I. Call to Order
The Board of Trustees of the Wheaton Public Library held its regular monthly meeting on Monday,
December 16, 2019, in the Library Board Room. Board President Christine Fenne called the meeting to
order at 7:00 p.m. Members present at roll call were: Christine Fenne, Alan Herbach, Bob Lyon, Bob
McDonough, Joe McHaley, Laurie Metanchuk and Simone Morton. Absent: Kathryn Staron and Vallari
Talapatra. Betsy Adamowski, Library Director was in attendance. Mrs. Fenne led the attendees in the
Pledge of Allegiance.
II. Citizens to be Heard
There were no citizens to be heard.

III. Minutes for the November 18, 2019 Board Meeting
IV. Financial Reports for November 2019 and Bill Listing for December 2019 Payment
Mr. McHaley moved and Mr. McDonough seconded to approve the Consent Agenda items.

There was no report.
Ms. Staron and Ms. Talapatra entered the meeting at 7:02 p.m.
VI. Library Director’s Report for November 2019
Mrs. Adamowski stated that the golf event planning is moving along and asked the trustees to see if
they could find sponsors for the holes. She said that registrations are coming in. The Library has received
a special events liquor license (covers one year) that will be required for the Mad Fore Plaid golf event.
Mrs. Adamowski passed around information on the Digital Public Library of America (www.dp.la) and
explained that people can view special collections from archive museums to cultural heritage
institutions from across the U.S. Illinois also has a digital archive site (www.idaillinois.org) which
provides information from Illinois. She stated that WPL is continuing to strive to get information onto
the site.

C. Motion to Approve a Waiver of the Bond Requirements in Accordance with Section 10-197 of
the City of Wheaton Code for the Mad Fore Plaid Event on January 31, 2020
Mr. McDonough moved and Mr. McHaley seconded to approve the motion. Mrs. Adamowski
passed around the waiver for the trustees to look over. It covers the distribution of raffle
proceeds.

D. Motion to Approve Moving $2,500 Level from Donor Wall
Mrs. Adamowski noted that the motion should state removing not moving. Mr. McDonough
moved and Mr. Herbach seconded to approve the amended motion. Mrs. Fenne stated that the
donor wall would have the four levels of $10,000/$5,000/$1,000/$500; $250/$100 would not be
on the wall, but would be on the iPad that will be stationed by the donor wall. Mrs. Adamowski
indicated that donations could be cumulative. For example: a donor giving $2,500 gets a silver
butterfly on the wall. If they donate $2,500 again the next year, that would change to a copper
butterfly. She also said that donors of $1,000 and above can write a short “reflection” of the
honoree that will be put on the iPad. When asked, Mrs. Adamowski stated that the donor wall
will be up for the Mad Fore Plaid event.

IX. Closed Session:
A. 5 ILCS 120/2 (c) (21): Discussion of minutes of meetings lawfully closed under this Act, whether
for purposes of approval by the body of the minutes of semi-annual review of the minutes as
mandated by Section 2.06
Mrs. Fenne asked for a motion to go into Closed Session for the purpose of reviewing Closed
Session Minutes 5 ILCS 120/2 (c)(21). She stated that R-01-19 Resolution Authorizing the Release
of Closed Session Minutes will be voted upon after the Closed Session. Mr. McHaley moved and
Ms. Talapatra seconded to go into Closed Session at 7:28 p.m. A voice vote was taken and motion
carried.

X. Return to Open Session:
A. Adopt R-02-19: Resolution Authorizing the Release of Closed Session Minutes (see attached)
At 7:40 p.m. Mr. McDonough moved and Ms. Talapatra seconded to adopt R-02-19 Resolution
authorizing the release of closed minutes from June 17, 2019.

XI. Board Member Comments (Round the Table)
Mr. McHaley commended the Tween department on the large growth in programming and
participation. He is happy that the youth programs are becoming more inclusive. Mrs. Fenne added
that Rachel Weiss-Binder (Head of Youth Services) has done an amazing job with the Tweens. Mrs.
Fenne reminded the Trustees that their disclosure statements are due to the City by the end of the
month.
XIII. Adjournment
There being no further business of the Wheaton Public Library Board of Trustees, Mr. McDonough
moved and Ms. Staron seconded that the meeting be adjourned. A voice vote was taken and the motion
for adjournment carried at 7:47 p.m.

RESOLUTION R-02-19
A RESOLUTION AUTHORIZING THE RELEASE OF CLOSED SESSION MINUTES
WHEREAS, 5ILCS/120 2.06 (d) provides that minutes of closed sessions should be
made public once a public body determines that it is no longer necessary to protect the public
interests or the privacy of an individual by keeping the minutes confidential; and
WHEREAS, the Wheaton Public Library Board of Trustees, in open session, reviewed
the minutes of past closed sessions currently kept in a closed file; and
WHEREAS, the Wheaton Public Library Board of Trustees has determined that a
need for confidentiality still exists as to the minutes from the closed session meetings listed on
Attachment “A” to this resolution; and
WHEREAS, the Wheaton Public Library Board of Trustees has further determined
that the need for confidentiality no longer exists as to the review session minutes from the closed
session meetings listed on Attachment “B” to this resolution and that these minutes should be
made available for public inspection; and
NOW, THEREFORE, BE IT RESOLVED by the Library Board of Trustees of the City of
Wheaton, Illinois, that the Library Director is hereby directed to place the following closed session
minutes in an open file as listed on Attachment “B” to this resolution.
