LOCAL LIQUOR CONTROL COMMISSION
August 11, 2016
I. CALL TO ORDER AND ROLL CALL VOTE
Chair Taylor called the August 11, 2016 Local Liquor Control Commission meeting to order at 7:30
P.M. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street.
Upon roll call, the following were present: Commissioner Pearse, Commissioner Sender, Chair
Taylor, Commissioner Wolgemuth. Absent: Commissioner Brown. City Staff Present: James P.
Kozik, Director of Planning and Economic Development.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – July 14, 2016
Commissioner Pearse moved and Commissioner Wolgemuth seconded a motion to approve the
minutes of the July 14, 2016 Local Liquor Control Commission meeting as submitted. On a voice
vote, all voted aye.
IV. NEW BUSINESS
Proposed Liquor Code Amendment/Sunday Liquor Sales Start Time/Class H/Bowling
Alleys
Mr. Jim Thatcher, general manager for Fox Bowl, was in attendance to present a request for a
change in the Sunday liquor sales start time to accommodate two prospective leagues and a
tournament.
Mr. Thatcher stated that the current liquor sales hours for a Class H licensee are Monday thru
Thursday 8:00 a.m. to 1:00 a.m., Friday and Saturday 8:00 a.m. to 2:00 a.m., and Sunday 12:00
noon to 1:00 a.m.
Mr. Kozik stated that two years ago, upon recommendation from the Liquor Commission, the
Sunday liquor sales start times were amended to 7 a.m. for number of license classifications
including restaurants and grocery stores. Mr. Kozik stated that State Statute allows municipalities to
set whatever hours they deem appropriate as they pertain to Sunday sales.
To be consistent with the Class H liquor sales staring times during the week and on Saturdays, Mr.
Kozik stated that it would be staff’s recommendation that the Sunday liquor sales time for the Class
H Liquor License Classification be amended to 8 a.m.
Members of the Commission discussed the proposed request and agreed that a 7 a.m. start would
allow consistency with most of the other license classifications.
Commissioner Wolgemuth then moved and Commissioner Pearse seconded a motion to recommend
to the City Council that the Sunday liquor sales time for the Class H Liquor License Classification
be amended to 8 a.m. or in the alternative; a 7 a.m. start time during the week and weekend if the
Council felt it desired uniformity in the start time for various license classifications.

The motion carried unanimously.
V. ADJOURNMENT
The meeting was adjourned at 7:40 P.M.
