I. CALL TO ORDER AND ROLL CALL VOTE
Mr. Kozik called the April 24, 2019 meeting of the Local Liquor Control Commission meeting to order at
7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street.
Upon roll call, the following were present: Commissioner Brown, Commissioner Pearse, Commissioner
Sender. Absent: Chair Taylor, Commissioner Wolgemuth. City Staff Present: James P. Kozik, Director of
Planning and Economic Development.
Mr. Kozik asked for a motion to appoint a Chair pro tem. Commissioner Pearse moved and
Commissioner Brown seconded a motion to appoint Commissioner Sender as Chair pro tem. On a voice
vote, all voted aye.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – February 14, 2019
Commissioner Pearse moved and Commissioner Brown seconded a motion to approve the minutes of
the February 14, 2019 Local Liquor Control Commission meeting as submitted. On a voice vote, all voted
aye.
IV. NEW BUSINESS
Outdoor Special Event Liquor Licenses - 2019 - Wheaton Park District
Mr. Dan Novak, representing the Wheaton Park District, was in attendance to present applications for
Outdoor Special Event Liquor Licenses in connection with four Outdoor Special Events; Taste of
Wheaton, Cosley Zoo Uncorked, Brew Fest and Octoberfest.
Mr. Novak stated that Taste of Wheaton will be held on Thursday, May 30th thru Sunday, June 2nd with
varying hours ending at 10 P.M. on Thursday, Friday and Saturday (7 P.M. on Sunday) (their application
also includes an 8:00 A.M. start date on Saturday, June 1st to provide a post-race party for the Run for
the Animals race participants).
He stated that as in previous years, the entire area devoted to the sale of alcohol within Memorial Park
will be fenced off. Wheaton Police and BASSET/Wheaton Police-trained volunteers will be on duty at
the entrances to check ID’s and “band” attendees wishing to purchase alcohol. All servers at the event
will receive alcohol training pursuant to the Liquor Ordinance requirements.

Mr. Novak stated that Cosley Zoo Uncorked, a wine tasting event, will be held at Cosley Zoo on
Thursday, July 25th from 5:30 -8:30P.M. The event operates in a similar manner as the Downtown
Wheaton Association’s Wine Walk events.
Mr. Novak stated that last year, the Liquor Commission reviewed and approved a request from the Park
District to add Cosley Zoo as an approved location to hold an outdoor special event. For the past several
years, he stated that Cosley Zoo utilized the Arrowhead Golf Club liquor license through a “letter of
reciprocity” to provide a wine tasting event at the zoo. Because the event has grown in size over the
years, he stated that staff determined that it would be appropriate to accommodate this event through
the issuance of an Outdoor Special Event Liquor License.
Mr. Novak stated that there have been no unfavorable incidences related to the event and the Park
District has always taken great care in following the tasting and pour guidelines set forth by the City and
the State. Wheaton Police and BASSET/Wheaton Police-trained volunteers will be on duty at the
entrance to check ID’s and “band” attendees participating in the event. All servers at the event will
receive alcohol training pursuant to the Liquor Ordinance requirements.
Mr. Novak stated that Brew Fest will be held in Memorial Park on Saturday, August 3rd from noon to
4:30 P.M.
As in previous years, Mr. Novak stated that the entire area devoted to the sale of alcohol within

Mr. Novak stated that last year, the Park District held their inaugural Octoberfest event in memorial
Park. Due to proposed construction at Memorial Park, the Park District is proposing hosting the event on
the Wesley Street between Cross Street and Main Street.
He stated that his event will be held on Saturday, October 5th from 2 to 9 P.M. As with their other
outdoor special events which serve alcohol, the entirety of the beer garden area will be fenced off.
Wheaton Police and BASSET/Wheaton Police-trained volunteers will be on duty at the entrances to
check ID’s and “band” attendees wishing to purchase alcohol. In addition, all servers at the event will
receive alcohol training pursuant to the Liquor Ordinance requirements.
Commissioner Pearse moved and Commissioner Brown seconded a motion to recommend that Outdoor
Special Event Liquor Licenses be issued to the Park District for Taste of Wheaton, Cosley Zoo Uncorked,
Brewfest and Octoberfest. On a roll call vote; all voted aye.
Application for a Class A Liquor License – Altiro Wheaton – 132 N. Hale Street
Mr. Roberto Avila, representing Altiro Wheaton Nueva Era, LLC, DBA Altiro Wheaton, was in attendance
to present an application for a Class A Liquor License to the Board.
Mr. Avila stated that Altiro Wheaton is a proposed 50 seat Latin fusion restaurant to be located in the
former Cellar Bistro space at 132 N. Hale Street. He stated that he currently has four existing restaurants
in Roscoe Village in Chicago, Geneva, West Chicago and La Grange. A fifth restaurant in Aurora is
opening soon.

In response to a question form Commissioner Pearse, Mr. Avila stated that he has not had any liquor
violations at any of his other restaurants.
Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Brown
seconded a motion to recommend approval of Class A Liquor Licenses to Altiro Wheaton Nueva Era, LLC,
DBA Altiro Wheaton. On a roll call vote; all voted aye.
Application for a Class A Liquor License and approval of a Courtyard – Hen House of
Wheaton – 1060 College Avenue
Ms. Alexandra Liakatas, representing Salt 4, Inc., DBA The Hen House of Wheaton, was in attendance to
present an application for a Class A Liquor License to the Board.
Ms. Liakatas stated that The Hen House of Wheaton is a 70 seat breakfast and lunch restaurant that
opened four months ago in the former Fire It Up taco space at 1060 College Avenue. She stated that the
restaurant also has an existing outdoor courtyard which is surrounded by a five foot high brick wall.
Ms. Liakatas stated that all employees involved in the service and sale of alcohol will be BASSET trained.
Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Brown
seconded a motion to recommend approval of Class A Liquor Licenses to Salt 4, Inc., DBA The Hen House
of Wheaton. On a roll call vote; all voted aye.
V. MISCELLANEOUS BUSINESS
There was no miscellaneous business.
VI. ADJOURNMENT
