Wheaton Public Library Meeting Minutes of October 19, 2015 I. Call to Order and Roll Call: The Board of Trustees of the Wheaton Public Library held its regular monthly meeting on Monday, October 19, 2015 in the Library Board Room. President Christine Fenne called the meeting to order at 7:03 p.m. Members present at roll call were Mr. Cho, Mrs. Fenne, Mr. Harding, Mrs. Lindsey, Mrs. Metanchuk and Ms. Porter. Absent: Mr. Piemonte, Mrs. Stec and Mrs. Wonser. Betsy Adamowski, Library Director, and Lisa Christell- Sandri, Library Finance Manager and recording secretary for this meeting, were also present. II. Citizens to Be Heard: Five students from Wheaton North High School were there to observe the meeting for their AP Government class. Mr. Ted Utchen entered at 7:24 p.m. and requested to be heard. He spoke after the final Board Member Comments. He requested that the Wheaton Public Library repair its parking lot as he feels it is in great disrepair. He would like it done immediately. Mrs. Adamowski addressed him, saying that she has plans to patch, then asphalt and stripe in the next year, with a long term plan of regrading it entirely within the next 5 years. III. Presentation to Dr. Lawrence DuBose in Appreciation for Gift to Wheaton Public Library: Mrs. Fenne introduced Mr. DuBose to the Board, telling some of his background. She presented him with a plaque from the Wheaton Public Library Board of Trustees for his generous donation to the Library. Mr. DuBose thanked the Board for the plaque and spoke about his love for beekeeping. CONSENT AGENDA IV. Minutes of the September 21, 2015 Board Meeting V. Financial Reports for September 2015 and Bill Listing for October 2015 Payment: Mr. Harding moved and Mr. Cho seconded to approve the Consent Agenda items. Roll Call Vote Ayes: Mr. Cho Mrs. Fenne Mr. Harding Mrs. Lindsey Mrs. Metanchuk Ms. Porter Nays: None Absent: Mr. Piemonte Mrs. Stec Mrs. Wonser Motion Carried AGENDA VI. Friends of the Library Report – Mrs. Adamowski: Mrs. Adamowski noted that the Friends Holiday Books and Art Sale starts on November 15th. It will be set up on the main floor of the Library. She also mentioned that the McCormick Foundation asked if the Library would like to participate in a tree and room decorating contest that will be in one of the rooms of the McCormick house at Cantigny. They will contribute $2,500 to the Friends of Wheaton Library just to participate and another $2,500 to the winner of the contest. The Friends of Wheaton Public Library is now a participating library in the Fund for Illinois Libraries, which is administered by the Illinois Library Association. This allows the Friends group to accept donations as a 501(c)(3) organization. VII. Library Director’s Report for September 2015: Mrs. Adamowski will be leaving tomorrow for the Illinois Library Association (ILA) Conference that is “her” conference this year as she is the President of the ILA. She is looking forward to a busy 5 days. VIII. Unfinished Business: A. Café on the Park Update: Mrs. Adamowski handed out a construction schedule noting that it will change here and there as things go along. At this time the permit is still being worked on and will hopefully be ready by the end of October. During the construction, all the Parkview windows will be covered and work will Wheaton Public Library Meeting Minutes of October 19, 2015 occur between 6 a.m. – 2 p.m. In November there will be weekly construction meetings. She is hoping the project will be done before Christmas. B. DuPage Foundation Update: Mrs. Adamowski reported that work is being done to begin the process of setting up an endowment fund for the library with the DuPage Foundation. At this time Mrs. Adamowski, Mrs. Fenne and Mr. Piemonte have met with DuPage Foundation staff and legal counsel from both the library and the foundation are working out final details. It is hoped that the Board of Trustees will be able to approve joining the DuPage Foundation in November. IX. New Business: A. Five-Year Financial Forecast: The City Council and City Manager has requested a Five Year Financial Forecast from the library. This document is due October 30th. Mrs. Adamowski will be including the interior remodeling project, updated security system, replacement of carpeting and resurfacing of parking lots in the forecast. Mr. Piemonte entered the meeting at 7:29 p.m. A. Board Member Comments (Round the Table): Mrs. Metanchuk asked if the Department Head reports could include pictures of some of the library events. Mrs. Adamowski stated that, in January, she was going to work with the Department Heads on their reports to get them more descriptive; and yes, pictures will be a nice addition. Mr. Cho asked about the meeting with World Relief. Mrs. Adamowski said it went very well. Some things that were discussed were library staff doing library tours instead of World Relief teachers. She also mentioned that Matt Binder, our ESL librarian, has improved the ESL area to make it easier to find items. Mrs. Fenne likes the library’s new “freeze holds” option. X. Adjournment: There being no further business of the Wheaton Public Library Board of Trustees, Ms. Porter moved and Mr. Harding seconded that the meeting be adjourned. During the Citizens to be Heard portion of the agenda of the Library Board of Trustees meeting, the President of the Library Board shall recognize any person requesting to be heard. Persons speaking during the Citizens to be Heard shall not speak longer than 5 minutes and shall be permitted to speak during the Citizens to be Heard only once. Citizens should address the Board President when speaking under the Citizens to be Heard portion of the Library Agenda. III.
