WHEATON PLANNING AND ZONING BOARD
I. CALL TO ORDER AND ROLL CALL VOTE
Chair Weller called the August 8, 2017 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in
the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were:

II. APPROVAL OF MINUTES - JULY 25, 2017
The minutes were approved as presented.
III. PUBLIC COMMENT
There was none.
IV. OLD BUSINESS
ZA # 17-18/ PUD AMENDMENT/ 1000 W. PRAIRIE AVENUE/ WHEATON SPORTS CENTER
Chair Weller reconvened the public hearing on Tuesday, August 8, 2017. Chair Weller stated that Ms. Aranas
had submitted a letter that was incorporated into the record. The letter stated that her status as an adjacent
homeowner creates an indirect economic interest and discretionary conflict of interest for which she is recusing
herself from any further deliberations on this matter.
Ms. Russell reiterated that to provide for the safety and security of their members and staff, the Wheaton Sports
Center is requesting an amendment to the existing parking lot lighting restriction to install two, 25-foot tall
parking lot lights on 3-foot bases with LED fixtures.
Erik Miller, 1000 W. Prairie Avenue, Wheaton was sworn in. Mr. Miller stated that he works for the Wheaton
Sports Center with Ms. Russell. He added that he owns a house that backs up to an illuminated parking lot at
northside park and his family has not experienced any issues with the lights. He added that he has also not
experienced a negative impact on his property value with the installation of the parking lot lighting.
Ms. Russell stated that since the last meeting the Wheaton Sports Center updated the photometrics plan to
include the property line and glare shields on the proposed lights. She added that the glare shields significantly
reduced the proposed light levels at the property line. She added that it was always their intent to include the
glare shields but they were accidently omitted from the original photometrics plan.
Staff Planner Jones stated that the Wheaton Zoning Ordinance limits light levels at the property lines to .5
footcandles. Between the hours of 10 pm and 6 am, the Wheaton Zoning Ordinance further limits the light
levels along residential property lines to .05 footcandles. Since the light levels shown on the lighting plan are as
high as .1 footcandles at the property lines, staff recommends the parking lot shall not be illuminated between
the hours of 10 pm and 6 am.

Mr. Stozek stated that there he was disappointed the Wheaton Sports Center had not made more changes to the
photometrics plan. He questioned why they had not looked at having more lower lights instead of the two, 28-
foot tall lights that are proposed.
Mr. Sippel stated that he was concerned the light levels shown on the photometrics plan may not be accurate.
He questioned what options the neighbors have if the lights are installed and they have glare issues.
Mr. Dabovich moved and then Mr. Wanzung seconded the motion to close the public hearing. On a voice vote,
all voted aye.
The Board decided to vote this evening.
Mr. Wanzung moved and then Mr. Gudmundson seconded the motion to approve ZA #17-18, subject to the
following conditions:
1. The parking lot shall not be illuminated between the hours of 10 pm and 6 am; and
2. The new parking lot lights shall be installed in compliance with the photometrics plan dated August 1, 2017.

V. MISCELLANEOUS
Staff Planner Jones stated that a training for the Planning and Zoning Board had been scheduled for Tuesday,
September 26, 2017 starting at 6:30 pm.
VI. ADJOURNMENT
Mr. Wanzung moved and then Mr. Gudmundson seconded the motion to adjourn the meeting at 7:30 p.m. On a
voice vote, all voted aye.
