I. Call to Order
The meeting was called to order at 7:00 pm
Present In-person – Louise Ferrebee (Chair), Bob Purdy (Secretary), Nancy Flannery, Sophia
Ruffolo, Joe Szczepaniak. Absent – Lisa Buchanan
II. Public Comments
None
III. Approval of September Minutes
Approved on a motion by Joe, seconded by Bob, and passed unanimously.
IV. Old Business
Historic Register Program:
o Status of Website update:
Wheaton Register of Historic Places (WRHP) application form will now be a
web page instead of a PDF, enabling building owners to submit it
electronically.
The Guide to Wheaton Sources, currently a PDF, will be updated to reflect
revisions discussed and approved earlier.
The DuPage County Tax Books research document created by Lisa will be
available to applicants as a PDF.
o Walking Tours on Historic Register Map
Discussed an initial walk focusing on downtown buildings
Work with Wheaton Downtown Association and Chamber of Commerce
Adding more text for included buildings in GIS map will be important.
o Past Applications: Louise shared the positive and grateful response from the 815 N
Scott applicant upon their acceptance of register designation.
V. New Business
Annual Report—Due October 15
o Council meeting attendee: Oct 23 date was moved to December 11.
o 2024 Budget: $4,950 is being submitted.
HISTORIC COMMISSION MEETING MINUTES
Month Date, Year
o Outline of 2024 events and activities: Louise shared her submission of the 2022 Year
in Review items and the Upcoming Year 2024 items for each purpose statement in
the Historic Commission mission.
Revision of Commission goals and statement of purpose. Louise shared the proposed
revisions of the mission and purpose statement.
Acceptance in the 100 Cities/100 Memorials Project. Nancy reviewed the acceptance of the
World War I Obelisk restoration at Northside Park into this grant program. The 100
Cities/100 Memorials Project is a joint venture of the U.S. World War I Centennial
Commission and the Pritzker Military Museum & Library. The Wheaton restoration will be
included in an updated version of the publication; Louise has submitted recent high quality
photos that she took.
Vi. Miscellaneous
Status: Applicants for Vacant Positions. No applications submitted.
Review of two WRHP applicants previously rejected
o 617 N West St—occupant moved; new owner has not submitted an application.
o 831 N Washington St—application was withdrawn after research showed it had
been moved from Wayne IL.
How To Guide (previously Policy and Procedures) is now updated. Commissioners were
asked to review and comment on it in SharePoint.
Google Analytics. Louise shared the Historic Commission pageviews from the City of
Wheaton reports. Counts for the Jan-June period were 662 for the Historic Commission page
and 662 for the Wheaton Register of Historic Places. Google went to different software
beginning July 1 and this reporting is no longer available. Tracking of the GIS map was done
elsewhere and showed a view count of 5,058 as of August 15. The map reporting was
created May 27.

VIII. Adjournment. Joe moved to adjourn, Nancy seconded, and the motion passed unanimously.
