September 24, 2024 Wheaton Planning and Zoning Board I. Call To Order and Roll Call Vote Acting Chair Plunkett called the Tuesday, September 24, 2024, Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in-person and via zoom. Upon roll call, the following were: Roll Call Vote Present: Chris Dabovich Chris Derrick Bob Gudmundson Cecilia Horejs Mark Plunkett Dan Wanzung Absent: Nicole Aranas City Staff Present: Tracy Jones, Staff Planner Joe Tebrugge, Director of Engineering II. Approval of Minutes - August 27, 2024 The minutes were approved as presented. III. Public Comment There was none. IV. New Business ZA #24-12/ Lot Width Variation/ 911 N. Wheaton Avenue/ Bredehoeft Builders, Inc. Pursuant to notice duly published on September 5, 2024, and letters mailed to neighboring property owners on September 4, 2024, Acting Chair Plunkett called to order the September 24, 2024 public hearing requesting a requesting a variation to Article 3.4B.3a of the Wheaton Zoning Ordinance to allow the construction and use of a two-story addition on an existing single-family residence with an existing lot width of 44.6 feet in lieu of the required 50.0 feet, all on property commonly known as 911 N. Wheaton Avenue. Todd Bredehoeft, 120 W. Prairie Avenue, Wheaton was sworn in. Mr. Bredehoft stated that he was the builder working on this project. He stated that the subject property is located on the east side of Wheaton Avenue between Forest and Harrison Avenues. The property is improved with an existing two-story residence and a detached garage built in 1922. Mr. Bredehoeft stated that a lot width variation was previously granted for an addition in 2021 by City Ordinance No. 0-2021-52 (please see attached). He added that Article 5.7.B(3).9 of the Zoning Ordinance states, however, that no non-administrative variation shall be valid unless completed within 12 months of approval. Thus, the applicant is required to go through the variation process again. Wheaton Planning and Zoning Board September 24, 2024 Page 2 of 3 Mr. Bredehoeft stated that his client is requesting a variation to Article 3.4B.3a of the Wheaton Zoning Ordinance to allow the construction and use of a two-story addition on to an existing single-family residence with an existing lot width of 44.6 feet in lieu of the required 50.0 feet. The two-story addition is proposed at the rear of the existing residence and includes an expanded kitchen and family room on the first floor and a master bedroom suite on the second floor. The proposed side yard setbacks for the addition would range between 9.03 and 9.07 feet and would exceed the required side yard setbacks for an existing, 50.0-foot-wide buildable lot. Staff Planner Jones stated that the proposed addition complies with all setback, height, floor area ratio, and lot coverage requirements and the footprint of the proposed addition is actually slightly smaller than the original addition approved in 2021. Mr. Gudmunson questioned whether the addition could be constructed two feet higher than the known high- water level to comply with City Code. Mr. Bredehoeft stated that he would work with the project engineer and project architect to address this requirement. Mr. Gudmundson moved and then Mr. Derrick seconded the motion to close the public hearing. On a voice vote, all voted aye. Mr. Dabovich moved and then Ms. Horejs seconded the motion to waive their regular rules and vote tonight. Mr. Wanzung moved and then Mr. Derrick seconded the motion to recommend approval of ZA # 24-12 requesting a lot width variation to allow the construction and use of a two-story addition on an existing single- family residence, subject to the following conditions: 1. Per City Code, the foundation for the addition is required to meet the flood protection elevation requirement and shall be constructed two feet higher than the known high-water level (T/F at least 757.20). 2. Should the development displace any of the current flood storage volume, then compensatory storage shall be required at a 1:1 ratio and a stormwater easement shall be granted over the compensatory storage area. 3. The plans show a sump pump in the addition and per City Code a storm sewer service shall be required to be installed from the City main to the sump pump discharge. 4. The preliminary engineering plan shall be subject to further staff review prior to the issuance of a site development permit.
