February 10, 2022 I. CALL TO ORDER AND ROLL CALL VOTE Planning and Economic Development Director Kozik called the February 10, 2022 meeting of the Local Liquor Control Commission to order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street and via Zoom. Upon roll call, the following were present: Commissioner Brown, Commissioner Pearse, Commissioner Sender (7:06 P.M.) and Commissioner Whitmer. Absent: Chair Taylor. City Staff Present: James P. Kozik, Director of Planning and Economic Development. Commissioner Brown moved and Commission Whitmer seconded a motion to nominate Commissioner Pearse as Chair Pro-Tem. On a voice vote, all voted aye. II. PUBLIC COMMENT There was no public comment. III. APPROVAL OF MINUTES – October 14, 2021 Hearing no questions or comments, Commissioner Brown moved and Commissioner Whitmer seconded a motion to recommend approval of the minutes of the October 14, 2021 Local Liquor Control Commission meeting as submitted. On a voice vote, all voted aye. IV. NEW BUSINESS Application for a Class A Liquor License – Murray Industries LLC DBA Lola’s Ristorante 230 W. Front Street Ms. Kathleen Murray, owner of Murray Industries LLC DBA Lola’s Ristorante, was in attendance via Zoom to present an application to the Commission for a Class A Liquor License for her proposed restaurant. Ms. Murray stated that Lola’s Ristorante is a proposed 150 seat Italian restaurant to be located in the former Sushi Mono space at 230 W. Front Street. While to be redecorated, she stated that the floorplan of the proposed restaurant will be largely unchanged from that of Sushi Mono’s. Ms. Murray then described her liquor sales training procedures for the Commission. Hearing no further questions or comments, Commissioner Brown moved and Commissioner Whitmer seconded a motion to recommend that a Class A Liquor License be approved for Murray Industries LLC DBA Lola’s Ristorante, 230 W. Front Street. On a roll call vote, all voted aye. WHEATON LIQUOR CONTROL COMMISSION MEETING February 10, 2022 Amendment to Section 6-87, Subsection1, 2 and 9 of the Wheaton City Code - “To-Go” State Statute Reference Mr. Kozik stated that in order to incorporate updated State regulations regarding “To-Go” alcohol sales, staff is proposing an amendment to Section 6-87, Subsections 1, 2 and 9 of the Wheaton City Code (Class A, B and I Licenses) which would require the sale and delivery of "to go" mixed drinks, cocktails, and single servings of wine be subject to the conditions of 235 ILCS 5/6-28.8 which contain requirements on age verification, approved product containers and labeling. Following a brief discussion by the Commission, Commissioner Brown moved and Commissioner Sender seconded a motion to recommend approval of the proposed amendment to the City Council. On a roll call vote, all voted aye. V. MISCELLANEOUS BUSINESS There was no miscellaneous business. VI. ADJOURNMENT The meeting was adjourned at 7:13 P.M. Respectfully submitted, James P.
