November 14, 2023 Wheaton Planning and Zoning Board I. Call To Order and Roll Call Vote Chair Aranas called the Tuesday, November 14, 2023, Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in-person and via zoom. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Chris Dabovich Chris Derrick Bob Gudmundson Mark Plunkett Absent: Cecilia Horejs Dan Wanzung City Staff Present: Tracy Jones, Staff Planner Joe Tebrugge, Director of Engineering II. Approval of Minutes - October 24, 2023 The minutes were approved as amended. III. Public Comment There was none. IV. Old Business ZA #23-19/ Special Use Permit/ 1401 S. Naperville Road/ Bethel Presbyterian Church Chair Aranas reconvened the public hearing requesting a special use permit pursuant to Article 7.1.6 of the Wheaton Zoning Ordinance to allow the construction and use of a new 1,350 square foot entrance vestibule addition to the existing Bethel Orthodox Presbyterian Church building located at 1401 S. Naperville Road. The subject property is approximately 4.06 acres in size and zoned R-1 Residential District. Chair Aranas stated that the original engineering plans were lacking critical information. The applicant, however, submitted a revised engineering plan for the continued public hearing on November 14, 2023 and staff determined that the applicant had submitted enough information to proceed through the remainder of the zoning process. The Board felt, and staff concurred, that the preliminary engineering plan shall be subject to additional staff review prior to the issuance of a site development permit. The revised engineer plans show the removal and replacement of the existing privacy fence along the north property line. This fence is intended to screen the headlights from the church parking lot. Since the proposed grade at the north property line will be lower than the existing grade, the Board felt, and staff concurred, that Wheaton Planning and Zoning Board November 14, 2023 Page 2 of 2 that a taller privacy fence would be required along the north property line to adequately screen the headlights from the church parking lot. Mr. Gudmundson moved and then Mr. Plunkett seconded the motion to close the public hearing. On a voice vote, all voted aye. Mr. Dabovich moved and then Mr. Plunkett seconded the motion to recommend approval of a special use permit pursuant to Article 7.1.6 of the Wheaton Zoning Ordinance to allow the construction and use of a new 1,350 square foot entrance vestibule addition to the existing Bethel Orthodox Presbyterian Church building located at 1401 S. Naperville Road, subject to the following conditions: 1. The preliminary engineering plan shall be subject to additional staff review prior to the issuance of a site development permit. 2. A taller privacy fence shall be installed along the north property line to adequately screen the headlights from the church parking lot, with the fence height to be determined based upon the finished grade of the improvements in this area.
