Minutes of the City of Wheaton Historic Commission
May 3, 2016 Meeting
Held at City Hall, Wheaton, Illinois
Attendance - Present: Barbara Dutton (Vice Chair), Emelie Engling, Nancy Flannery (Chair), Maureen
Fogerty, Tom Kay, Steph McGrath (Secretary), Greg Morrison, Frank Principe.
The meeting was called to order at 7:12 pm. Minutes of the April 19, 2016 meeting were approved
following a motion by Greg, seconded by Tom, and passed unanimously.
Old Business
2016 Preservation Month
-A proclamation designating May as Preservation Month in Wheaton was signed and read by Mayor
Gresk at the May 2, 2016 City Council meeting.
-Maureen and Barbara gave a report on the upcoming Garden event. They have distributed posters and
have set up four speakers. Refreshment ideas and budget were discussed.
-Nancy informed the Commission that last year’s self-guided tour Mid Century Modern map has been
updated with new properties, including a few locations outside of Wheaton in the nearby area. The
Commission discussed how to offer electronic versions for download and for use on devices.
-Nancy updated the Commission on the Marcellus Jones lecture. Emelie confirmed the library
arrangements are all set.
-The Foulis Family - Golf event has been rescheduled for Saturday, June 11, 2016 due to unavoidable
issues; Emelie confirmed that we can use the Library’s 10’ x 10’ tent to use for this event. It was agreed
that we should consider an alternate venue for this talk in case of rain.
-Steph confirmed that the Home History Research events and display at the Wheaton Public Library are
set to go.
-Prior to this meeting, the Pride in Preservation yard signs were distributed to Commissioners. Signs are
to be put up on Friday May 13th and maintained through Sunday May 22nd this year.
-The location for the Commission’s 25th Anniversary event was discussed. Loretto Convent is available
on June 25th this year. Having the event in the Jarvis Hunt-designed Seven Gables at Loretto Convent
will give people a chance to enjoy this historic structure and hopefully raise awareness of the continued
loss of Wheaton’s historic structures. Longtime Hunt researcher Bob Goldsborough is available to
present a talk on this date. The cost of the facility with 110 the maximum capacity was discussed.
Issues related to other venues, costs, possible invitees and whether to limit invitees or take advantage of
the 110 capacity were identified. Steph moved that we hold the event at Loretto, invite ONLY: current
and past historic commission members, the current mayor and city council members, the event speaker,
two officials from Landmarks Illinois and one from the Illinois Historic Preservation Agency, with each
invitee allowed one guest, and any additional available openings up to the 110 maximum be offered to
Wheaton residents, one ticket per person, selected in a drawing (vs first come first served). Greg
seconded and the motion passed unanimously.
New Business
Site Marker/Bollard
-Due to the Marcellus Jones’ house being put up for sale, Nancy brought up the need to create a policy
and agreement covering bollard sign installation, ownership, maintenance and removal, which would
clearly outline each party’s responsibilities.
Commissioner Comments
-Nancy discussed the status of WHPC

Greg moved, Tom seconded, the motion passed unanimously, and the meeting concluded at 9:08 pm.
