I. CALL TO ORDER AND ROLL CALL VOTE
Mr. Kozik called the February 14, 2019 meeting of the Local Liquor Control Commission meeting to order
at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street.
Upon roll call, the following were present: Commissioner Pearse, Commissioner Sender, Commissioner
Wolgemuth. Absent: Commissioner Brown, Chair Taylor. City Staff Present: James P. Kozik, Director of
Planning and Economic Development.
Mr. Kozik asked for a motion to appoint a Chair pro tem. Commissioner Pearse moved and
Commissioner Wolgemuth seconded a motion to appoint Commissioner Sender as Chair pro tem. On a
voice vote, all voted aye.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – December 12, 2018
Commissioner Wolgemuth moved and Commissioner Pearse seconded a motion to approve the minutes
of the December 12, 2018 Local Liquor Control Commission meeting as submitted. On a voice vote, all
voted aye.
IV. NEW BUSINESS
Application for a Class E Liquor License, Class E-Café Liquor License and approval of a
Courtyard – Pete’s Fresh Market – 151 Rice Lake Square
Ms. Stephanie Dremonas, representing Royale Liquors LLC, DBA Pete’s Fresh Market, was in attendance
to present an application for a Class E Liquor License, a Class E-Café Liquor License and approval of a
courtyard for their store that is currently under construction at 151 Rice Lake Square to the Board.
Ms. Dremonas stated that in addition to a Class E Liquor License to allow the sale of packaged goods,
Pete’s Fresh Market is seeking a Class E – Café License to allow the sale of beer and wine in their café
which is located near the front of the store.
Lastly, Ms. Dremonas stated that Pete’s Fresh Market is proposing an enclosed "Courtyard" located on
the south end of their store. The courtyard area would have access from the café dining area inside the
store and would be portioned off as a designated sitting area.

Commissioner Pearse questioned Ms. Dremonas about the number of stores Pete’s operates and how
many of them have liquor licenses. Ms. Dremonas stated that they operate 14 grocery stores and that 8
of them have liquor licenses. Ms. Dremonas stated that this located is scheduled to open in mid April.
Ms. Dremonas further added they have had no liquor violations at their other locations.
Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Wolgemuth
seconded a motion to recommend approval of an application for a Class E Liquor License, Class E-Café
Liquor License and approval of a Courtyard to Royale Liquors LLC, DBA Pete’s Fresh Market, 151 Rice
Lake Square. On a roll call vote; all voted aye.
V. MISCELLANEOUS BUSINESS
There was no miscellaneous business.
VI. ADJOURNMENT
The meeting was adjourned at 7:20 P.M.
