom seconded, and the motion to adjourn passed unanimously. The meeting concluded at
8:38 pm.
