Monday, Oct. 14, 2019 I. Call to Order and Roll Call The public hearing of the Wheaton City Council was called to order at 7:00 p.m. The public hearing was held in the Council Chambers, Wheaton City Hall, 303 W. Wesley Street, Wheaton, Illinois. Upon roll call, the following were: Present: Councilman Barbier Councilwoman Bray-Parker Councilwoman Fitch Councilwoman Robbins Councilman Rutledge Absent: Mayor Suess Councilman Zaruba City Staff Present: Michael Dzugan, City Manager John Duguay, Assistant City Manager Robert Lehnhardt, Director of Finance James Kozik, Director of Planning & Economic Development Paul Redman, Director of Engineering Arin Thrower, Public Information Officer Susan Bishel, Public Relations Coordinator Councilwoman Robbins moved and Councilwoman Bray-Parker seconded a motion to appoint Councilman Rutledge Mayor Pro Tem. Roll Call Vote: Ayes: Councilwoman Robbins Councilman Barbier Councilwoman Bray-Parker Councilwoman Fitch Mayor Pro Tem Rutledge Nays: None Absent: Mayor Suess Councilman Zaruba Motion Carried Unanimously WHEATON CITY COUNCIL PUBLIC HEARING MINUTES October 14, 2019 II. Public Hearing – ZA #19-18/Annexation/25W371 Armbrust Avenue a. Presentation City Manager Dzugan stated the purpose of the public hearing is to consider the annexation of a parcel of approximately 7,800 square feet at Armbrust and Gary Avenue. The City approved a pre- annexation agreement for this property in November 1999 to allow the home to connect to City water. At that time, the property was not contiguous to the City, so the agreement was made that once it was contiguous it could become annexed. The City is seeking to rezone this property to R- 3. Krzysztof Koc, 25W371 Armbrust Avenue, stated he has owned the property since 2003, and he asked if there will be any changes to his property once it is annexed. City Manager Dzugan stated there will be no major changes other than a City address and a property tax increase of about 10%, but the owner would receive all City services. He confirmed that there are no further requirements from the owner. b. Public Comment There was no public comment. c. Council Comment The Council discussed that the pre-annexation agreement should have been disclosed during the sale of the property. III.
