WHEATON PLANNING AND ZONING BOARD
I. CALL TO ORDER AND ROLL CALL VOTE
Chair Weller called the July 24, 2018 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the
Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were:

II. APPROVAL OF MINUTES - JULY 10, 2018
The minutes were approved as presented.

There was none.
IV. OLD BUSINESS
ZA #18-11/ PUD AMENDMENT/ 101 E. COLE AVENUE AND 2015 N. MAIN STREET/ 20-15 REALTY,
LLC
Chair Weller reconvened the public hearing on Tuesday, July 24, 2018. Chair Weller stated that following a
presentation by the petitioner and questions and comments from the Board, the July 10, 2018 public hearing was
continued until July 24, 2018 to provide the petitioner with time to modify their proposed parking lot expansion
to address various concerns raised by Staff and the Board. These concerns included the orientation of the
parking spaces, the creation of new dead-end runs, the location of customer versus employee parking and the
new access onto Cole Avenue.
Mr. Bus stated that since the public hearing on July 10, 2018, the applicant met with Staff to discuss the various
concerns raised by Staff and the Board. The applicant is proposing to keep the orientation of the parking spaces
and the creation of the new dead end runs the same in the parking lot expansion. However, the new dead-end
run portions of the parking lot, as well as the existing parking lot on the south side of Cole Avenue, would be
designated employee only parking. The applicant would also limit the new access onto Cole Avenue to a single,
right out lane only which is reflected on the revised site plan.
Mr. Plunkett moved and then Mr. Gudmundson seconded the motion to close the public hearing. On a voice
vote, all voted aye.
The Board decided to vote this evening.
Mr. Gudmundson moved and then Mr. Wanzung seconded the motion to approve the PUD Amendment to allow the
property at 101 E. Cole Avenue to be consolidated with the existing Wheaton Eye Clinic property located at 2015 N.
Main Street, subject to the following conditions:

1. The proposed parking lot light levels along the south property line shall be revised to not exceed .5
footcandles; and
2. The new access drive from Cole Avenue shall be limited to a single, right-out lane only.

Mr. Plunkett moved and then Mr. Gudmundson seconded the motion to adjourn the meeting at 7:30 p.m. On a
voice vote, all voted aye.
