July 10, 2018 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Weller called the July 10, 2018 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Christopher Dabovich Bob Gudmundson Mark Plunkett Dan Wanzung Scott Weller Absent: Cecilia Horejs City Staff Present: Tracy Jones, Staff Planner II. APPROVAL OF MINUTES - MAY 22, 2018 The minutes were approved as presented. III. PUBLIC COMMENT There was none. IV. NEW BUSINESS ZA #18-11/ PUD AMENDMENT/ 101 E. COLE AVENUE AND 2015 N. MAIN STREET/ 20-15 REALTY, LLC Pursuant to notice duly published on June 23, 2018 and letters mailed to neighboring property owners on June 21, 2018, Chair Weller called to order the July 10, 2018 public hearing requesting a special use permit for a planned unit development amendment to allow the property at 101 E. Cole Avenue to be consolidated with the existing Wheaton Eye Clinic property located at 2015 N. Main Street. Randall Bus, 2280 White Oak Circle, Aurora was sworn in. Mr. Bus stated that he was the engineer working on the project. Mr. Bus stated that his client is requesting a special use permit for a planned unit development amendment to allow the property at 101 E. Cole Avenue to be consolidated with the existing Wheaton Eye Clinic property located at 2015 N. Main Street. The existing building at 101 E. Cole Avenue would be demolished and both properties would remain classified in the O-R Office Research Zoning District. The application is further requesting a parking lot expansion (Phase 1) and two building additions (Phase 2) for the Wheaton Eye Clinic property located at 2015 N. Main Street. Mr. Bus stated that the existing Wheaton Eye Clinic property has 243 parking spaces. Medical and Dental Clinics are required to provide 4.5 parking spaces per 1,000 square feet of floor area. The applicant is planning to add 39 parking spaces for a total of 282 parking spaces as part of the parking lot expansion (Phase 1). The two building additions (Phase 2) total 8,000 square feet requiring 36 additional parking spaces. Mr. Bus stated that they are proposing to relocate the Main Street access drive approximately 35 feet south of its present location. The purpose of the access drive relocation is to accommodate a new building addition proposed for the future. Staff has no objection to the new location of the Main Street access drive as it will not adversely affect the traffic along Main Street. The plans indicate revised pavement markings on Main Street for a left-turn lane for south bound access to the site. Wheaton Planning and Zoning Board July 10, 2018 Page 2 of 2 Mr. Bus stated that they are proposing a new access drive to the south parking lots from Cole Avenue. Unlike the Main Street access drive, staff does not support this new access drive from Cole Avenue as there exists a site access drive from Cole Avenue approximately 100 feet east of the proposed access drive. The parking lot drive aisles are interconnected on site allowing for traffic to maneuver through the site to either of the existing site access drives on Main Street or Cole Avenue. Mr. Bus addressed the special use standards as required by the Zoning Ordinance. He stated that the proposed special use would not be detrimental to the public health, safety, morals, comfort, convenience or general welfare of the neighboring property owners. Tim Doyle, 100 Wheaton Oaks Court, Wheaton was sworn in. Mr. Doyle stated that he was the contractor working on the project. He added that they have prepared building elevations as part of their special use submittal. He added that the two building additions would match the existing Wheaton Eye Clinic building in terms of design, material and color. Mr. Doyle stated that they have prepared floor plans as part of their special use permit submittal. The first addition, a 3,200 square foot one-story addition to the surgery center, is located at the southwest corner of the existing building and maintains the existing building setback off Main Street. The second addition, a 4,800 square foot two-story addition to the optical retail area, is located at the southeast corner of the existing building and maintains a building setback of 46 feet from the east property line. The existing drop-off lane on the south side of the existing building would be reconfigured to accommodate the two building additions and the existing porticos would be enlarged. Mr. Gudmundson questioned if the Wheaton Eye Clinic has an excessive number of handicapped parking spaces. David Dopp, 2015 N. Main Street, Wheaton was sworn in. Mr. Dopp stated that he was representing the Wheaton Eye Clinic. He added that there is an excessive number of handicapped parking spaces by accessibility standards, however the extra spaces were requested by patients and are used on a regular basis. Mr. Gudmundson questioned the orientation of the parking spaces, the creation of new dead-end runs, the location of customer versus employee parking and the new access onto Cole Avenue. The Board agreed with the concerns raised by Mr. Gudmundson and decided to continue discussion of this item until the Board next regular meeting on July 24, 2018. The Board encouraged the applicant to modify their request and/ or meet with Staff prior to the next meeting. Mr. Wanzung moved and then Mr. Plunkett seconded the motion to continue discussion of this item until Tuesday, July 24, 2018. On a voice vote, all voted aye. V. MISCELLANEOUS There was none. VI.
