March 27, 2018 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Weller called the March 27, 2018 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Christopher Dabovich Bob Gudmundson Mark Plunkett Dan Wanzung Scott Weller Absent: Cecilia Horejs City Staff Present: Tracy Jones, Staff Planner II. APPROVAL OF MINUTES - MARCH 13, 2018 The minutes were approved as presented. III. PUBLIC COMMENT There was none. IV. NEW BUSINESS ZA #18-04/ TEXT AMENDMENT/ ARTICLE 22.4.9/ LIGHTING Pursuant to notice duly published on March 9, 2018, Chair Weller called to order the March 27, 2018 public hearing requesting a proposed amendment to Article 22 of the Wheaton Zoning Ordinance pertaining to Parking Lot Lighting. The proposed text amendment, initiated by City Staff, deletes the existing regulations for Article 22.4.9 in their entirety and replaces them with new language that includes standards for LED fixtures. A letter and email from Mr. Robert Stozek were incorporated into the record. Staff Planner Jones stated that while the City does not require LED fixtures for parking lot lighting, increasing numbers of these fixtures are being used for new parking lots or for retrofits of older high-pressure sodium and/ or metal halide fixtures in existing parking lots. The existing language in Wheaton’s Zoning Ordinance does not include any differentiation for LED fixtures which can be much brighter than the older style fixtures. Staff Planner Jones stated that after holding a 2017 Wheaton Sports Center public hearing pertaining to a PUD Amendment for parking lot lighting, staff realized it was time to update this section of the Zoning Ordinance to address many of the glare concerns that were raised during the public hearing process. Staff Planner Jones stated that Article 25.7.2 of the Wheaton Zoning Ordinance limits lighting in residential districts between the hours of 10:00 pm and 6:00 am to .05 footcandles at the property line. No changes to these limits are proposed. Staff Planner Jones stated that staff is proposing the following language for Article 22.4.9 - Lighting: “Lighting. Parking lot lighting shall be required for all parking lots containing more than twenty (20) spaces. All lighting, except necessary for security purposes, shall be extinguished one-half (½) hour after the close of business. Wheaton Planning and Zoning Board March 27, 2018 Page 2 of 2 Lighting for off-street parking facilities shall be of a shoe-box style luminare with a flat lens installed parallel to the ground to prevent glare at eye level on surrounding public and/ or private property. The footcandle illumination of lighting shall not exceed 0.5 footcandles at the property line. The maximum luminare for high pressure sodium and/ or metal halide fixtures shall be 400 watts and the maximum pole height shall be 30 feet. LED fixtures shall be installed parallel to the ground and shall comply with the maximum footcandle, maximum luminare (through a lumen to watt conversion), and maximum pole height of the general requirements for parking lot lighting. LED fixtures shall have shields to minimize glare on surrounding public and/ or private property. When LED fixtures are installed adjacent to property lines, a Type II or Type III LED Lighting Distribution Style shall be required.” The Board recommended splitting the lighting requirements into two categories, one for Traditional (Non-LED) Fixtures and one for LED Fixtures. The Board further recommended that staff research the minimum size requirements for light shields and possible limits on Kelvins or light bulb color temperature for the next meeting. Staff Planner Jones stated that she would have the additional information for the Board’s next meeting on this item. Mr. Dabovich moved and then Mr. Gudmundson seconded the motion to continue discussion of this item until Tuesday, April 24, 2018. On a voice vote, all voted aye. V. MISCELLANEOUS There was none. VI.
