LOCAL LIQUOR CONTROL COMMISSION April 12, 2016 I. CALL TO ORDER AND ROLL CALL VOTE Chair Taylor called the April 12, 2016 Local Liquor Control Commission meeting to order at 7:30 P.M. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street. Upon roll call, the following were present: Commissioner Brown, Commissioner Pearse, Chair Taylor, Commissioner Wolgemuth. Absent: Commissioner Sender. City Staff Present: James P. Kozik, Director of Planning and Economic Development. II. PUBLIC COMMENT There was no public comment. III. APPROVAL OF MINUTES – MARCH 10, 2016 Commissioner Pearse moved and Commissioner Brown seconded a motion to approve the minutes of the March 10, 2016 Local Liquor Control Commission meeting as submitted. On a voice vote, all voted aye. IV. NEW BUSINESS Class A Liquor License/Choun's Inc. d.b.a. Choun's Restaurant/226 W. Front Street Ms. Chounphit Hatsady, owner of Choun's Inc. d.b.a. Choun's Restaurant, was in attendance to present an application for a Class A Liquor License (full liquor) for a new restaurant to be located at 226 W. Front Street (former Austin's BBQ) in Downtown Wheaton. She stated that Choun's will be a full-service Thai restaurant that will be open for lunch and dinner, 11 am to 9 pm. which will have 30+/- seats with possible future expansion of the dining room to the west for an additional 68 seats. Ms. Hatsady stated that it would be her policy to ask for I.D.'s for all customers wighinh to purchase alcohol. When questioned by Commissioner Pearse, Ms. Hatsady stated that in eleven years of owning other restaurants, she had a single liquor violation. Ms. Hatsday stated she plans to be open in early May. Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Brown seconded the motion to recommend to the City Council that a Class A Liquor License be issued to Choun's Inc. d.b.a. Choun's Restaurant. On a roll call vote, all voted aye. Class V Liquor License/River City Roaster Co./114 N. Main Street Mr. Eric Geopel, owner of River City Roaster Co., was in attendance to present an application to the City for a Class V Liquor License (Coffee Shop) for their coffee shop located at 114 N. Main Street in Downtown Wheaton. Local Liquor Control Commission Meeting April 12, 2016 Page 2 of 2 Mr. Geopel stated he has owned the business for two and a half years. Mr. Geopel stated that River City Roasters is a "Coffee Shop" as defined by Sec. 6-3 of the Wheaton Liquor Code and stated that he will be in compliance with conditions and restrictions for the retail sale of beer and wine as provided for in Sec. 6-87 subsection (24) of the Wheaton Liquor Code. The Commission then discussed River City's proposed operation relative to the requirements of the City Code regarding the service of alcohol. Mr. Geopel stated that it is his intention to begin the service of alcohol on May 20th. Hearing no further questions or comments, Commissioner Brown moved and Commissioner Pearse seconded the motion to recommend to the City Council that a Class V Liquor License be issued to River City Roaster Co. On a roll call vote, all voted aye. V. MISCELLANEOUS There was no miscellaneous business. VI. ADJOURNMENT The meeting was adjourned at 7:55 P.M. Respectfully submitted, James P.
