July 11, 2019 I. CALL TO ORDER AND ROLL CALL VOTE Mr. Kozik called the July 11, 2019 meeting of the Local Liquor Control Commission meeting to order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street. Upon roll call, the following were present: Commissioner Pearse, Commissioner Sender, Chair Taylor. Absent: Commissioner Brown and Commissioner Wolgemuth. City Staff Present: James P. Kozik, Director of Planning and Economic Development. II. PUBLIC COMMENT There was no public comment. III. APPROVAL OF MINUTES – June 13, 2019 Commissioner Pearse moved and Commissioner Sender seconded a motion to approve the minutes of the June 13, 2019 Local Liquor Control Commission meeting as submitted. On a voice vote, all voted aye. IV. NEW BUSINESS Outdoor Special Event Liquor License/2019 Wheaton Park District and FT Cares Foundation Annual Night Run Ms. Christine Nemetz, Superintendent of Market and Special Events for the Wheaton Park District, was in attendance to present the Park District’s application for an Outdoor Special Event Liquor License application in connection with the 2019 Wheaton Park District and FT Cares Foundation Annual Night Run to the Commission. Ms. Nemetz stated that the event is scheduled on September 28, 2019 on the 100 block of east Liberty Drive and Parking Lot #3. Ms. Nemetz stated that the 5K Night Run starts at 7pm with pre and post run activities taking place between 5:30-9:30pm. Ms. Nemetz stated that this event has taken place for five years, but this will be the first time that an Outdoor Special Event Liquor License has been requested. As with their other outdoor special events which serve alcohol, Ms. Nemetz stated that the entirety of the beer garden area will be fenced off. Wheaton Police and BASSET/Wheaton Police-trained volunteers will be on duty at the entrances to check ID’s and “band” attendees wishing to purchase alcohol. In addition, all servers at the event will receive alcohol training pursuant to the Liquor Ordinance requirements. WHEATON LIQUOR CONTROL COMMISSION MEETING July 11, 2019 Hearing no further questions or comments, Commissioner Sender moved and Commissioner Pearse seconded a motion to recommend that the Outdoor Special Event Liquor License be issued to the Park District for their September 28th event. On a roll call vote, all vote aye. Application for a Class A Liquor License for the Honey-Jam Café II LLC d/b/a Butterfields, 351 Rice Lake Square. Ms. Caroline Brannan, co-owner of Honey-Jam Café II LLC, was in attendance to review an application for a Class A liquor license from Honey-Jam Café II LLC d/b/a Butterfields for their restaurant at 351 Rice Lake Square. Ms. Brannan stated that Butterfields is a 250 seat breakfast and lunch restaurant that has been in business for 19 years. The restaurant has recently been purchased by Honey-Jam Café II LLC. Ms. Brannan stated that she is seeking a Class A Liquor License in order to provide similar menu offerings (Mimosa’s and Bloody Mary’s) as their other locations. Ms. Brannan stated that liquors sales represent a tiny portion of their sales (1½%) and they have never had a violation at any of their other restaurants. Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Sender seconded a motion to recommend that a Class A Liquor License be issued to Honey-Jam Café II LLC d/b/a Butterfields. On a roll call vote, all vote aye. V. MISCELLANEOUS BUSINESS There was no miscellaneous business. VI. ADJOURNMENT The meeting was adjourned at 7:18 P.M. Respectfully submitted, James P.
